Job Description- District Coordinator (West Bengal)

Mobile Creches (MC), a pioneer organization in Early Childhood Care and Development (ECCD), has been operational since 1969, providing childcare, health, nutrition, and protection services to more than 15,000 children annually across worksites, urban slums, rural, and tribal communities in India. MC has played a pioneering role in advancing ECCD for children under six years, particularly those from marginalized and migrant communities, through its integrated approach of delivering quality childcare services, strengthening caregiver and community engagement, enhancing linkages with government systems, training the ECCD workforce, influencing policy, and promoting research in the field of early childhood development. Officially recognized as the National Creche Agency by the Government of India, Mobile Creches continues to expand sustainable childcare solutions in partnership with governments and civil society organizations.

Building on its extensive experience in community-based childcare and child protection, Mobile Creches is implementing an integrated drowning-prevention programme in the high-risk districts of South 24 Parganas, Purba Medinipur, and Paschim Medinipur in West Bengal. The programme will establish 50 community-based, supervised childcare centres operating for long hours for children aged 1–4 years, with the objective of reducing children’s unsupervised exposure to nearby water bodies while ensuring safety, nutrition, early stimulation, caregiver engagement, and community integration. In addition, the programme will promote child-centred water-safety and survival awareness, community mobilisation, and first-responder preparedness to strengthen local prevention systems.

The programme will work closely with Panchayati Raj Institutions, ICDS, public health systems, NRLM/Anandadhara platforms, and community institutions to create sustainable and scalable drowning prevention systems rooted in local governance and community participation.

Position Overview:
The District Coordinator will play a pivotal role in the successful implementation of Early Childhood Care and Development and drowning-prevention programme by establishing and supporting creche centres in villages in partnership with Gram Panchayats and local communities across an assigned district. This position requires strong leadership, coordination, and collaboration skills to ensure smooth operations, effective community engagement, and high-quality child development and safety outcomes across all assigned villages. The position requires extensive field engagement, coordination, team supervision, and stakeholder engagement skills, and will involve extensive travel within the creche locations and relocation to one of the programme districts— South 24 Parganas, Purba Medinipur, or Paschim Medinipur as per project requirements.

Educational Qualifications:
Master’s degree in Social Work, Social Sciences, Public Health, Business Administration, Rural Management, or a related field from a reputed institute.

Total Work Experience:
Minimum 4 to 5 years of experience leading district-level programme implementation and team management on Nutrition, Health, Sanitation, or related programmes with government and/or non-government stakeholders.

Essential Requirement:
• Willingness to relocate to one of the programme districts in West Bengal based on project requirements.
• Willingness to travel extensively across villages, blocks, and programme locations for field supervision and coordination.
• Candidate must possess a valid two-wheeler driving license and preferably own a two-wheeler for regular field travel and be comfortable using a two-wheeler for regular field travel.
• Strong understanding of community-based development programmes and rural implementation systems will be preferred.

Age Criteria: 30–45 years.

Job Description
Specific areas of responsibilities include, but are not limited to:

Programme Implementation and Operations:
• Oversee establishment and smooth functioning of community-based crèche centres across assigned blocks and villages in accordance with programme guidelines and quality standards.
• Ensure all crèche centres provide safe, child-friendly, and quality services for children aged 1–4 years during designated programme hours.
• Monitor implementation of parenting engagement, community mobilisation, drowning prevention, child safety, and first responder systems and emergency preparedness activities across programme locations.
• Ensure programme implementation remains aligned with organisational standards, safeguarding protocols, operational procedures, and donor requirements.
• Identify implementation gaps, operational challenges, and field-level risks, and take timely corrective actions in coordination with district and state teams.
• Conduct regular field visits to review crèche operations, service quality, staffing, safety measures, attendance systems, and community participation.
• Ensure all programme staff and frontline workers adhere to organisational safeguarding and child protection protocols

Team Supervision and Coordination:
• Manage and support the District Programme Team.
• Supervise and provide operational guidance to Field Supervisors, Trainers, Community & Government Engagement Officers, and other district-level staff.
• Conduct regular review meetings, field supervision visits, and performance discussions with district teams.
• Support district staff in implementation planning, problem-solving, reporting, and community coordination.
• Promote effective communication, teamwork, accountability, and adherence to organisational systems within the district team.

Government Coordination and Community Engagement:
• Serve as the primary liaison with district and block officials to secure approvals, resources, and technical support.
• Coordinate with Panchayats, ICDS functionaries, health departments, NRLM platforms, child protection systems, and district administration for effective programme implementation.
• Build and maintain strong working relationships with Gram Panchayats, community leaders, village committees, SHGs, and local stakeholders.
• Facilitate community participation, local ownership, and convergence with relevant government schemes and systems.
• Support establishment and strengthening of Crèche Monitoring Committees, Parents’ Groups, and village-level first responder networks.

Monitoring, Quality Assurance, and Reporting:
• Conduct regular field visits to monitor crèche quality, safety standards, attendance, community participation, and programme implementation.
• Ensure effective implementation of programme monitoring systems, data collection processes, and reporting mechanisms at district level.
• Review monitoring findings, field observations, attendance records, safety standards, and programme data to assess implementation quality and programme performance.
• Ensure timely submission of monthly reports, field updates, case studies, utilisation reports, and programme documentation.
• Support documentation of field learnings, success stories, best practices, and operational challenges.

Financial and Administrative Coordination:
• Coordinate with finance, procurement, and administrative teams for smooth programme operations across district-level programme operations.
• Support budget tracking, resource planning, logistics management, and timely distribution of programme materials and supplies.
• Ensure compliance with organisational procedures, safeguarding norms, financial systems, and operational protocols.

Other Responsibilities:
• Undertake any other responsibilities assigned by the State Lead or programme management team.

• Proficiency in MS Office and digital reporting systems.
• Fluency in Bengali is strongly preferred; strong documentation and reporting skills in English are required, and working knowledge of Hindi will be an added advantage.
