Introduction
The Centre for Community Economics and Development Consultants Society (CECOEDECON) is one of Rajasthan's leading civil society organizations. It's early footprints in the area of disaster relief have eventually progressed into imprinting its presence in more than 15 districts across the states of Rajasthan,Haryana and Madhya Pradesh. The organization has evolved, from a needs-based approach to rights-based approach, into a civil society organization focusing on economic justice, livelihood security, basic rights, institution development and civil society building, underpinned by integrated participatory development.
The organization has worked since 1982 towards Promoting Inclusion, making Communities Resilient, Empowering Women, Children, Smallholder Farmers, Landless Youth and Tribals with gender sensitivity as cross-cutting through its innovative interventions in areas ranging from Natural Resource Management, Sustainable Livelihoods, Climate Change, Fair Trade, Disaster Management, Seed Sovereignty, Land Rights, Health, Nutrition, Education, Women and Child Rights and Human Rights.
CECOEDECON's greatest strength has been its ability to adjust to the changes that are taking place in its external environment and within the organization. Based on these changes it has tried to evolve its Vision, Mission, Approaches, Strategies and Major Interventions at different levels.
The ANUBHUTI (Agricultural and Non-farm Utilization for Better Human Income and Training Initiatives) project aims to empower individuals and communities of 25 villages of Bhiwani district by fostering irrigation facility, improve infrastructure of school, availability of safe drinking water and support for farm and non-farm-based entrepreneurship. The project will focus on promoting sustainable livelihoods, economic growth, and inclusive education infrastructure for marginalized groups in a specific target area by creating awareness of health, water conservation, education and renewable energy for sustainable income generation in vulnerable community.
Background
CECOEDECON, under its project Anubhuti implemented in the Loharu block of Bhiwani district, Haryana, is undertaking smart school interventions in government schools. As part of this initiative, there is a requirement to establish a fully functional computer labs in selected three schools.
The scope includes the supply of desktop computers, peripherals, networking infrastructure, and associated furniture, along with their installation, configuration, testing, basic user orientation, and warranty support, to enable digital learning and strengthen ICT-based education in the implementation area.
Invitation for quotations
CECOEDECON invites quotations via email from eligible and qualified bidders for the design, supply, installation, commissioning and warranty support of computer labs to be set up in three schools in Loharu, Bhiwani, Haryana.
Interested bidders are requested to submit the following:
- Company profile, including relevant experience in setting up computer labs or similar IT infrastructure projects
- Detailed cost breakdown (component-wise as per BoQ), including transportation, installation, and any incidental charges. Please clearly specify whether the quoted prices are inclusive or exclusive of GST, and attach supporting documentation if GST is applicable (format specified in the RFP)
- Technical specifications of all proposed equipment, clearly indicating compliance with the requirements outlined in the RFP
- Warranty and after-sales support details, including service response timelines
- Contact details of at least two references/clients for whom similar work has been executed, who can attest to the bidder’s quality and reliability
- Copy of registration documents/certificate and most recent renewal as a legal entity.

Scope of Supply
- Supply of all computer lab components including desktop computers, UPS systems, furniture (tables and chairs), peripherals, networking equipment, printer, whiteboard, and other accessories as specified in the BoQ. All items must be complete with required fittings, accessories, and consumables necessary for full functionality.
- Provision and installation of licensed operating systems and essential software, along with basic configuration of all systems to ensure readiness for use.
- On-site installation, integration, and commissioning of all hardware, furniture, electrical, and networking components to deliver a fully functional, plug-and-play computer lab.
- Testing and commissioning, including functional verification of each system (hardware, UPS, networking, and printer), with joint sign-off and submission of installation and test reports.
- Basic user orientation/training for designated staff on system usage, basic troubleshooting, and safe handling of equipment.
- After-sales support and service level agreement (SLA), including defined response times for complaints, repair/replacement timelines, availability of remote/telephonic support

Bidder’s eligibility
The company must have experience in related field and supply of goods and the company must provide the respective project completion letter from the client.
The bidder must use the following format to fill out the quantity and cost details QUOTATION WILL REQUIRED. The bill of quantity must include all the cost associated with this service.

- Electrical wiring and associated fittings shall be executed on an actual basis, depending on site conditions and requirements. Payment shall be made based on actual quantities executed, duly verified and approved
Bidders are requested to submit their bids inconsideration of the points mentioned below:
- Please provide your best rates, inclusive of all applicable taxes, delivery, installation, commissioning and any other incidental charges for setting up a fully functional computer lab at the specified location.
- Delivery and installation will be required at Loharu, Bhiwani, Haryana.
- Any breakage, damage, or loss during transportation shall be the sole responsibility of the vendor. All equipment must be adequately insured during transit by the vendor.
- The complete setup, including supply, installation, networking, and commissioning, must be completed within 60 days from the date of issue of the work order.
- Payment will be made upon successful installation, commissioning, and submission of invoice, along with required documentation and acceptance sign-off.
- The quantities mentioned are tentative and may vary at the time of final order placement.
- CECOEDECON reserves the right to award the contract to one or more bidders. The final quantities may be split among selected vendors at the sole discretion of CECOEDECON.
- CECOEDECON reserves the right to cancel any or all bids and may invite fresh bids. The organization also reserves the right to reject any bid without assigning any reason.
- In case of delay in delivery or installation, a penalty clause will be applicable as per CECOEDECON policy. CECOEDECON also reserves the right to cancel the order if the delay exceeds 60 days from the scheduled delivery date.
- Bids that are incomplete, non-compliant, or missing required information/documents will not be considered.
