Contract duration: 41 months (3 years five months)

Sabuj Sangha has been working for more than five decades, engaged in integrated community development programmes and disaster relief operations; is committed to advancing human rights, equality and justice for women, girls especially from the most marginalised communities. The organisation is striving to improve quality of lives by facilitating the access of people from excluded communities to education, healthcare, child protection, to livelihoods and social protection services so as to create lasting impacts by building resilient communities. The organisation is currently working directly with nearly a million of people across six different program operation locations besides a central management and coordination office at Kolkata. As a part of its aspirations and growth, Sabuj Sangha is launching a four year long integrated initiative in the Mainpat Block of Surguja district in Chhattisgarh.

About the Position:
Sabuj Sangha is launching a project on sustainable socio-economic development of distressed non-arrived tribal communities n the hills & forest-based areas of Mainpat block under Surguja district of Chhattisgarh through integrated livelihood, natural resource management, education and health interventions. The position will be responsible for overseeing, strengthening and managing the Monitoring, Evaluation, Research and Documentation (MERD) of the HRDP project in Chhattisgarh. S/he will conceptualise, develop and implement the MER framework for Sabuj Sangha; this include theme-based feasibility studies, action research, program review & evaluation, regular M&E activities, collaborative studies with the government or as desired by the donor. The MIS and Documentation Officer will address the skill development needs of the Cluster Coordinators, Field Workers and other colleagues associated with the on-ground implementation of the HRDP Project. This position will interface with research and development organisations, academic institutions and government officials for sharing the learning’s from the project and evaluations to influence Govt. policies and implementation of government schemes.

The position will be responsible to create formats and templates for measuring impacts on women, girls and young people by transforming their lives through thematic interventions aligning with Natural Resource Management, Education, Livelihoods and Health & Sanitation. The position will play in conducting feasibility of undertaking activities under different thematic areas, people’s participation, suitability of beneficiaries to avail benefits from the project. In the process the MIS & Documentation Officer will also facilitate development of Village Resource Maps, Stakeholder Mapping. This position will be responsible for tracking of project’s progress on regular intervals (monthly, quarterly and annually) and will share relevant information for preparation of donor reports, timely updates as required by the Programme Manager and the donor.

PRIMARY RESPONSIBILITIES:

A. Planning and Monitoring:
a. Identify issues, thematic areas of research; facilitate/ undertake research and disseminate research findings within the Project Team, Govt. Stakeholders, SS Management and the Donor.
b. Develop Terms of Reference for any planned/ proposed Research under the project, short-list credible agency to conduct the research; work with the agency on completion of the research, obtain results for dissemination and internal use.
c. Build in-house capacities of Project Staff on monitoring & evaluation, review and documentation of program interventions.
d. Develop research protocols and frameworks for the organisation as per the emerging needs and divulge the same to the field.
e. Develop/ track the project’s Logical Framework and develop tracking tools, formats for measurement of progress under different thematic intervention over span of the project.
f. Ensure timely entry of accomplishment data under different thematic activities, analyse progress and prepare accomplishment reports for internal use and donor reporting.
g. Ensure gender and social inclusion related analysis in all the M & E activities.

B. Project Management, Review and Documentation:
a. Lead, undertake research initiatives, supervise and implement monitoring & evaluation in accordance with Sabuj Sangha’s M & E system for improving program design, aligning program interventions to achieve committed outcomes and impacts.
b. Reach optimum levels of accountability, learning and effectiveness through project/ work for children, families and communities.
c. Track, measure, document and conduct in depth analysis of task accomplishments; do appropriate interpretations and test as per data requirements to document them and share when necessary with the Government, donors, communities and children.
d. Undertake all MER activities that have an organisation wide implication on programming and influencing. As a part of planned MER activities, build linkages with research, academic institutions and development organisations.

C. Internal Coordination and Communication:
a. With support from the Communications Team, develop IEC materials based on research, evaluation findings and feasibility study.
b. Provide technical assistance, capacity building and training support to HRDP Project staff on research, M&E, and on participatory processes.
c. Ensure effective implementation of MERD system that includes progress reviews, process documentation, case studies, and good practice documentation for quality assurance and future learnings.
d. Develop Program Performance Metrics with an active participation from SS Management and Programmes team, with inputs from the Government and the donor
e. Develop and execute a Program Management Information System (MIS)- Project Dash Board to track and reflect project outputs and accomplishments.

D. Networking & Collaboration:
a. Network with the relevant Govt. departments and like-minded civil society organizations to share results from research and evaluations conducted with a view to influence Govt. programs and policies.
b. In order to effectively fulfil the duties, job holder must develop a comprehensive knowledge of Sabuj Sangha policies and procedures, and also on its thematic priorities and program areas.
c. Work closely and under the guidance of the Programme Manager and the Thematic Managers to understand the expected outcomes and accordingly develop Milestones for different Thematic Pillars under the project.
d. Document the progress, analyse outcome and impacts of the different thematic interventions and develop Case Studies for analysis, review, dissemination and future use by SS, Govt. and other CSOs.

Essential Qualification and Experience:
Education and work experience: Bachelor/ Master’s degree in Population Studies/ Economics/ Statistics/ Social Sciences; trained on program monitoring, data management

Skills and Competencies (work related):
• Experience in program and data management.
• Experience of working on Child Rights and Protection, Livelihoods
• Understanding on social research, survey, monitoring & evaluation, policy analysis
• Experience of managing medium and large scale qualitative and quantitative research on Rural Development. Human Rights, Livelihoods, Natural Resource Management
• Experience of Partner NGO monitoring, preparation of analytical report
• 5 yrs. plus experience in the relevant field

Technical:
• Understanding on social research, survey,, monitoring & evaluation, policy analysis
• Analysis of qualitative & Quantitative data
• Hands-on on computer/ packages
• Very good interviewing skills and ability to probe

Behavioural:
• Very good interpersonal communication and presentation skills
• Thorough understanding on Livelihoods and micro-financing programs
• Clear understanding on polices and legislation relating to Finance & compliance
• Ability to navigate in complex multi-stakeholder platforms

Compensations: Rs. 43,000/- per month
