Purpose of the RFP:
REACH invites proposals from qualified applicants, including registered organizations, companies, startups, individual consultants, freelancers, and consortiums, with relevant technical expertise to design, develop, deploy, and support digital solutions that strengthen the delivery of TB Preventive Therapy (TPT) services under the project "Expanding Tuberculosis Preventive Therapy in the Private Sector” in India.
Background:
Tuberculosis (TB) remains a major public health challenge in India despite being preventable and curable. While considerable progress has been made in improving diagnosis and treatment, preventing TB among people at high risk remains an important priority. TB Preventive Therapy (TPT) is a short course of treatment provided to individuals with TB infection who do not have active TB disease but are at increased risk of developing it, such as household contacts of people with TB and other eligible high-risk groups. TPT substantially reduces the risk of progression to active TB and is recommended by the National TB Elimination Programme (NTEP).
Despite national recommendations, implementation of TPT in the private sector remains limited due to limited provider awareness, challenges in beneficiary follow-up and adherence, and the absence of streamlined digital workflows. REACH is implementing a project to demonstrate a scalable model for improving TPT uptake in the private sector through strengthened care coordination and digital innovations.
As part of this initiative, REACH seeks a digital partner to develop solutions that support beneficiary management, adherence monitoring, teleconsultation, referral management and programme monitoring.
Project Objectives:
The project objectives are to:
- strengthen demand generation for TPT among private providers through on-the-job sensitization
- improve access to TPT services in the private sector by establishing dedicated TPT clinics within high-volume multispecialty facilities; and
- enhance service uptake through subsidized comprehensive diagnostic and treatment packages that minimize out-of-pocket expenditure and reduce care fragmentation by delivering end-to-end services on-site, in coordination with the NTEP.

- Delivery of TPT services in the private sector.
- Improved beneficiary follow-up and treatment adherence.
- Efficient referral and care coordination.
- Strengthened programme monitoring and reporting.

Selected districts in Tamil Nadu and Delhi
Engagement period: 7-8 months, starting August 2026
Scope of Work
Design, develop, test, deploy and maintain an integrated digital solution comprising:
- Digital adherence reminder and tracking platform
- Teleconsultation and electronic prescription module
- Digital referral and voucher management system
- Programme dashboards and reporting tools
- Assessment, migration, and/or integration of existing project data from the current third-party data management system, ensuring data integrity, validation, and continuity of operations.
