PROJECT BACKGROUND:

The Centre for Policy & Good Governance (CPPGG) Uttarakhand has been set up to assist in bringing about governance reforms through studies, training, knowledge sharing and promotion of good ideas. CPPGG is deemed to act as the think tank in the State which will help in improving the research & analytics for preparing a better planning & policy framework. Further, States/UTs have varying capacities in driving socio-economic reforms but have a major role in creating an enabling environment to ensure sustainable and inclusive growth. With this mandate, NITI Aayog has launched the State Support Mission (SSM) aiming to support the State/UT Planning Departments to reinvent themselves as State Institute for Transformation that will play a crucial role in galvanizing partnerships, resources, ideas and synergies to drive the inclusive growth. The government of Uttarakhand also has been considered under the SSM grants to States. The State wishes to augment the planning department's activities by creating the State Institution for Transformation under the aegis of the Centre for Public Policy and Good Governance.

Accordingly, the state submitted a proposal for funding from NITI Aayog and the same has been approved by NITI Aayog.

UNDP is providing technical support to the Government of Uttarakhand through a Memorandum of Agreement signed with the Department of Planning specifically for fast-tracking SDGs and the Economic Growth of the State. At present, a PMU has been set up to provide technical assistance to the Centre for Good Governance and Public Policy (CPPGG).

UNDP, under the CPPGG 2.0 project, proposes to engage a Data Associate to provide high-quality technical assistance to the Centre for Public Policy and Good Governance (CPPGG). The objective is to strengthen CPPGG’s capacity in data analysis and interpretation to support evidence-based policy planning and implementation. The Data Associate will play a critical role in analyzing socio-economic and industrial data to identify trends, gaps, and opportunities for business development. This role will also support the identification and strengthening of inclusive and sustainable industrialization pathways, thereby contributing to economic growth, entrepreneurship, and employment generation in Uttarakhand. The engagement will further enhance CPPGG’s contributions to the state’s long-term development goals as envisioned in Vision 2030 (Sashakt Uttarakhand) and Vision 2047 (Viksit Uttarakhand).

3. JOB PURPOSE AND SCOPE OF WORK (SOW):

UNDP proposes to engage a Date Associate to provide high-quality technical assistance to CPPGG to strengthen its capacity in Data Analysis, analyze and interpret data and business development, identifying and strengthening inclusive and sustainable industrialization.

Duties and Responsibilities:

(1) Collect, verify, and compile data from all 13 districts and SDG nodal departments of Uttarakhand in close coordination with district and state-level functionaries and relevant stakeholders to ensure accuracy, consistency, and completeness.
(2) Liaise with government departments, field staff, and other data sources to ensure the timely and reliable flow of data and proactively address and resolve any data discrepancies or quality issues.
(3) Support the collection, validation, and regular updating of centralized databases and digital dashboards, adhering to prescribed formats, timelines, and data governance standards.
(4) Collaborate with line departments to support the integration of Sustainable Development Goals (SDGs) into the State Budget framework, ensuring alignment with policy objectives.
(5) Facilitate coordination with state government departments, development partners, academic institutions, civil society, and other stakeholders to promote coherence, data-sharing, and strategic collaboration across initiatives.
(6) Support the development, maintenance, and periodic review of results monitoring frameworks, including the establishment of baselines and setting of performance targets, in accordance with government directives and planning priorities.
(7) Build the capacity of Division and District-level Statistical Officers by designing and supporting simple, effective processes and conducting training sessions focused on improving data quality and management practices in alignment with Vision 2030: Sashakt Uttarakhand and Viksit Uttarakhand 2047.
(8) Develop data visualizations including charts, graphs, and dashboards to effectively communicate key insights and findings to various stakeholders.
(9) Any other duties as assigned by the CPPGG Project Head, UNDP, within the purview of the programme to support data-driven governance

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:
(1) Bachelor’s degree in public administration, Information Management, Computer Science, Social Sciences, or a related field is required

Experience:
(1) At least Two (2) years of relevant experience in data collection, data cleaning, data analysis, or data management.

Skills & Competencies:
(1) Data collection, cleaning, and management
(2) Basic data analysis and interpretation
(3) Proficiency in data tools (Excel, MIS, dashboards)
(4) Reporting and data visualization
(5) Strong analytical skills and attention to detail

(10) Understanding of M&E frameworks and indicators (desirable)

Required Skill:

Knowledge and Technical Expertise:

(1) Proficiency in Microsoft Excel (pivot tables, VLOOKUP, formulas, data cleaning, and visualization).
(2) Ability to effectively and efficiently interact with senior members and stakeholders
(3) Experience with data entry, data cleaning, and data preprocessing techniques.
(4) Writing and presentation skills: Able to produce high quality reports and presentations Able to prioritize responsibilities and adhere to deadline.
(5) Good communication and interpersonal skills, with an ability to work in a multi-cultural environment

5. LANGUAGES:

(1) Excellent knowledge of written and spoken English and Hindi is essential.

6. DURATION OF ASSIGNMENT: 3 Months (Extendable up to one year)

7. CONSULTANCY FEE:

The monthly consultancy fee for the position shall be INR 62,560 PM. The professional fee will be subject to withholding taxes, as applicable.

8. NATURE OF ENGAGEMENT:

The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
