About the Project:
The project - MINE: Migrant Initiatives for Northeast is specifically conceptualized for the migrant youths of Northeast seeking better opportunities in Goa. It is a humble effort of the MSMHC through FDEWS to bring together the disintegrated force, linking the Source and the Destination and aspiring for a dignified life of the individuals and that of their family with the aim to curbing the menace of human trafficking and loss of lives.
We are seeking applications from candidates for one of our multi-state projects currently in Goa and Mizoram (later to be scaled to other Northeastern states).

Job Title: Liaising & Engagement Officer (LEO)
Location: Goa, India
Position Number: 01 (One)
Role Description:
The Liaising & Engagement Officer is responsible for coordinating field-level engagement with migrant youth from Northeast India in Goa, ensuring access to entitlements, improving working and living conditions, facilitating resilience-building interventions, and strengthening networks among youth groups, employers, service providers, and government departments. The role is central to reducing vulnerability and enhancing dignity for migrant youth working in high risk sectors such as casinos, spas, hospitality, beauty and wellness, and informal labour.
Key Tasks and Deliverables:
• Engage in constructive dialogue with establishment owners, casino management, spa/hospitality employers, and placement agencies to improve working conditions and ensure adherence to labour norms.
• Liaise with government departments in Goa—Women & Child Department, Excise & Narcotics, Youth Skilling, Social Welfare—to facilitate entitlements and rights for migrant youth.
• Coordinate with service providers (legal aid, health, counselling, psychiatric services) to ensure timely support for youth in distress.
• Maintain active communication with networks of Northeast youth (Mizo, Naga, Kuki-Zo, Khasi, Nepali, Adivasi groups) and support their collectivization.
• Supervise and guide Outreach–Rescue Workers in field mobilization, youth cluster formation, and rescue operations.
• Facilitate resilience-building sessions, awareness programs, and employer–employee dialogue meetings.
• Support migrant youth in accessing identity documents, government schemes, health services, and legal support.
• Coordinate with the Migrant Facilitation Centre to provide services to youth in distress, including shelter, counselling, and skilling.
• Assist the Project Coordinator in planning, scheduling, and executing project activities at the destination level.
• Track progress of youth networks, cluster meetings, and sensitization events.
• Ensure timely reporting of field activities, case updates, and progress indicators.
• Maintain updated records of migrant youth, employers, service providers, and entitlements accessed.
• Furnish regular updates to the Project Coordinator on field activities, challenges, and emerging issues.
• Assist in preparing monthly physical and financial progress reports.
• Document case studies, rescue interventions, and success stories of migrant youth.

Qualifications and Competencies:
• Graduate/Postgraduate in Social Work, Sociology, Development Studies, or related fields.
• Minimum 2–4 years of experience in community development, migration, human trafficking prevention, or youth engagement.
• Proficiency in English and Konkani/Marathi; knowledge of any Northeastern language is an advantage.
• Strong interpersonal, negotiation, and engagement skills with government and private establishments.
• Ability to work with MS Word, Excel, PowerPoint, and digital reporting tools.
• Skills Stakeholder management and advocacy
• Passion and strategy to work with youth and Youth mobilization and network-building
• Crisis intervention and rescue coordination with different services
• Quality Documentation and reporting discipline
• Cultural sensitivity and ability to work with diverse ethnic groups
• Understanding of labour rights, migration issues, and human trafficking dynamics
Remuneration/Package/Benefits: Maximum limit up to 30000/- per month based on experience
