1. Background
Bhartiya Grameen Mahila Sangh (BGMS), established in 1961, is a leading state-level organization with extensive experience in public health, adolescent development, sexual and reproductive health and rights (SRHR), and health systems strengthening. As the implementing partner of the United Nations Population Fund (UNFPA) in Madhya Pradesh, BGMS provides strategic and technical support to the Government of Madhya Pradesh for advancing evidence-based interventions that improve reproductive, maternal, newborn, child and adolescent health outcomes.
 
The Government of India, under the National Health Mission (NHM), is committed to expanding contraceptive choice and ensuring that every individual and couple have access to a broad range of safe, effective, affordable, and voluntary family planning methods. In line with the country's FP2030 commitments and the National Family Planning Programme, the Government of Madhya Pradesh, with technical support from UNFPA, is introducing and scaling up newer contraceptive methods, particularly the Single-Rod Subdermal Contraceptive Implant and Subcutaneous Depot Medroxyprogesterone Acetate (Antara SC/SC-DMPA), to enhance the basket of contraceptive choices and address the unmet need for spacing methods.
 
Successful introduction and scale-up of these methods require a comprehensive systems-strengthening approach encompassing provider capacity building, quality assurance, supportive supervision, commodity security, supply chain management, demand generation, behaviour change communication, robust monitoring systems, and continuous technical mentoring. It also requires close coordination among the Department of Public Health and Medical Education, National Health Mission, Medical Colleges, District Health Authorities, development partners, and other key stakeholders to ensure standardized implementation and sustained service quality across the state.
 
To accelerate the implementation and institutionalization of these newer contraceptive initiatives, BGMS intends to engage a technically qualified agency to provide comprehensive techno-managerial support to the Department of Health & Family Welfare, National Health Mission, Medical Colleges, District Health Authorities, and UNFPA. The selected agency will support programme planning, implementation, capacity building, supportive supervision, quality improvement, monitoring and evaluation, documentation, knowledge management, and evidence generation to facilitate the effective scale-up and sustainability of the initiative across the identified intervention districts of Madhya Pradesh.
 
2. Objective
The objective of this Request for Proposal (RFP) is to identify and engage a technically qualified agency to provide comprehensive techno-managerial support to the Government of Madhya Pradesh, through BGMS and UNFPA, for the effective implementation, institutionalization, monitoring, and scale-up of newer contraceptive methods—Single-Rod Subdermal Contraceptive Implant and Antara SC (SC-DMPA)—across the identified intervention districts of Indore, Ratlam, Bhopal, Gwalior, and Jabalpur.
The selected agency shall support programme planning and coordination, provider capacity building, quality assurance, supportive supervision, commodity and supply chain management, monitoring and evaluation, behaviour change communication, documentation, and knowledge management. In addition, the agency shall provide logistical and coordination support for the planning and facilitation of Sexual and Reproductive Health (SRH) programme review meetings and trainings/ orientations in UNFPA's High Priority Districts (HPDs)—Chhatarpur, Guna, and Rajgarh—as required. The assignment aims to strengthen service delivery systems, enhance provider competencies, improve access to high-quality family planning services, and contribute to increased informed contraceptive choice and uptake of modern spacing methods in Madhya Pradesh. 
 
3. Scope of Work
The selected agency shall provide end-to-end techno-managerial support for implementation of the newer contraceptive initiative (Subdermal Implant and Antara SC) in Madhya Pradesh. The agency shall work closely with BGMS, UNFPA, NHM, Medical Colleges and District Health Authorities to support programme planning, implementation, capacity building, supportive supervision, monitoring, quality assurance, communication, documentation and knowledge management.
The agency shall also be responsible for deployment and management of project personnel, organization of trainings, workshops, review meetings and other programme activities, and timely submission of all reports and deliverables.
 
4. Project Location
 
The project shall be implemented in the following locations in Madhya Pradesh:
  • Indore
  • Ratlam
  • Bhopal
  • Gwalior
  • Jabalpur
In addition, activities related to Antara SC (SC-DMPA) will be implemented in the three UNFPA priority districts of Guna, Chhatarpur, and Rajgarh.
 
5. Key Deliverables
The selected agency shall be responsible for providing comprehensive techno-managerial support for the planning, implementation, coordination, monitoring, documentation, and reporting of the newer contraceptive initiative in close collaboration with BGMS, UNFPA, the Department of Health & Family Welfare, National Health Mission (NHM), Medical Colleges, and District Health Authorities.
 
The agency shall ensure the timely and high-quality delivery of all agreed outputs, including programme planning, capacity building, supportive supervision, quality assurance, monitoring and evaluation, behaviour change communication, commodity and supply chain support, documentation, and knowledge management. The agency shall be accountable for achieving the deliverables outlined below in accordance with the approved work plan, project timelines, technical guidelines, and quality standards prescribed by BGMS, UNFPA, and the Government of Madhya Pradesh.
 
All deliverables shall be supported with appropriate documentation, reports, data, meeting proceedings, photographs, and other evidence of completion, and shall be submitted within the agreed timelines for review and approval by BGMS and UNFPA.
 
A. Programme Planning, Coordination & Technical Assistance
 
The selected agency shall provide comprehensive programme management and technical assistance to support the implementation and scale-up of newer contraceptive methods across the identified intervention districts.
 
The agency shall:
  • Develop State and District Implementation Plans, micro plans, activity calendars, and implementation roadmaps in consultation with BGMS, UNFPA and the Department of Health & Family Welfare.
  • Support operational planning, budgeting, scheduling, and coordination of project activities.
  • Facilitate coordination among the State NHM, Medical Colleges, District Health Authorities, professional bodies and other key stakeholders.
  • Support implementation of national operational guidelines, clinical protocols, and quality standards for Subdermal Implant and Antara SC services.
  • Prepare monthly, quarterly and annual progress reports, dashboards and project completion reports.
  • Support review meetings and provide technical inputs for programme planning and decision-making.
Proposal Submission
Interested agencies shall submit both a Technical Proposal and a Financial Proposal as per the details.
 
Technical Proposals should be submitted to, BGMS Indore through email bgmslse@gmail.com and Financial Proposal should be submitted at bgms.financialbid@gmail.com by EOD, 18th July 2026. Financials proposals of the technically qualified agency will be considered. Proposals received after deadline will not be considered.
