As a partner under the Global WASH Programme (GWP) Phase II supported by Welthungerhilfe (WHH), Samarthan implements a WASH systems-strengthening approach aligned with global and national frameworks.
GWP Phase II moves beyond infrastructure delivery and focuses on strengthening governance, institutional arrangements, service delivery models, accountability systems, and sector learning. The MEAL function is therefore central to measuring systemic change at micro (community), meso (institutional), and macro (policy) levels.
Position Overview
The MEAL (Monitoring, Evaluation, Accountability & Learning) Officer – WASH will be responsible for developing and strengthening the Monitoring, Evaluation, Accountability, and Learning systems for the Jal Jeevan Mission (JJM) Phase and related WASH initiatives. The MEAL Officer will strengthen organizational capacity for evidence-based planning, adaptive management, accountability to communities, and sector learning. The role will serve as a bridge between field implementation teams, government stakeholders, community institutions, and donor reporting structures, ensuring that data is not only collected but meaningfully used to improve performance, influence policy processes, and strengthen WASH systems sustainably.
The MEAL Officer will work closely with program teams, district authorities, community volunteers, PHED officials, and other stakeholders to institutionalize data-driven decision-making, accountability mechanisms, and continuous learning processes.
Key Roles & Responsibilities:
1. Monitoring & Evaluation Frameworks:
• Develop M&E frameworks, indicators, and action plans aligned with project and donor requirements.
• Lead baseline and endline assessments and design survey tools and monitoring formats.
• Support development of SOPs for tracking O&M forums and accountability mechanisms.
2. Data Collection & Management:
• Design and standardize data collection forms and digital tools.
• Oversee field data collection, collation, cleaning, and validation.
• Ensure data accuracy, ethical practices, and donor compliance.
3. Government Data & Secondary Analysis:
• Extract and analyze data from relevant government portals and MIS systems.
• Triangulate project data with official statistics for planning and review.
• Prepare analytical briefs to support convergence and decision-making.
4. Accountability & Feedback Systems:
• Establish and strengthen Feedback and Complaint Response Mechanisms.
• Track grievances, ensure timely resolution, and document corrective actions.
• Promote community participation in accountability processes.
5. Reporting, Analysis & Presentations:
• Analyze quantitative and qualitative data to assess performance.
• Prepare monthly, quarterly, baseline, and endline reports.
• Develop presentations, dashboards, and learning briefs for internal and external stakeholders.
6. Capacity Building & Technical Support:
• Train project staff and community volunteers on M&E tools and methodologies.
• Provide ongoing mentoring on data collection, reporting formats, and use of MIS systems.
• Strengthen stakeholders’ ability to use data for decision-making.
7. Field Monitoring & Compliance:
• Conduct regular monitoring visits to verify data and assess quality.
• Monitor compliance with SOPs and project guidelines.
• Provide feedback and recommendations for course correction.
Qualifications & Experience:
• Post-Graduation in Social Sciences, Statistics, Development Studies, Public Policy, Rural Development, or related fields.
• 3–6 years of experience in Monitoring & Evaluation, preferably in WASH or rural development programs.
• Experience in baseline/endline studies, tool design, data analysis, and reporting.
• Proficiency in MS Excel and experience working with government MIS portals.
• Strong analytical, documentation, and presentation skills.
• Fluency in Hindi and willingness to travel extensively.
Remuneration:
Samarthan offers renewable contractual employment. Compensation and benefits are competitive and commensurate with experience and role responsibilities within the development sector. The Cost to Organization (CTO) will be decided based on experience and suitability.
