National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to channelize technical assistance and capacity building support to the states for strengthening the public health system. The NHSRC is also mandated to contribute to health policy / programme design and evaluation.

Since its inception in 2006, NHSRC has been a repository of knowledge and a center of excellence for its agenda. This organization has professional linkages with a plethora of domestic and international bodies involved in the field of Public Health. There have been a number of personnel who have served with NHSRC and gained invaluable experience enabling them to graduate to next rung of professional ladder. Vast exposure to Ministry of Health and Family Welfare, and its processes is a unique feature of NHSRC.

The position offers you an opportunity to participate in the process of strengthening health systems, improving health service delivery and enabling positive health outcomes, through hands on implementation assistance at National, State and District levels. Working with a transdisciplinary team, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion. This is an opportunity to support health systems strengthening at scale, learn from district and sub district implementation, undertake knowledge translation, and enable realization of the vision of universal health coverage.

The Position reports to Advisor KMD, NHSRC and is on Contractual basis.

Roles and Responsibilities:
• Provide technical assistance to undertake research activities under Knowledge Management Division (KMD).
• Support the states in designing and planning research proposals to strengthen health systems.
• Lead the preparation of technical documents, including reviews on Health Systems interventions and social determinants of health, including policy briefs and reports.
• Lead review and analysis of published and grey literature and data available through various sources on a periodic basis, including National / State / District level survey, HMIS, Sustainable Development Goal indicators and Universal Health Coverage indicators.
• Explore areas for engaging with partner institutions to undertake research under KMD, including IR-HSS.
• Support the IR-HSS platform on all administrative and technical matters.
• Responsible for regular review of the projects with the partner institutions and provide inputs as required for revision and submission of reports
• Lead and support team to ensure timely review of the projects under KMD to provide a routine update.
• Ensure timely and high-quality responses to MoHFW and Parliament Questions pertaining to the division
• Undertake analytical documentation of field review visits to provide feedback to the states.
• Undertake data analysis and generate routine analytical reports based on programme specific indicators and data in health sector and social sector, as relevant.
• Identify best practices and innovations within states and districts and support in documentation.
• Support team and divisions in providing periodic synopsis of progress in states using data and field findings as a means of technical support and programme oversight.
• Support in creating platform for partners/stakeholders to share and create evidence-based knowledge, enabling the uptake of information to strengthen the Health systems interventions.
• Support Advisor for administrative functions of the Division.
• Undertake other assignments under KMD, which may be assigned from time to time by the Advisor.

Qualifications (Regular Courses) and Experience:
• MBBS/BDS with Postgraduate Degree in Community Medicine/Master’s in Public Health/Postgraduate Diploma in Healthcare Management//MHA (Full-time two-year only)
• All Graduate and Postgraduate Degrees/Diplomas must be obtained in Regular Mode only.
• Should have at least 10 years of post-qualification (PG) experience in Public Health Systems, including implementation and supporting large-scale National health care programmes. Should have a deep understanding of public health issues in India and the role of various stakeholders.

• Experience in one or all the following:
o Qualitative research
o Quantitative research
o Systematic Reviews
o Documentation
o Data analysis
• Excellent analytical skills, communication and presentation skills, and interpersonal abilities.
• Excellent oral and written communication skills in English
• Knowledge of Data analysis and statistical software.

Written Test Condition: If the recruitment process includes a written test, a ratio of 1:5 will be adopted for 1 vacancy top 5 candidates will be considered. In case 2 or more candidates qualify with the same marks, all such candidates will be considered.

Age Limit: 55 Years and below

Work Location: New Delhi; Opportunity to gain hands-on experience of the public health canvas of states and districts.

Travel to states and districts will be involved.

Remuneration Range: Between Rs. 1,30,000/- to Rs. 1,70,000/- per month

(*Fee offered within the band will be commensurate with qualification and experience.)

Other Benefits: In addition to the remuneration mentioned above, Consultants of NHSRC are entitled to Free Accidental insurance, Subsidized Medical insurance, Mobile bills reimbursement, Laptop reimbursement (As per NHSRC Policy), 30 days Consolidated leave, fully paid Maternity leave (For Female Consultants) as per Government of India policy, performance linked increments, TA/ DA and per diem for on-duty visits.

Duration of Contract: Contract till 31st March 2028 with further extensions of similar duration (subject to satisfactory performance).
