This document translates the approved project team structure for the Common Threads: Panipat Collective Impact Initiative into detailed, role-specific job descriptions. Each role includes its reporting line, purpose, categorised responsibilities, year-wise deliverables, key coordination linkages, and a dedicated Key Performance Indicator (KPI) table with time-bound, measurable targets drawn directly from the project's Sub-goals 1-3 and its 19 project-level KPIs, apportioned across the team where relevant.
Total sanctioned team: 23 positions across 8 roles (1 Project Director, 1 Project Head, 1 MIS & Communication manager/consultant 1 Accounts/Admin/Procurement manager, 2 Cluster Coordinators, 7 Community Development facilitators 9 Bridge Remedial Facilitators), hired in a staggered manner as centres are established, with 1 month allocated for advertising, interviewing, shortlisting and onboarding
Each role's KPI table includes a year-wise milestone column so that annual appraisal targets can be set consistently across the 3-year project period (July 2026-June 2029), and every role explicitly carries responsibility for child safeguarding, gender equity and anti-corruption compliance as detailed in the project's Risk and Mitigation Matrix.
MIS and Communication manager/ consultant
Positions: 1 | Reports To: Project Head | Location: Panipat project office | Experience: 3+ years, undergraduate degree in a relevant field
Purpose of the Role
To build and maintain the project's data backbone and external communications, ensuring every KPI is tracked accurately, every centre's data feeds into a single source of truth, and the project's story is documented rigorously for donors, government and media audiences.
Key Responsibilities
Data & MIS Management
- Design and maintain the project logframe, KPI tracker and CMIS (adapted from Sparsha's existing tools), disaggregated by age, sex, migrant status and location.
- Collect, clean, verify and consolidate child-level and centre-level data from Cluster Coordinators, Community Development Officers and Facilitators across all 20 locations.
- Support baseline, midline and endline assessments using standard tools , field-level coordination and data cleaning.
- Conduct periodic field-level data quality assessments and flag inconsistencies for correction.
- Maintain data security, confidentiality and safeguarding-compliant handling of all child-related records.
Reporting & Analysis
- Generate monthly MIS dashboards and analytical reports and quarterly reports for the M&E Lead & Project Head
- Prepare monthly, Half-Year and Annual Reports to PMU Foundation in the required KPI/log-frame format.
- Track progress Reporting Schedule and proactively flag risks to on-time submission.
- Track progress of targets, indicators of each staff, centres and clusters , analyse the reports and submit to project head monthly
- Coordinate with the Cluster Coordinator to gather, validate, and submit the required data for evaluation and impact assessment, ensuring effective support for M&E activities.
Communication & Documentation
- Document case studies, most-significant-change stories and learning briefs from the field for donor and public communication.
- Prepare monthly, Half yearly and yearly report with the support of execution team and project manger
- Prepare impact notes, presentations and donor communication materials; manage project visibility (photos, videos, social content) in line with child-safeguarding and consent norms.
- Support the project's Learning Approach by packaging tools (child-listing formats, bridge-learning materials, referral protocols) as open-source resources for other Intervention-and partners.
- Coordinate media engagement opportunities for the project, including training children/adolescents (Child Champions) on safe media interaction where relevant.
- Prepare content for internal and external media visibility through social and digital media
- Effective communication with project head and field staff to ensure proper documentation and data integrity

- Cluster Coordinators / CDOs / Facilitators - source of field data.
- Accounts & Admin Executive - alignment of financial and programmatic reporting.
