Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.

Main purpose of Post:
Defining, coordinating and monitoring all mental health related activities in the project area including management of staff, ensuring the quality of care and analysing statistics and reports, according to DWBI protocols in order to provide the most appropriate support for patients.
Functional and Hierarchical Lines:
The position is hierarchically and functionally answerable to Project Medical Referrent (PMR), Medical Coordinator and MFP respectively.
Responsibilities/Accountabilities:
• In close collaboration with other medical team members, identifying the needs of MH support in the target population and participating in the definition, planning, organization and update of the appropriate DWBI strategy and the Mental Health (MH) activities and its budget. Monitoring and evaluating MH support activities.
• Reviewing and developing the technical materials, tools, guidelines and documents, and coordinating and ensuring the implementation of all Mental Health standard protocols and procedures set by DWBI in order to provide the most appropriate treatment for patients.
• Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and internal communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
• Coordinating and ensuring that Mental Health activities (in and outside health facilities), with the clients are performed with regular follow-up in order to provide the most appropriate treatment for clients with psycho social problems. Ensuring Mental Health team is calm and neutral during sessions regardless of personal feelings and/or beliefs and that the translators are trained about terminology and appropriate behavior during sessions.
• Mapping and regularly updating the existing Mental Health services, including other INGO’s, local NGO’s, community groups and governmental health services, etc. and maintaining good and regular communication and collaboration with other components of the project according to objectives and context. Identifying possible advocacy issues and informing MC and PC before taking any action. (Note: Advocacy is not under Mental Health Activities Manager accountabilities)
• Ensuring in close collaboration with medical department, that MH department participates in counselling as well as Prevention Parent to Child Transmission (PPTCT) and Voluntary Counselling and Testing (VTC) activities when needed
• Participating in monthly reports according to guidelines (SitRep, statistical report, etc.) and reporting problematic situations and cases with the Medical Coordinator to help with decision making and problem resolution.
• Ensuring that psychiatric patients coming to DWBI facilities receive proper treatment including psychotropic medication and psychosocial support either within an DWBI program or thru referral to an appropriate resource
Some other Accountabilities:
• Participate in the definition of MH Strategy for the Mizoram project, planning, organization and update of the mental health activities, in close collaboration with other medical team members, to ensure efficient and effective use of the resources needed while maintaining high levels of quality Mental Health DWBI activities.
• Ensure that good quality of psychological support is provided to our target population in the framework of short-term therapy.
• Ensure that psychiatric patients receive proper treatment including psychotropic medication and psychosocial support either within an DWBI program or through referral to an appropriate resource.
• Identify the need for MH support in the population within the scope of the project and participate in the setting up of DWBI strategy accordingly.
• Participate in the recruitment; organize induction/training, PMS evaluation, detection and development of staff under his/her responsibility.
• Supervise as well as conduct psychosocial group activities for our target population.
• To do the mapping of international NGOs, local NGOs, Community groups and government health services, to update the existing ones, and to maintain regular communication and collaboration according to the objectives and context.
• Ensure constant communication between different departments, especially with medical staff, to provide the right support and intervention for any MH patient, especially for SGBV cases, Acute Psychiatric Cases, and Suicidal Cases.
• Ensure that all the complicated cases are discussed with the specialist and referent via TLM, Celo and ensure regular meetings with the technical referent
• Define, implement, and coordinate all mental health-related activities in the Mizoram project; ensuring the quality of care, analysing statistics and reports, and managing staff involved in mental health-related activities according to DWBI protocols to provide the most appropriate support for patients.
• Assess MH needs in the DMC area, propose relevant programs and services to meet these needs, & provide MH services to the DMC patients, if necessary.
• Consolidation of PSS and MHGAP activities in the clinic.
• Provide technical oversight and support for mental health activities implemented at Rih Hospital, including coordination, capacity building, case discussions, and strengthening referral pathways
• Supervise, mentor, and coach Mental Health Counsellor Educators supporting mental health activities at Rih Hospital, the DMC, and community-based interventions, ensuring the delivery of quality psychosocial support services and adherence to DWBI mental health protocols.
Training:
• Capacity building: In collaboration with the MAM and NAM, identify medical/paramedical training needs among staff leading to designing and implementing training tailored to the needs of the available medical staff. Support the training for the DMC volunteers.
• Ensure the implementation of all Mental Health standard protocols and methodologies set by DWBI and supervise their application by all professionals under his/her responsibility.
Quality of care:
• Improvement in all aspects of processes, procedures, and documentation to ensure compliance with DWBI guidelines and principles. Ensure that the psychiatric line list is up to date and all recommendations are implemented.
• Review and develop the technical material, toys, tools, guidelines, and documents elaborated for the mental health activities to develop appropriate support for patients.
Reports:
• Writing brief weekly, monthly, annual reports of activities, accomplishments, challenges, and plans.
Requirements:
Education:
• Degree/master in psychology or social work or MD degree with specialization in psychiatry.
Experience:
• Essential working experience of at least two years as psychologist or other similar profession
• Desirable working experience with DWBI or other NGOs.
• Desirable working experience in developing countries
Languages: Knowledge:
• Mission Language essential; Local Working Language Desirable(MIZO, Tedim, Burmese,) at least MIZO required
• Essential computer literacy (word, excel and internet)
