Job Description- Procurement Officer (West Bengal)

Mobile Creches (MC), a pioneer organization in Early Childhood Care and Development (ECCD), has been operational since 1969, providing childcare, health, nutrition, and protection services to more than 15,000 children annually across worksites, urban slums, rural, and tribal communities in India. MC has played a pioneering role in advancing ECCD for children under six years, particularly those from marginalized and migrant communities, through its integrated approach of delivering quality childcare services, strengthening caregiver and community engagement, enhancing linkages with government systems, training the ECCD workforce, influencing policy, and promoting research in the field of early childhood development. Officially recognized as the National Creche Agency by the Government of India, Mobile Creches continues to expand sustainable childcare solutions in partnership with governments and civil society organizations.

Building on its extensive experience in community-based childcare and child protection, Mobile Creches is implementing an integrated drowning-prevention programme in the high-risk districts of South 24 Parganas, Purba Medinipur, and Paschim Medinipur in West Bengal. The programme will establish community-based, supervised childcare centres operating for long hours for children aged 1–4 years, with the objective of reducing children’s unsupervised exposure to nearby water bodies while ensuring safety, nutrition, early stimulation, caregiver engagement, and community integration. In addition, the programme will promote child-centred water-safety and survival awareness, community mobilisation, and first-responder preparedness to strengthen local prevention systems.

The programme will work closely with Panchayati Raj Institutions, ICDS, public health systems, NRLM/Anandadhara platforms, and community institutions to create sustainable and scalable drowning prevention systems rooted in local governance and community participation.

Location: One of the programme districts – South 24 Parganas, Purba Medinipur, or Paschim Medinipur, West Bengal

Position Overview
The Procurement Officer will be responsible for managing district-level procurement, inventory management, vendor coordination, and logistics support for the drowning prevention crèche programme in the assigned villages of district. The position will play an important role in ensuring timely availability of nutrition supplies, medicines, teaching-learning materials, centre equipment, and other operational resources required for smooth functioning of community-based crèche centres.

The role will work closely with District Coordinators, Field Supervisors, Trainers, Accounts teams, and programme staff to ensure efficient procurement planning, stock management, transportation, and distribution of materials across programme villages and crèche locations.

The Procurement Officer will also ensure compliance with organisational procurement systems, documentation requirements, and operational procedures while maintaining transparency, accountability, and timely support to field teams.

The position requires regular field travel, coordination with local vendors and suppliers, and strong organisational and logistics management skills.

Educational Qualifications:
• Graduate degree in Commerce, Business Administration, Supply Chain Management, Logistics, Procurement, or a related discipline from a recognised institute.
• Candidates with additional certifications in procurement, inventory management, logistics, or supply-chain management will be preferred.

Total Work Experience:
• Minimum 3–5 years of experience in procurement, logistics, inventory management, or supply-chain coordination.
• Experience in NGO/development sector programmes, rural operations, or community-based projects will be preferred.
• Experience in field-level procurement and vendor coordination will be an advantage.

Essential Requirement:
• Willingness to relocate to one of the programme districts in West Bengal based on programme requirements.
• Willingness to travel regularly across programme villages and field locations.
• Candidate must possess a valid two-wheeler driving license and preferably own a two-wheeler for field travel.
• Ability to coordinate closely with field teams, vendors, and programme staff in rural locations.

Age Criteria :25–45 years

Job Description
Specific areas of responsibility include, but are not limited to:

Procurement and Logistics Management:
• Manage district-level procurement processes in accordance with organisational procurement policies and approved procedures.
• Coordinate procurement of nutrition supplies, medicines, teaching-learning materials, child-care supplies, furniture, centre equipment, stationery, and other programme materials.
• Collect procurement requirements and monthly indents from Field Supervisors and programme teams and ensure timely supply to crèche centres and field locations.
• Coordinate transportation, distribution, and delivery of materials to programme villages and crèche centres.
• Ensure timely availability of operational and programme-related supplies for smooth functioning of centres and programme activities.
• Support logistics arrangements for trainings, meetings, community events, and programme activities at district level.

Inventory and Stock Management:
• Maintain updated stock registers, inventory records, asset registers, and material distribution records.
• Monitor stock levels and ensure timely replenishment of essential supplies across programme locations.
• Conduct regular stock verification and physical inventory checks at district stores and crèche centres.
• Ensure proper storage, handling, tracking, and utilisation of materials and supplies.
• Support maintenance and tracking of programme assets, equipment, and operational resources.

Vendor Coordination and Procurement Documentation:
• Coordinate with local vendors and suppliers to ensure timely procurement and delivery of quality materials and services.
• Support collection of quotations, rate comparisons, vendor documentation, and procurement approvals as per organisational systems.
• Maintain vendor records, procurement files, invoices, quotations, purchase orders, stock records, and logistics documentation.
• Ensure transparency, accountability, and proper documentation in all procurement and logistics processes.
• Coordinate with Accounts Officer and programme teams for payment processing and financial documentation related to procurement activities.

Coordination and Field Support:
• Work closely with District Coordinators, Field Supervisors, Trainers, and programme teams to understand operational and procurement needs.
• Support Field Supervisors and caregivers in resolving supply-related and operational challenges at centre level.
• Coordinate with district and state teams for smooth implementation of procurement and logistics processes.
• Participate in programme review meetings, planning processes, and field visits as required.

Compliance and Reporting:
• Ensure compliance with organisational procurement systems, financial procedures, and inventory management protocols.
• Support internal and external audits by maintaining proper procurement and inventory documentation.
• Prepare regular stock reports, procurement trackers, inventory updates, and logistics reports for programme review.
• Identify supply gaps, delays, or operational issues and support timely corrective actions.

Other Responsibilities:
• Undertake any other responsibilities assigned by the District Coordinator or programme management team.

Key Skills Required:
• Good understanding of procurement, logistics, and inventory management systems.
• Strong organisational, coordination, and multitasking abilities.
• Good vendor management and communication skills.
• Ability to work effectively with field teams and programme staff in rural settings.
• Strong documentation, record-keeping, and reporting skills.
• Basic proficiency in MS Excel, MS Office, and inventory tracking systems.
• Attention to detail and problem-solving abilities.
• Fluency in Bengali is strongly preferred; working knowledge of Hindi and basic English documentation skills will be an advantage.
