2. Introduction:
 
NI is a global organization dedicated to delivering proven nutrition interventions to those who need them most. Working in partnership with countries, donors, and implementers, its experts conduct cutting-edge nutrition research, support critical policy formulation, and integrate nutrition into broader development programs in more than 60 countries, primarily in Asia and Africa. NI nourishes people to nourish life. NI has been working in India for more than 25 years with the central government and state governments to strengthen and address the country’s nutrition challenges. The key interventions are aimed at improving the survival and health of the vulnerable, especially women, adolescent girls, and young children. This is achieved through Vitamin A supplementation, treatment of diarrhea through zinc and oral rehydration salts for young children, addressing anaemia among adolescents, pregnant women, and lactating mothers through IFA supplementation and nutrition health education, and promotion of adequately fortified staples, such as rice and salt.
 
Nutrition International (NI), in collaboration with the Public Health Department, Government of Maharashtra, is committed to improve Anemia Mukt Bharat Abhiyaan (AMBA) initiative in the state. Nutrition International contributes to the effective delivery of key interventions under Anemia Mukt Bharat, including iron and folic acid supplementation, behavior change communication, screening and management of anemia, and strengthening monitoring systems. By working closely with national and state government, NI supports to improve the coverage, quality, and impact of anemia reduction programs, particularly among children, adolescents, women of reproductive age, and pregnant women.
3.Overall,Purpose/BroadFunction:
 
The primary purpose of this assignment is to serve as a technical anchor to strengthen the coverage, quality, and effectiveness of the AMBA strategy across Maharashtra. The Consultant will work in close coordination with the State Family Welfare Bureau (SFWB) to drive programmatic excellence, streamline supply chains, and improve adherence to anaemia prevention interventions at the state level.
4. Key Duties and responsibilities:
1. Technical Leadership- Anemia Mukt Bharat Abhiyaan
  • Support state government in operationalization of AMBA for all age groups. Identify bottlenecks in operationalizing the technical guideline and suggest context specific solutions including guidance.
  • Ensure technical integrity and quality of AMBA program including diagnostics, screening, treatment protocols, prophylactic interventions, case management, behaviour change communication, supply chain systems, monitoring frameworks, and service delivery approaches, ensuring alignment with national guidelines, global evidence, and best practices.
  • Develop technical briefs and lead capacity building efforts to ensure robust technical understanding of AMBA program components.
2. Work along with departments to initiate multi sectoral actions for anemia; facilitate interdepartmental convergence meetings including monitoring of commitments. Program Planning & Systems Strengthening
  • Spearhead annual and periodic planning cycles for AMB interventions at state and district levels and ensure correct targets and budgets are proposed for all aspects of program
  • Review program data to identify critical implementation bottlenecks and recommend actionable strategies for performance improvement
  • Strengthening integration of AMB interventions within existing health and nutrition service delivery ecosystems
  • Foster convergence across relevant departments and programs to ensure cohesive implementation 
3. Capacity Building & Supportive Supervision
  • Lead the development and refinement of training materials, job aids, and technical resources
  • Build the capacity of frontline workers, supervisors, and program managers on anaemia prevention, screening, counselling, supplementation, and case management
  • Conduct regular field monitoring visits and supportive supervision activities to elevate program quality at the grassroots level with key focus on tribal dominated districts in the state 
4. Supply Chain Strengthening
  • Monitor and ensure availability of drugs and supplies for prophylaxis and treatment of Anemia at all levels and flag and resolve bottlenecks
  • Work with the systems to ensure the quality and quantities of supplies are in accordance with the standards including timely tendering to reduce supply gap
  •  Lead assessments and strategic strengthening of supply chain systems for IFA and other anaemia-related commodities
  • Collaborate with stakeholders to improve forecasting, reporting, and supply continuity 
5. Data Analytics, Monitoring & Reporting
  • Strengthen monitoring, reporting, and review mechanisms for AMB interventions
  • Analyze program data to uncover trends, gaps, and actionable insights
  • Develop technical briefs, presentations, and high-quality progress reports
  • Support evidence-based decision-making during state and district review meetings 
6. Stakeholder Coordination & Technical Liaison
  • Serve as the primary technical interface between SFWB, Directorate of Health Services, NHM, SIHFW, development partners, and district teams
  • Facilitate technical consultations, high-level review meetings and stakeholder engagement processes
  • Represent the project in strategic technical discussions related to anaemia and RMNCAH+N
Any other task as requested by the SFW, Public Health Department, GoM and Nutrition International.
5. Supervisory Responsibilities:
None
 
 
6. Education/Professional Designations/Experience:
  • Education: Master's degree in Public Health, Nutrition, Health Management, Community Medicine, or a closely related field
  • Experience: 8–10+ years in public health, nutrition, RMNCAH+N, anaemia control programs, or health systems strengthening
  • Government Exposure: Proven experience working with government health systems and large-scale public health programs
  • Domain Expertise: Strong command of Anemia Mukt Bharat, IFA supplementation, adolescent health, maternal nutrition, and public health nutrition
  • Communication: Excellent analytical, written, and verbal communication skills with demonstrated report-writing ability
  • Tech Proficiency: Proficient in MS Office (Word, Excel, PowerPoint etc.)
  • Travel: Willingness to travel extensively across urban and rural Maharashtra including tribal districts
7. Language Skills:
  • Fluent in written and spoken English, Marathi and Hindi are essential for the post
8. Travel Requirements:
  • Based in Pune, regular travel to districts, with a focus on tribal and high-priority districts/talukas/areas.
9. Other Specific Skill Requirements:
  • Ability to collaborate effectively with teams and operate seamlessly across multiple offices.
  • Strong stakeholder management and communication skills, with the ability to navigate government systems and protocols
  • Ability to consistently work ahead to meet deadlines in a calm and organized manner
10. Reporting:
The Consultant will report to the designated NPM- NI/ PMU Lead and work closely with the State Family Welfare Bureau, Maharashtra.
