Uttarakhand Association for Positive People Living with HIV/AIDS is a community-based organization. Established as a registered entity in 2010, the organization emerged from a grassroots movement of individuals who bravely disclosed their HIV status to challenge stigma and discrimination.

We work to empower people living with HIV through peer support, advocacy, and essential service delivery. Our network ensures access to treatment, care, and psycho social support—especially for the most vulnerable. By engaging communities and stakeholders, we strengthen treatment adherence, improve healthcare linkages, and promote dignity and inclusion.

Mission: To advocate for the rights and voices of PLHIV and support their development.

Vision: To improve the quality of life of People living with HIV.


Position Overview
The Counsellor / Community Liaison for Health (ORW) will play a key role in providing psychosocial support, counselling, treatment literacy, and community-based linkage services for People Living with HIV with the especial focus on young people living with HIV, key populations, vulnerable communities, and women living with HIV. The position will focus on strengthening community engagement, improving treatment adherence, promoting mental health and wellbeing, and ensuring access to healthcare and social protection services.

Preference will be given to candidates from the community, especially persons living with HIV, who understand the lived realities of young people and vulnerable populations. However, competent candidates with strong counselling skills and experience in HIV and community health programmes may also be considered.
The position will work closely with communities, healthcare facilities, youth groups, and project teams to create safe, inclusive, and supportive spaces for beneficiaries.

Key Responsibilities
• Provide individual and group counselling support to young people living with HIV, women living with HIV, and key populations.
• Conduct treatment literacy sessions on HIV, TB, STI, mental health, adherence, nutrition, sexual and reproductive health, and wellbeing.
• Facilitate linkages and referrals to ART Centres, ICTC, TB services, mental health services, social welfare schemes, and other healthcare facilities.
• Support outreach activities and follow-up for clients requiring psychosocial support, adherence support, and continuity of care.
• Develop trust-based relationships with community members and ensure confidentiality and dignity of all beneficiaries.
• Organize peer support meetings, youth engagement sessions, and community dialogues.
• Identify and support beneficiaries facing stigma, discrimination, violence, mental health challenges, or treatment interruptions.
• Coordinate with healthcare providers, community-based organizations, and local stakeholders for effective service delivery.
• Maintain documentation, case records, counselling registers, and activity reports in a timely manner.
• Support implementation of project activities, campaigns, workshops, and advocacy initiatives.
• Participate in review meetings, trainings, and capacity-building activities organized under the project.
• Contribute to strengthening community systems and building leadership among young people living with HIV and vulnerable communities.
• Undertake field visits and community follow-ups whenever required.
• Any other project-related responsibilities assigned by the organization.

Eligibility Criteria
• Graduate/Postgraduate in Social Work, Psychology, Sociology, Public Health, or related fields.
• Minimum 2–3 years of experience in HIV, community health, counselling, youth engagement, or related programmes.
• Strong counselling and communication skills with sensitivity towards young people and vulnerable populations.
• Good understanding of HIV, TB, mental health, treatment adherence, gender, stigma, and community systems.
• Preference will be given to persons living with HIV and candidates with community engagement experience.
• Ability to work respectfully with diverse communities including young people, women, and key populations.
• Basic computer knowledge and documentation skills are essential.
• Willingness to travel for field and community-based activities.
