Background
JSI R&T India Foundation (JSI Foundation) is a not-for-profit organization, registered in 2014 under Section 8 of the Companies Act 2013. The mission of the JSI Foundation is to improve the health and well-being of vulnerable communities through innovative, evidence informed and replicable strategies in partnership with government, private sector and civil society. JSI Foundation works closely with the Ministry of Health and Family Welfare, Ministry of Women and Child Development, as well as state counterparts, leading CSR companies, and Global Fund to implement context specific and comprehensive public health programs in India.
Project Overview
The Ministry of Health and Family Welfare is currently rolling out and scaled up massive digital data recording systems across different platforms including Health Management Information System (HMIS), name-based registries such as the Reproductive Child Health (RCH) portal and Auxiliary Nurse Midwife Online (ANMOL), a multifaceted system of Ministry of Health & Family Welfare, for early identification and tracking of the individual beneficiary throughout their productive lifecycle. Electronic Vaccine Intelligence Network (eVIN) and National Cold Chain Management Information System (NCCMIS) for iSC management and monitoring, and Supportive Supervision app and portal (SS), Surveillance and Action For Events following Vaccination (SAFE-VAC) and is currently setting up CoWIN equivalent data systems for Universal Immunization Program (UWIN).
To strengthen the routine immunization with a special focus on zero dose children (children who have not received the first dose of DPT containing vaccine in their first year of life), there is an imperative need for aiding the decision making of programme managers, data handlers, and frontline workers will exponentially rise as they work towards tackling the Zero Dose children challenge. Thus, a technological innovation is implemented by the United Nations Development Programme (UNDP) with an objective to increase the reach for ‘zero-dose’ children and to ensure that clusters of unvaccinated children are identified and there is availability of real time and programme monitoring data for necessary and prompt action to help decision makers take quick and corrective actions to attain their goals and targets related to FIC+ (Full immunization coverage plus) and reduction in ZD children burden in the country by strengthening Data analytics and review Mechanism in 143 identified districts across 11 states.
To achieve the project objective and outcomes, the project is structured into 2 key components.
Component 1 – Strengthen and institutionalize capacity for real-time programme monitoring data to take prompt action for reaching zero-dose children and improving Routine Immunization coverage
Component 2 – Strengthening Governance, Management, data quality/analytics and Review Systems for Immunization planning and review at national level and Strengthening Review Systems for reducing Zerodose children and improving routine immunization coverage at State, District and Block level.
Job Summary
JSI Foundation seeks applications for the position of State Lead for the above project funded by UNDP. The specific assignment is detailed out below.
State Leads will support various work areas, which include project management, relationships management, team operations functions, national support work, and state strategy development and implementation. They will work to ensure the rapid scaleup and effective management of the data and review system strengthening and, in the process, become a trusted advisor to governments and UNDP national team alike. Specifically, the state leads will work closely with the national team helping to optimize program strategy and processes. In addition, the state lead will ensure that states have adopted and implemented program tools, capacity building modules and other knowledge management assets. The position will require significant regional travel, estimated at ~30-40%. The candidate will be based at assigned state location as mentioned above, however, will look after 3-4 project operations as allocated to them.
Responsibilities:
- Build a high calibre and diverse team of analysts, district coordinators and capacity building officers and support them in the large-scale implementation of the project
- Lead, guide, and mentor a high-powered strategy team capable of designing and delivering impactful solutions in swift timelines
- Performance reviews of the state teams across the spectrum with support from national leads, program manager and cluster leads
- Manage operational task of human resource management and support the teams in troubleshooting day to day challenges
- Planned and adhoc travel to the districts and other states to support program Stakeholder Relationship Management
- Align the short term and long-term goals of the grant with the state priorities, and work effectively with the government leadership and partners to achieve
- Support key government and public health stakeholders in long- and short-term planning & program review as well as decision making for immunization through advanced data analytics, predictive modelling, situation analysis etc.
- Build effective and functional relationships with immunization partners to identify synergies and work strategically to avoid duplication
- Work with National team in managing grant, aligning program outcomes including operations, and finances of the program to meet high-quality deliverables within the appropriate timeframes Program strategy, planning and implementation
- Collaboratively develop customized state strategy and action plans to improve the data quality and to strengthen of review systems
- Undertake regular reviews of the progress against plans, and course correction
- Support national teams with budget and scenario analysis; help develop strategies to advocate for the changes with key in-country opinion leaders
- Responsible for tracking and monitoring grant deliverables
- Responsible for reporting and annual reviews for donors and internal UNDP leadership
- Responsible for maintaining up to date expertise on the grant objectives and knowledge sharing among internal teams
Qualifications and Experience:
- Bachelor’s and master’s degree (Public Health, Population Sciences, Epidemiology, Business Administration, Statistics & Economics, etc.) from Tier 1 University/Institute
- +10 years of relevant work experience in leading large organizations, building and managing high calibre teams and implementation of projects from the scratch
- Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
- Exceptional interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
- Impeccable written and verbal communication competencies, and fluency in English & Hindi
- Experience of living and/or working in low- and middle-income countries.
- Ability to manage multiple work streams simultaneously, set priorities, and work independently.
- Ability to be effective in high-pressure situations and work in a fast-paced, limited-structure, multicultural environment. Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
- Strong capabilities in and commitment to partnership, co-creation, and respectful engagement with a diverse range of individuals and partners with demonstrated ability to build relationships quickly.
- Ability to act as a strategic thought partner to, and build the capacity of, government partners and country team members.
- Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook and data tools like Stata, SPSS, R, Tableau, Power BI, etc.
