We are planning to set-up an innovation incubator by which from our project a pipeline for new energy projects for GIZ India can be developed.
  1. Write a 1 or 2-page concept suggestion on how such an incubator could be set-up by yourself, what topics it could initially focus on and why, and how it could collaborate with Indias and Germanys private sector.
  2. Identify opportunities aligned with individual goals of both countries and suggest a set of up to 5 potential partners for the incubator and explain why you chose these partners.

B. Project Background
 
The Indo-German Energy Forum (IGEF) was established in 2006 to advance the green energy transition in both countries. Today, it is the longest-running high-level bilateral energy platform in India, bringing together ministries from both governments, public and private sector stakeholders, and leading industry associations from Germany and India.
 
The IGEF Support Office (IGEF-SO), with teams based in Delhi and Berlin, serves as the secretariat of the Forum. It facilitates Government-to-Government (G2G) and Business-to-Government (B2G) cooperation and acts as an incubator for emerging and innovative energy themes. Key focus areas include renewable energy (especially solar and wind), energy storage, energy financing and insurances, critical minerals for the energy transition, green hydrogen and Indo-German trade promotion. In addition, IGEF-SO provides technical advisory services on policy and regulatory frameworks, coordinates training and capacity-building measures, and supports both governments through strategic political communication, including a broad range of social media and outreach activities. Through its Subgroup 5, IGEF is engaged in the promotion of India’s Green Hydrogen Sector. Having been successfully implemented through multiple phases, IGEF-SO is currently in its fifth phase, running until 31 December 2026. Preparations for the subsequent phase (from 2027 onwards) are already underway. This offers an exceptional opportunity for experienced professionals (8+ years of relevant work experience) who are keen to further grow their careers within one of the most established and high-profile bilateral energy initiatives in India. The successful candidate will have the opportunity to actively contribute to shaping future thematic priorities, emerging technologies, and strategic focus areas of the IGEF-SO in a highly dynamic energy eco-system.
 
C. Responsibilities
  • Act as a thematic lead and by identifying, developing and advancing new energy priority topics for bilateral cooperation. Serve as a project manager for these themes by conceptualising and organising workshops, webinars, conference contributions, delegation visits and high-level exchanges, and by developing funding proposals to scale up successful initiatives.
  • Drive assigned focus areas in a proactive and hands-on manner, ensuring high technical quality, strategic relevance and close collaboration with key partner ministries such as MNRE and MoP.
  • Provide technical and conceptual policy advice to Indian partner institutions and contribute to shaping bilateral energy dialogue formats.
  • Ensure an excellent and structured flow of information and communication with project partners, relevant ministries, the GIZ India Office, GIZ Headquarters in Germany, and other GIZ country offices engaged in related activities.
  • Engage dynamically with private sector and political actors and industry associations, while actively identifying synergies with other energy initiatives to maximize impact and visibility with a clear ownership mindset.
  • Lead the preparation and subsequent management of procurement processes for external service providers, including drafting terms of reference, budgeting, supporting procurement procedures, liaising with consultants, and ensuring quality assurance and effective implementation of contracted services.
  • Conceptualise, organise and facilitate high-level dialogue formats (workshops, roundtables, conferences and delegation visits) in India and Germany, ensuring participation of senior political and private sector decision-makers (e.g. Secretary and CEO level).
  • Monitor and analyse market, policy and regulatory developments in India’s energy sector and translate insights into actionable cooperation initiatives and project activities.
  • Contribute to project communication, knowledge management and reporting, including publications, briefings and coordination within the international IGEF and the team from the Green Hydrogen Projects. 
D. Required Qualifications, Experience and Competencies 
  • Completed university studies (master’s degree or comparable) in the field of industrial engineering, economics, business, energy, environmental or political sciences or similar.
  • Excellent communication skills in English, also in an international and intercultural context, quick comprehension, and the ability to process complex technical content.
  • In-depth knowledge of the Indian energy market and energy policy.
  • Experience in working with Indian authorities and a broad network of contacts in the field of energy in India is a strong advantage.
  • Solid project management and organisational skills, including planning, prioritisation, procurement oversight and quality assurance.
  • Professional experience of 7–10 years, preferably in the renewable energy sector or in policy consulting.
