This document translates the approved project team structure for the Common Threads: Panipat Collective Impact Initiative into detailed, role-specific job descriptions. Each role includes its reporting line, purpose, categorised responsibilities, year-wise deliverables, key coordination linkages, and a dedicated Key Performance Indicator (KPI) table with time-bound, measurable targets drawn directly from the project's Sub-goals 1-3 and its 19 project-level KPIs, apportioned across the team where relevant.
Total sanctioned team: 23 positions across 8 roles (1 Project Director, 1 Project Head, 1 MIS & Communication manager/consultant 1 Accounts/Admin/Procurement manager, 2 Cluster Coordinators, 7 Community Development facilitators 9 Bridge Remedial Facilitators), hired in a staggered manner as centres are established, with 1 month allocated for advertising, interviewing, shortlisting and onboarding
Each role's KPI table includes a year-wise milestone column so that annual appraisal targets can be set consistently across the 3-year project period (July 2026-June 2029), and every role explicitly carries responsibility for child safeguarding, gender equity and anti-corruption compliance as detailed in the project's Risk and Mitigation Matrix.
Project manager
Positions: 1 | Reports To: Project Director | Location: Panipat, Haryana (based at project office, with regular field travel) | Experience: 5-10 years in programme management, postgraduate in a relevant field
Purpose of the Role
To lead day-to-day execution of the Panipat project across all three sub-goals, translating the project plan and Activity Plan/Gantt chart into operational reality on the ground, managing and developing the field team, and acting as the key liaison with government departments and local partners. The Project Head is the single point of operational accountability between the field and the Project Director.
Key Responsibilities
Programme Execution
- Lead overall project execution across the 3 sub-goals: Anganwadi strengthening (Sub-goal 1), out-of-school/child-labour response and school strengthening (Sub-goal 2), and adolescent/family empowerment (Sub-goal 3).
- Translate the Activity Plan and Gantt chart into monthly and quarterly operational targets for Cluster Coordinators, Community Development Officers and Facilitators.
- Ensure the 20 project locations, 9 Anganwadi’s, 9 schools and 9 Utkarsh Kendras are established, functioning and maintained to quality standards throughout the project period.
- Oversee the phased, staggered set-up of new centres and locations as per the hiring and roll-out plan.
- Personally review and approve any changes to activity sequencing that affect sub-goal delivery.
Team Management & Development
- Directly supervise the Technical Consultant, Cluster Coordinators, MIS & Communication Executive, and Accounts/Admin/Procurement Executive.
- Conduct monthly team review meetings and structured staff performance check-ins against role-specific KPIs.
- Support staggered hiring and onboarding of all project staff within 1 month of project approval, per the hiring plan.
- Build staff capacity through training on ECCE/FLN, child protection, case management and data use.
- Identify and address staff performance gaps promptly, including coaching, redeployment or performance-improvement plans where needed.
Stakeholder & Government Liaison
- Act as the key liaison with the Education Department, Women & Child Development Department, Labour Department, CWC and CCIs, Panchayat/Ward members and factory-owner associations.
- Represent the project in district-level review meetings and convergence forums, ensuring project data and evidence inform local decision-making.
- Coordinate with other Common Threads intervention partners (worker, WASH, health, industry) to deliver mutually reinforcing activities.
- Facilitate and troubleshoot school/Anganwadi admission barriers for migrant children, including Transfer Certificate issues, at an institutional level.
Monitoring, Reporting & Quality
- Own achievement of all 19 project KPIs; review MIS data monthly with the MIS & Communication Executive and course-correct underperforming locations.
- Compile inputs for Half-Year and Annual Reports and present progress, risks and recommendations to the Project Director.
- Ensure quality-checklist audits (child-safe spaces, learning environments) are conducted on schedule and findings acted upon.
Qualifications & Experience
- Postgraduate degree in Social Work, Education, Development Studies or related field.
- 5-10 yrs of programme management experience, including at least 3 years leading field teams in child rights, education or livelihoods programmes.
- Experience working with government departments (ICDS, Education) and donor reporting requirements.
