Job Description- Field Supervisor (West Bengal)

Mobile Creches (MC), a pioneer organization in Early Childhood Care and Development (ECCD), has been operational since 1969, providing childcare, health, nutrition, and protection services to more than 15,000 children annually across worksites, urban slums, rural, and tribal communities in India. MC has played a pioneering role in advancing ECCD for children under six years, particularly those from marginalized and migrant communities, through its integrated approach of delivering quality childcare services, strengthening caregiver and community engagement, enhancing linkages with government systems, training the ECCD workforce, influencing policy, and promoting research in the field of early childhood development. Officially recognized as the National Creche Agency by the Government of India, Mobile Creches continues to expand sustainable childcare solutions in partnership with governments and civil society organizations.

Building on its extensive experience in community-based childcare and child protection, Mobile Creches is implementing an integrated drowning-prevention programme in the high-risk districts of South 24 Parganas, Purba Medinipur, and Paschim Medinipur in West Bengal. The programme will establish community-based, supervised childcare centres operating for long hours for children aged 1–4 years, with the objective of reducing children’s unsupervised exposure to nearby water bodies while ensuring safety, nutrition, early stimulation, caregiver engagement, and community integration. In addition, the programme will promote child-centred water-safety and survival awareness, community mobilisation, and first-responder preparedness to strengthen local prevention systems.

The programme will work closely with Panchayati Raj Institutions, ICDS, public health systems, NRLM/Anandadhara platforms, and community institutions to create sustainable and scalable drowning prevention systems rooted in local governance and community participation.

Location: One of the programme districts – South 24 Parganas, Purba Medinipur, or Paschim Medinipur, West Bengal

Position Overview:
The Field Supervisor will be responsible for supervising and supporting assigned community-based crèche centres under the drowning prevention crèche programme in the district. The position will work closely with crèche workers to ensure smooth daily functioning of centres and quality childcare services for children aged 1–4 years.

The Field Supervisor will provide regular field-level mentoring and handholding support to caregivers on childcare practices, nutrition, hygiene, child safety, early learning activities, record keeping, and centre management. The role will also support community participation, child enrolment, parent meetings, and coordination with Panchayats and village-level institutions.

The role requires extensive field travel, strong communication skills, problem-solving abilities, and willingness to work closely with rural communities and frontline workers.

Educational Qualifications:
Graduate degree in Social Work, Child Development, Education, Rural Development, Sociology, Public Health, or a related discipline from a recognised institute.

Total Work Experience:
• Minimum 2–4 years of experience in field-level programme implementation, supervision, or community-based development programmes.
• Experience in ECCD, nutrition, child protection, health, community mobilisation, or rural development programmes will be preferred.
• Experience working directly with frontline workers, women’s groups, Panchayats, or village institutions will be an advantage.

Essential Requirements:
• Willingness to relocate to one of the programme districts in West Bengal based on programme requirements.
• Willingness to travel extensively across villages and programme locations for field supervision and mentoring support.
• Candidate must possess a valid two-wheeler driving license and preferably own a two-wheeler for regular field travel.
• Ability and willingness to work closely with rural communities, caregivers, and grassroots institutions.

Job Description:
Specific areas of responsibility include, but are not limited to:

Key Responsibilities:

Crèche Supervision and Programme Quality:
• Supervise day-to-day functioning of assigned crèche centres and ensure centres operate as per programme guidelines.
• Conduct regular field visits to monitor childcare quality, child attendance, hygiene, nutrition, safety, and daily routines.
• Provide regular mentoring and handholding support to crèche workers on centre management and childcare practices.
• Support caregivers in maintaining child records, attendance registers, nutrition records, and centre materials.
• Ensure children receive safe, child-friendly, and nurturing care within the centres.
• Support caregivers in conducting age-appropriate play, early learning, and child engagement activities.
• Identify challenges in centre operations and support timely problem-solving in coordination with district teams.

Supportive Supervision and Caregiver Mentoring:
• Ensure implementation of child safety, safeguarding, hygiene, and nutrition standards across assigned centres.
• Monitor meal quality, nutrition supplies, cleanliness, and safe storage of materials and medicines.
• Support caregivers in identifying children requiring additional support, referrals, or follow-up.
• Report safety concerns, safeguarding issues, or emergencies to the District Coordinator and concerned programme teams.
• Support implementation of drowning prevention and emergency preparedness activities at village level.

Child Safety, Nutrition, and Safeguarding:
• Ensure implementation of child safety, safeguarding, hygiene, and nutrition standards across assigned centres.
• Monitor meal quality, nutrition supplies, cleanliness, and safe storage of materials and medicines.
• Support caregivers in identifying children requiring additional nutrition support, referrals, or follow-up.
• Report safety concerns, safeguarding issues, or emergencies to the District Coordinator and concerned programme teams.
• Support implementation of drowning prevention and emergency preparedness activities at village level.

Community Engagement and Coordination:
• Work closely with parents, Crèche Monitoring Committees (CMCs), Panchayats, and community members to strengthen community participation and ownership.
• Support Community & Government Engagement Officers in organising parent meetings, awareness sessions, enrolment drives, and village-level activities.
• Support enrolment and regular attendance of children in crèche centres.
Help strengthen communication between caregivers, families, Panchayats, and programme teams.
• Identification of suitable crèche locations and community support systems in programme villages by conducting need assessment Process.

Coordination and Team Support:
• Coordinate with Trainers for on-site demonstrations, refresher support, and strengthening caregiver skills.
Coordinate with procurement and logistics teams for timely availability of nutrition supplies, medicines, learning materials, and centre resources.
Work closely with MEAL teams, Child Protection Specialists, and district staff for smooth implementation of programme activities.
Participate in trainings, review meetings, and field assessments organised by the programme.

Monitoring, Documentation, and Reporting:
• Ensure proper maintenance of centre records, attendance registers, stock registers, and reporting formats.
• Support programme data collection and reporting processes.
Submit regular field visit reports and updates to the District Coordinator.
• Document important field observations, community feedback, success stories, and implementation challenges.

Other Responsibilities:
• Undertake any other responsibilities assigned by the District Coordinator or programme management team.

• Basic proficiency in MS Office and digital reporting systems.
• Strong documentation and reporting skills.
• Fluency in Bengali is strongly preferred; working knowledge of Hindi and basic documentation skills in English will be an advantage.
