About this Assignment
ChildFund India is committed to improving the well-being of children, adolescents, youth, and their communities through integrated development programmes. Recognising the growing intersection between climate change and public health, ChildFund India seeks to strengthen its Climate and Health portfolio by integrating climate adaptation, environmental sustainability, water security, heat-health resilience, WASH, public health systems strengthening, and community resilience approaches. This consultant will provide strategic and technical leadership to design, implement, review, monitor, document, and expand integrated climate and health programming. They are expected to travel extensively.
 
Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India’s Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India’s safeguarding principles and standards.
 
 
 
Required Experience and Education
  • Education: Bachelor’s in Public Health, Environmental Science, Climate Change, Water Resources, Health Management, Disaster Management, Sustainability Studies or related discipline. Master's degree is preferred.
  • Experience: Minimum 8-10 years' experience in public health, health systems strengthening, climate resilience, environmental health, sustainability, or integrated development programmes.
  • Skills & Abilities: Demonstrated expertise in strategy development, Theory of Change design, programme design, implementation, monitoring, proposal development, stakeholder engagement, and identification of scalable programme models. Excellent analytical, documentation, facilitation and communication skills.
  • Job Knowledge: Strong understanding of India's public health systems and experience working on health issues affected by climate change, including heat stress, water contamination, WASH-related risks, nutrition insecurity, environmental degradation, and community health resilience.
 
Scope of Work
1. Strategy, Theory of Change and Programme Architecture
  • Define the overall strategy for ChildFund India's climate and health programme, with a clear focus on health systems strengthening, climate-sensitive health risks, environmental health, water contamination, excessive heat, nutrition, WASH, and community resilience.
  • Develop the programme Theory of Change, results framework, implementation pathways, and learning agenda to guide programme design, implementation, monitoring, evidence generation, and scale-up.
  • Identify and assess programme models, partnerships, and delivery approaches that can help scale impact across communities and strengthen resilience to climate-related health risks.
 
2. Programme Design, Proposal Development and Technical Support
  • Develop integrated climate and health concept notes, proposals, operational plans, logical frameworks, budgets, and implementation plans aligned with the programme strategy and Theory of Change.
  • Design evidence-based interventions covering health systems strengthening, climate adaptation, heat-health action, water quality and contamination risks, WASH, RMNCH+A, nutrition, community health, environmental health, and resilience.
  • Support climate-sensitive public health interventions, Heat Action Plans, climate-resilient WASH, groundwater recharge, watershed management, and community resilience planning.
  • Ensure alignment with NHM, SDGs, National Action Plan on Climate Change, Jal Jeevan Mission, and relevant state policies.
  • Strengthen monitoring frameworks, conduct technical reviews, vulnerability assessments, operational research, data analysis, donor reporting, case studies, and knowledge products.
 
3. Partnerships and Convergence
  • Coordinate with government departments, health systems, disaster management authorities, water agencies, academic institutions, NGOs and donors.
  • Represent ChildFund India in technical forums and support convergence with relevant government programmes.
 
4. Capacity Building
  • Develop toolkits, IEC/BCC materials and training modules.
  • Mentor programme teams, frontline workers and partners on climate-health programming.
 
5. Resource Mobilisation
  • Support donor mapping, proposal writing and technical presentations for integrated climate and health initiatives.
 
Additional responsibilities given by the manager, including technical support and other duties required to meet programme priorities.
