About the Meeting Targets and Maintaining Epidemic Control (EpiC) Project
In 2019, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the DOS-PEPFAR awarded FHI 360 the Meeting Targets and Maintaining Epidemic Control (EpiC) project. This eight-year global project works in partnership with and strengthens the capacity of governments, civil society organizations, other PEPFAR implementing partners and the private sector to introduce innovations and expand evidence-based HIV services to unprecedented levels of scale, coverage, quality, effectiveness, and efficiency.
 
II.                 Scope of Work
 
India initiated HIV surveillance activities in 1985, preceding the detection of the first HIV case in the country. The National AIDS Control Programme (NACP) Phase I (1992–1999) established a coordinated national response to HIV. The National AIDS Control Organisation (NACO), under the Ministry of Health and Family Welfare, leads program implementation, supported by decentralized State AIDS Control Societies (SACS).
 
India’s 95-95-99 Strategy and Maharashtra Context
Under NACP, India has adopted an adapted 95-95-99 cascade framework to accelerate progress toward epidemic control:
  • 95% of all People Living with HIV (PLHIV) know their HIV status
  • 95% of diagnosed PLHIV are on sustained Antiretroviral Therapy (ART)
  • 99% of individuals on ART achieve viral suppression
This enhanced third target (99% viral suppression) reflects India’s strategic emphasis on treatment quality, adherence, and long-term retention, recognizing viral suppression as critical to reducing HIV-related mortality and preventing onward transmission.
 
Recent directives from NACO emphasize strengthening surveillance systems to detect emerging HIV transmission trends and new hotspots. Improved reporting through the SOCH (Strengthening Overall Care for HIV beneficiaries) platform presents an opportunity for near real-time data use. Additionally, structures such as DISHA and DAPCU enable rapid programmatic response at the district level.
 
The EpiC Project (FHI 360), under the PEPFAR cluster strategy, supports NACP in strengthening Strategic Information (SI) systems. Key focus areas include:
  • District HIV Epidemic Profiling (DEP) using data triangulation
  • Development of state level Sankalak report
  • KPI/PMS factsheets aligned with 95-95-95 targets
  • Strengthening data quality and use for decision-making
  • The Continuous Quality Improvement (CQI) team provides technical assistance to improve data systems and program performance across facilities.
In Maharashtra under the Mobilization for AIDS Suraksha (MAS), achieving the 95-95-99 targets requires:
  • Strengthening case finding and testing strategies, particularly in high-burden districts and key populations
  • Ensuring rapid ART initiation and continuity of care across facilities
  • Improving viral load testing coverage and suppression rates
  • Enhancing data-driven program management through SOCH and triangulated data systems
The integration of Strategic Information (SI) systems—particularly SOCH, surveillance, and program monitoring—enables identification of gaps across the cascade at state and district levels. This supports targeted interventions through structures such as DAPCU and DISHA.
 
Payment Terms
A fixed price purchase order will be issued to the agency based on the mutually agreed cost proposal. Payments will be linked to deliverables.
