About TB Alert India: TB Alert India (TBAI) is a not-for-profit organization working with a vision to make India free from TB. It has a strong presence in Andhra Pradesh, Bihar, Delhi, Haryana, Punjab, Rajasthan, Telangana and UP. All projects of TBAI aim at supplementing the National Tuberculosis Elimination Program (NTEP), mobilizing, and linking local communities in fighting against TB.
TB Alert India has been selected as a Sub Recipient to KHPT for implementing the IMPACT India project supported by The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund), for the TB grant cycle 2024-2027 in India. TB Alert India will implement this project in selected districts of Haryana, Punjab and Telangana and in one UT (Chandigarh). The key project elements include TB Vijeta Engagement and TB Mukt Grama Panchayat activities. The project activities will be implemented in close collaboration with state and district NTEP, Panchayat Raj and Rural Development and other allied stakeholders.
TB Alert India is seeking applications for the following Consultant position:
The Consultant will provide dedicated technical and programmatic support to strengthen the implementation of the TB Vijetas initiative. The consultant will focus on systematic verification of TB Vijeta activity records, streamlining the reporting incentive payment process, improving data quality, and coordinating with project teams and stakeholders to address implementation bottlenecks. The position is expected to enhance accountability, ensure timely incentive disbursement to all eligible TB Vijetas.
Qualifications, Skills & Competences:
- A Bachelor’s Degree in Commerce and or Master's in Finance/Business Administration with specialization in Finance/Procurement/Administration
- Minimum 3–5 years of experience in public health, development, or health systems strengthening programs.
- Experience working with government health programs, preferably the National TB Elimination Programme (NTEP), will be an advantage.
- Experience in data verification, program monitoring, incentive/payment management, or project coordination is desirable.
- Experience in coordinating with multiple stakeholders, including government departments and development partners.
- Strong analytical and data verification skills.
- Excellent proficiency in Microsoft Excel and other MS Office applications.
- Good understanding of MIS, reporting systems, and data management.
- Strong coordination, communication, and interpersonal skills.
- Ability to work independently while managing multiple priorities.
- Problem-solving and stakeholder management skills.
- Willingness to travel within the state as per project requirements.
Roles and Responsibilities:
- Verify and validate TB Vijeta activity records submitted from districts to ensure completeness, accuracy, and compliance with project guidelines.
- Review supporting documentation, identify discrepancies, and coordinate with district teams for timely rectification.
- Facilitate the timely processing of TB Vijeta reporting incentives by ensuring all required documentation and approvals are completed.
- Coordinate with finance, monitoring & evaluation, and program teams to streamline the incentive payment process.
- Track pending payments and proactively resolve issues related to documentation, bank details, reporting, or system-related bottlenecks.
- Maintain state-level trackers and databases for TB Vijeta engagement, activity reporting, verification status, and payment progress.
- Support reconciliation of activity records, reporting data, and payment records to ensure consistency across project management systems.
- Liaise with district project teams, NTEP officials, and other stakeholders to resolve operational issues affecting implementation.
- Generate periodic reports, dashboards, and analytical summaries to support program monitoring and decision-making.
- Identify implementation gaps and recommend practical measures to improve reporting quality, verification efficiency, and payment timelines.
- Participate in review meetings, field visits, and capacity-building sessions as required.
- Perform any other assignments related to TB Vijeta management as assigned by the reporting manager.
Key Performance Indicators:
- Timely verification of TB Vijeta activity records.
- Improved quality and completeness of reporting data.
- Timely processing and tracking of reporting incentive payments.
- Reduction in pending verification and payment cases.
- Regular submission of state-level progress reports and analytical dashboards.
- Timely resolution of implementation bottlenecks through effective coordination with district teams and stakeholders.
- Note: The principal responsibilities listed above are an illustrative list and not an exhaustive list. Additional responsibilities may be added from time to time depending on Project requirements.
- The Consultant will be overall responsible for the timely and successful payment of incentives to all eligible TB Vijetas, and will report to the Senior Finance Manager
Remuneration:
Compensation for this position will be determined in line with internal policies and market standards, based on qualifications and relevant experience, up to a maximum of Rs. 50,000 (CTC) per month, subject to last-drawn salary and internal parity.
