This document translates the approved project team structure for the Common Threads: Panipat Collective Impact Initiative into detailed, role-specific job descriptions. Each role includes its reporting line, purpose, categorised responsibilities, year-wise deliverables, key coordination linkages, and a dedicated Key Performance Indicator (KPI) table with time-bound, measurable targets drawn directly from the project's Sub-goals 1-3 and its 19 project-level KPIs, apportioned across the team where relevant.
Total sanctioned team: 23 positions across 8 roles (1 Project Director, 1 Project Head, 1 MIS & Communication manager/consultant 1 Accounts/Admin/Procurement manager, 2 Cluster Coordinators, 7 Community Development facilitators 9 Bridge Remedial Facilitators), hired in a staggered manner as centres are established, with 1 month allocated for advertising, interviewing, shortlisting and onboarding
Each role's KPI table includes a year-wise milestone column so that annual appraisal targets can be set consistently across the 3-year project period (July 2026-June 2029), and every role explicitly carries responsibility for child safeguarding, gender equity and anti-corruption compliance as detailed in the project's Risk and Mitigation Matrix.
Cluster Coordinator
Positions: 2 | Reports To: Project Head | Location: Field-based, each covering 10 locations | Experience: 3+ years, undergraduate in a relevant field
Purpose of the Role
To oversee day-to-day quality and coordination of project activities across an assigned cluster of Anganwadi’s, schools, Utkarsh Kendras and communities, acting as the critical bridge between field staff (Community Development Officers, Bridge Remedial Facilitators) and the Project Head.
Key Responsibilities
Field Oversight
- Oversee and coordinate activities across an assigned cluster of ~10 locations (Anganwadi’s, schools, Utkarsh Kendras and communities).
- Conduct regular monitoring visits (at least twice-weekly per centre, per the Anganwadi worker capacity-building plan) to ensure quality delivery.
- Supervise and mentor Community Development Officers and Bridge Remedial Facilitators within the cluster.
- Ensure cluster-level implementation is consistent with the overall Activity Plan and Gantt chart timelines.
Capacity Building & Support
- Facilitate on-the-job coaching for facilitators, Anganwadi workers and teachers within the cluster based on quality-checklist findings.
- Support formation and functioning of Child Rights Clubs, Lead Parent groups and worker-parent collectives in the cluster.
- Identify training needs within the cluster and feed them into the Project Head's capacity-building plan.
Monitoring & Escalation
- Consolidate cluster-level data (attendance, enrolment, case status) and submit to the MIS & Communication Executive on schedule.
- Identify and escalate child protection cases, dropout risks and infrastructure gaps to the Project Head/Technical Consultant.
- Ensure alignment of cluster-level activities with overall project objectives, quality standards and safeguarding norms.
- Chair monthly cluster review meetings with CDOs and Facilitators to track progress against targets.
