Position Overview Meri Awaz Trust is seeking a competent, analytical and field-oriented Monitoring & Evaluation (M&E) Officer who will be responsible for establishing and maintaining effective systems for monitoring project implementation, measuring results, verifying field-level achievements and supporting evidence-based decision-making. The M&E Officer will track project inputs, activities, outputs, outcomes, indicators, beneficiary coverage, timelines and deliverables against approved project documents and implementation plans. The position requires frequent travel to MAT project locations, including rural and remote areas, for physical verification, beneficiary interaction, data validation, monitoring visits and impact assessment. The M&E Officer will function independently from routine implementation wherever required to ensure objective assessment and credible reporting of project performance.

KEY ROLES & RESPONSIBILITIES A. Development of M&E Frameworks The M&E Officer will: • Develop project-specific Monitoring & Evaluation frameworks in consultation with programme teams. • Translate project objectives and expected results into measurable indicators. • Develop input, process, output, outcome and impact indicators. • Establish project baselines, targets, milestones and means of verification. • Develop project monitoring plans and indicator-tracking mechanisms. • Support preparation and refinement of Logical Framework Analysis (LFA/Logframe), Results Frameworks and Theory of Change, wherever applicable. • Establish mechanisms for regular tracking of project progress against approved targets. B. Project Monitoring & Field Verification • Undertake frequent monitoring visits to MAT project locations. • Physically verify project activities, beneficiary participation, assets, infrastructure and services delivered. • Assess whether activities are being implemented according to approved project plans, budgets and timelines. • Conduct beneficiary interviews, focus group discussions and stakeholder consultations wherever required. • Verify field records, attendance registers, beneficiary lists and supporting documents. • Conduct random and sample-based verification of reported project achievements. • Identify gaps between reported and actual field-level progress. • Prepare structured monitoring visit reports after each significant field visit. • Document observations through appropriate photographs, geo-tagged information and other supporting evidence wherever applicable. • Immediately report serious implementation, compliance or data-quality concerns to management. C. MIS & Data Management • Develop and maintain project-wise Management Information Systems (MIS). • Maintain updated beneficiary databases and project performance trackers. • Ensure systematic collection, compilation and analysis of project data. • Maintain project-wise monthly and cumulative achievement data. • Develop Excel-based or digital dashboards for management review wherever required. • Maintain disaggregated data by relevant parameters such as gender, age, location, social category and beneficiary type, subject to project requirements. • Ensure appropriate data confidentiality, protection and controlled access. • Coordinate with programme teams for timely submission of required data. D. Data Quality Assurance The M&E Officer will ensure the accuracy, completeness, consistency, reliability and timeliness of project data. Responsibilities include: • Conducting regular Data Quality Assessments (DQA). • Cross-verifying MIS data against physical records and field observations. • Identifying duplicate, incomplete or inconsistent beneficiary records. • Conducting random beneficiary verification. • Validating reported outputs before inclusion in donor/CSR reports. • Establishing data-verification protocols. • Maintaining evidence and means of verification for reported achievements. • Supporting corrective action when discrepancies are identified. No project achievement should be treated as verified solely on the basis of field-team reporting where independent verification is reasonably required. E. Baseline, Midline & Endline Assessments • Support the design and implementation of baseline, midline and endline studies. • Develop questionnaires, survey formats, monitoring checklists and data-collection tools. • Coordinate field surveys and assessments. • Support sampling and beneficiary selection for assessments. • Analyse quantitative and qualitative information. • Compare baseline and endline indicators to measure changes attributable or plausibly linked to project interventions. • Prepare assessment findings and recommendations for management and project stakeholders. F. Outcome & Impact Measurement The M&E Officer will support MAT in moving beyond activity reporting toward results and impact measurement. This includes assessing changes such as: • Improvement in beneficiary knowledge and skills; • Increase in income or livelihood opportunities; • Improvement in access to health, education or social services; • Adoption of improved agricultural or climate-resilient practices; • Improvement in women's participation and economic empowerment; • Improvement in institutional or community capacities; • Behavioural and practice-level changes; • Sustainability of project benefits. The Officer will develop appropriate indicators and evidence mechanisms to measure such changes. G. CSR/Donor Monitoring & Reporting • Ensure monitoring systems comply with CSR/donor reporting requirements. • Support preparation of monthly, quarterly, half-yearly and annual project progress reports. • Provide verified quantitative data for CSR reports. • Prepare project performance tables, indicator matrices and dashboards. • Maintain evidence supporting reported achievements. • Support donor/CSR monitoring visits and project reviews. • Prepare information required for utilization reviews, project completion reports and impact assessments. • Coordinate with programme and finance teams to ensure consistency between physical and financial progress. H. Project Performance Dashboard The M&E Officer should maintain a project-wise dashboard covering, as applicable: Project Target | Achievement | Achievement % | Timeline | Budget Utilization | Beneficiary Coverage | Geographic Coverage | Output Indicators | Outcome Indicators | Pending Activities | Risks/Issues | Corrective Actions The dashboard should enable senior management to quickly identify: • Projects performing according to plan; • Delayed activities; • Under-achieved indicators; • Data gaps; • Emerging implementation risks; and • Areas requiring immediate management intervention. I. Documentation, Case Studies & Evidence • Maintain systematic project evidence and documentation. • Support development of beneficiary case studies and success stories. • Document good practices, lessons learned and innovations. • Maintain before-and-after evidence where relevant. • Support preparation of impact stories and project presentations. • Ensure photographs and other project evidence are appropriately labelled and archived. • Maintain project-wise digital M&E folders and databases. J. Training & Capacity Building • Train field and programme staff on M&E systems and tools. • Orient teams on data-collection formats and reporting requirements. • Build field-team capacity on beneficiary documentation and indicator tracking. • Provide guidance on data quality and evidence collection. • Conduct periodic reviews with project teams on progress against indicators. • Promote a culture of results-based management and evidence-based decisionmaking within MAT. K. Risk Identification & Corrective Action The M&E Officer will identify and report: • Delays in project implementation; • Underachievement against targets; • Data inconsistencies; • Inadequate beneficiary documentation; • Poor quality of project implementation; • Weak field-level monitoring; • Deviations from approved project plans; • Potential compliance concerns; • Sustainability risks; and • Other factors that may adversely affect project results. The Officer will recommend practical corrective and preventive actions to management. FREQUENT FIELD TRAVEL – MANDATORY REQUIREMENT Frequent field travel is an essential and non-negotiable requirement of this position. The M&E Officer will be required to travel regularly to Meri Awaz Trust project locations, including rural, remote and field-intensive locations, for: • Physical verification of project activities; • Beneficiary verification; • Data validation; • Monitoring visits; • Baseline/endline assessments; • Stakeholder consultations; • Project review meetings; • Training monitoring; • Asset/infrastructure verification; and • CSR/donor monitoring visits. The selected candidate should be willing to travel and stay at project locations whenever required for official assignments.

EDUCATIONAL QUALIFICATION Essential/Preferred Qualification: Bachelor's or Master's Degree in: • Social Work (BSW/MSW); • Rural Development; • Development Studies; • Economics; • Statistics; • Sociology; • Public Administration; • Management; • Public Health; • Agriculture; or • Any other relevant discipline. Candidates possessing postgraduate qualifications with demonstrated M&E and datamanagement capabilities will be preferred.

EXPERIENCE • Preferably 2–4 years of relevant professional experience in Monitoring & Evaluation, MIS, programme monitoring, research, CSR projects, NGO programmes or development-sector projects. • Experience in field monitoring and beneficiary verification is desirable. • Experience working on CSR-funded or government-supported projects will be an advantage. • Candidates should have demonstrated experience in data collection, analysis, reporting and project documentation. TECHNICAL SKILLS The candidate should possess: • Strong command of Microsoft Excel, including formulas, Pivot Tables, charts and data analysis. • Working knowledge of MS Word and PowerPoint. • Ability to develop and manage project MIS. • Understanding of quantitative and qualitative data collection. • Understanding of project indicators and results frameworks. • Ability to prepare monitoring tools and checklists. • Basic knowledge of survey methodology. • Ability to analyse project data and convert findings into management information. • Ability to prepare dashboards and graphical presentations. • Strong report-writing and documentation skills. • Familiarity with digital data-collection tools such as Google Forms, KoboToolbox/ODK or similar platforms will be an advantage. • Familiarity with Power BI or other visualization tools will be an added advantage.

KEY PERFORMANCE INDICATORS (KPIs) Performance of the M&E Officer will be assessed against indicators including: 1. Timeliness and accuracy of project MIS. 2. Percentage of project indicators regularly tracked. 3. Number and quality of monitoring visits conducted. 4. Percentage of reported beneficiaries/activities verified as per monitoring plan. 5. Data completeness and accuracy. 6. Timeliness of monthly/quarterly M&E reports. 7. Quality of project dashboards and analytical reports. 8. Timely identification of implementation gaps and risks. 9. Quality of baseline/endline assessments. 10. Availability and quality of Means of Verification (MoV). 11. Timely closure of data discrepancies. 12. Quality of outcome and impact documentation. 13. Compliance with CSR/donor monitoring requirements. 14. Quality of coordination with programme and field teams.

SALARY & OFFICIAL TRAVEL Consolidated Salary: Rs 25,000/- per month Approved travel and other official expenses incurred for authorized monitoring and field assignments may be reimbursed/covered as per the prevailing policies and procedures of Meri Awaz Trust.

PROFESSIONAL INDEPENDENCE & ACCOUNTABILITY The M&E Officer is expected to maintain professional independence while verifying project performance. The Officer shall: • Report findings objectively; • Avoid manipulation or unsupported presentation of project data; • Maintain confidentiality of beneficiary and organizational information; • Ensure reported achievements are supported by appropriate evidence; • Immediately escalate significant discrepancies or compliance concerns; and • Maintain the highest standards of professional ethics and integrity.

GENERAL CONDITIONS The Monitoring & Evaluation Officer will be required to comply with all policies, procedures, safeguarding requirements, data-protection practices and administrative instructions of Meri Awaz Trust. The nature of development projects may require flexibility in working hours, extensive field movement and occasional stays at project locations. Meri Awaz Trust reserves the right to modify the responsibilities or assign additional M&E, MIS, research, documentation and programme-quality responsibilities according to organizational and project requirements.
