B. Project Background
The ‘Development of National Framework for Electronic People's Biodiversity Registers (e-PBR) in India’ project is implemented by GIZ, in cooperation with Ministry of Environment, Forest & Climate Change (MoEFCC) and National Biodiversity Authority (NBA), as part of the International Climate Initiative (IKI), supported by German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). The project supports the development and operationalisation of a national e-PBR framework by the NBA, State Biodiversity Boards (SBBs) and Biodiversity Management Committees (BMCs) in pilot states in India, to strengthen the implementation of the fair and equitable sharing of benefits arising from the use of bio-resources at local-level.
The ‘One Health and Agroecology’ project aims to strengthen the inter-sectoral cooperation in India in order to reduce risks to human, animal and environmental health. It supports the Ministry of Environment, Forest, and Climate Change (MoEFCC) to do so in collaboration with other relevant ministries and additional stakeholders. To demonstrate the effectiveness of the One Health approach on the ground, the project contributes to the implementation of measures in the States on Goa and Madhya Pradesh.
The position will be placed in MoEFCC, Delhi, to support the Ministry partners of both projects in project implementation.
C. Responsibilities
The Advisor
- Supports the projects’ Nodal Officer in the MoEFCC within the scope of project implementation, and maintains a good flow of communication and information between MoEFCC and the GIZ project teams;
- Coordinates with other relevant stakeholders at national level (e.g., NOHM, NBA, MoFAHD, MoAFW, MoHFW) and supports communication between MoEFCC Nodal Officer and the respective Nodal Officers at State level;
- Contributes to the conceptual development and implementation of project activities in close collaboration with the project teams;
- Contributes to Result-based Monitoring and report writing.
D. Core Scope of Tasks
Support to MoEFCC and other relevant stakeholders:
The advisor
- Liaises with the MoEFCC and other relevant stakeholders in order to facilitate the communication between the projects and its main stakeholders as well as the effective and efficient implementation of project activities;
- Prepares notes, letters and other documents for communication with partners and stakeholders;
- Plans, organizes and documents online and offline events, meetings and workshops, and prepares all necessary documents in collaboration with two project teams, ministry partners and other stakeholders;
- Supports administrative processes as required by MoEFCC (e.g., document management).
Project implementation and monitoring:
The advisor
- Contributes to the conceptual development and implementation of project activities in close collaboration with both project teams;
- Drafts project presentations and other project-related documents in coordination with the project teams;
- Supports drafting of knowledge products on best practices and lessons learned in coordination with the project teams;
- Organises and updates project documentation incl. factsheets, the filing systems and the project websites;
- Supports project monitoring and drafts reports as required by the project and partners;
- Assists with project related PR and communications.
Other duties/additional tasks, if any:
- Assists the project managers in the overall implementation of project activities.
- Performs other duties and tasks at the request of the project managers.
E. Required Qualifications, Experience and Competencies
- Master’s degree from a reputed institution in social sciences, life sciences, natural resource management or political sciences and with a strong focus on political advisory.
- 5-10 years professional experiencein a field relevant to policy advisory or natural resource management.
- At least 1 year demonstrable experience of stakeholder interaction and coordination at ministry level, demonstrable working experience within MoEFCC and familiarity with internal administrative procedures is an asset.
- Demonstrated knowledge of Biological Diversity (Amendment) Act 2023, India's National Biodiversity Strategy and Action Plan (NBSAP), biodiversity laws, policies, and global commitments such as the Convention on Biological Diversity (CBD). Prior work experience in this field is an asset.
- Knowledge of the One Health approach and the interrelations between agriculture, livestock production, the environment and human health is an asset. Without previous knowledge, willingness to familiarize themselves with relevant concepts in a short timeframe is expected.
- Experience with digital transformation projects in areas of biodiversity, agriculture, sustainability, climate change adaptation or natural resource management is an asset.
- Ability to manage multi-stakeholder processes efficiently and successfully is expected.
- Excellent written and oral knowledge of English and Hindi is required; working knowledge of German and additional regional Indian languages is an asset.
- Willingness to liaise closely and frequently with ministry partners to support project implementation is required.
- Ability to translate technical content into easily understandable messages for diverse audiences is expected.
- Excellent inter-personal, communication and networking skills as well as a proactive, self-organized and results-oriented working style are expected.
- Willingness to travel for multiple days to the implementation States, when required, is expected.
