Advanced HIV disease (AHD) and AMR program, Patna
DWBI operates a 42- bedded in-patient facility for the treatment of life-threatening conditions associated with advanced HIV disease, in Guru-Gobind Singh Hospital (GGSH), Patna. The facility provides free-of charge, comprehensive in-patient care including evidence based medical treatment, access to diagnostics and anti-microbial resistance testing, nutritional support, mental health care, health education, palliative care and link to social support.

PURPOSE OF POST:
Defining, coordinating and monitoring all mental health and psychological support activities in the project including management
Of staff, ensuring the quality of care, reviewing the mental health strategy responding to additional needs and analysing statistics and reports according to DWBI protocols in order to provide the most appropriate support for patients.

ACCOUNTIBILITES
• In close collaboration with other medical team members, identifying the needs of Mental Health (MH) support in the target population and participating in the definition, planning, organization and update of the appropriate DWBI strategy and the Mental Health (MH) activities and its budget. Monitoring and evaluating MH support activities.
• Reviewing and developing the technical materials, tools, guidelines and documents, and coordinating and ensuring the implementation of all Mental Health standard protocols and procedures set by DWBI in order to provide the most appropriate treatment for patients.
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
• Coordinating and ensuring that Mental Health activities (in and outside health facilities), with the clients are per-formed with regular follow-up in order to provide the most appropriate treatment for clients with psycho social problems.
Ensuring Mental Health team is calm and neutral during sessions regardless of personal feelings and/or beliefs and that the translators are trained about terminology and appropriate behavior during sessions.
• Mapping and regularly updating the existing Mental Health services, including other INGO’s, local NGO’s, com-munity groups and governmental health services, etc. and maintaining good and regular communication and collaboration with other components of the project according to objectives and context. Identifying possible advo-cacy issues and informing MC and PC before taking any action. (Note: Advocacy is not under Mental Health Activities Manager accountabilities)
• Ensuring in close collaboration with medical department, that MH department participates in counselling as well as Prevention Parent to Child Transmission (PPTCT) and Voluntary Counselling and Testing (VCT) activities when needed
• Participating in monthly reports according to guidelines (SitRep, statistical report, etc.) and reporting problematic situations and cases with the Medical Coordinator to help with decision making and problem resolution.
• Ensuring that psychiatric patients coming to DWBI facilities receive proper treatment including psychotropic medication and psychosocial support either within an DWBI program or thru referral to an appropriate resource.
CONTEXT SPECIFIC ACCOUNTABILITIES
Strategy, Planning, and Service Integration
• In collaboration with the Medical Team and relevant departments, ensure the integration of Mental Health and Psychosocial Support (MHPSS) activities within both IPD and OPD services according to project priorities and patient needs.
• Adapt and monitor Mental Health service delivery models to support continuity of care between OPD consultations, inpatient admissions, and community follow-up when required.
• Support the implementation of emergency Mental Health interventions within the IPD/OPD setting during critical incidents, complex psychosocial cases, or patient protection concerns.
Clinical and Psychosocial Service Delivery
• Ensure timely identification, assessment, counselling, and psychosocial support for patients presenting in OPD and IPD with mental health, psychosocial, adherence, safeguarding, or emotional support needs.
• Supervise the provision of Mental Health support for patients with HIV, TB, or other chronic illnesses leading to severe medical conditions.
• Ensure appropriate psychosocial follow-up, referral, and discharge planning for patients requiring continued Mental Health support after discharge from IPD.
• Support multidisciplinary management of patients presenting with psychological distress, substance use concerns, treatment interruption, GBV/IPV concerns, or severe psychiatric conditions.
• Ensure Mental Health support is available for caregivers and family members when clinically or operationally indicated.
IPD/OPD Coordination and Multidisciplinary Collaboration
• Coordinate closely with doctors, nurses, counsellors, Health Promotion, pharmacy, and ward teams including IPC to ensure integrated patient management within IPD and OPD services.
• Participate in clinical discussions, ward rounds, complex case reviews, and referral discussions involving Mental Health or psychosocial concerns.
• Ensure clear referral pathways between OPD, IPD, emergency services, and external Mental Health services when needed.
• Support safe and confidential handling of sensitive cases within hospital and outpatient settings.
• Coordinate with MoH psychiatrists in GGSH if required for second opinion on any pschiatric patients admitted in IPD or in OPD
Team Supervision and Capacity Building
• Supervise and support the Mental Health team working across IPD and OPD services to ensure quality, confidentiality, professionalism, and patient-centred care.
• Build staff capacity on Psychological First Aid (PFA), basic psychosocial support, management of distressed patients, and identification/referral of high-risk Mental Health cases.
• Support non-Mental Health staff in understanding referral pathways and appropriate management of patients requiring psychosocial support.
Monitoring, Reporting, and Quality Improvement
• Monitor Mental Health activities and patient trends within IPD and OPD services to identify service gaps, high-risk cases, and areas requiring intervention.
• Ensure proper documentation, data collection, and reporting of Mental Health activities in line with project requirements.
• Report safeguarding concerns, incidents of violence, complex psychiatric presentations, or operational challenges through appropriate channels in accordance with MSF procedures.
REQUIREMENTS
Education
Essential: Masters in Psychology or Master in Social work (Specialization in Mental Health) or diploma in Psychiatry, awarded by a recognized University.
Desirable: Qualification in Clinical Psychology recognized by a relevant professional council in India.
Experience
Essential: working clinical experience of least two-year Desirable working experience with MSF or other NGOs. Desirable: working experience in developing countries and/or experience managing team of mental health workers.
Languages Mission Language essential; Local working Language Desirable. Knowledge Essential computer literacy (word, excel and internet)
