Project Background
The Supply Chain Management Strengthening Project (SCMSP) aims to strengthen the supply chain systems of the National AIDS Control Programme (NACP) to ensure uninterrupted availability of quality-assured antiretroviral (ARV) medicines, diagnostics, and other HIV commodities across India.
Under the Global Fund Grant, the National AIDS Control Organization (NACO) serves as the Principal Recipient (PR), while Plan International (India Chapter) is the Sub-Recipient (SR) responsible for providing technical assistance to strengthen supply chain systems and institutional capacity at national, regional, state, and district levels. The project works closely with NACO, State AIDS Control Societies (SACS), and logistics partners to improve supply chain performance and service delivery.
Position Summary:
Reporting to the Deputy Project Director – SCM, the Capacity Development Manager will lead the planning, implementation, and monitoring of capacity development initiatives to strengthen supply chain competencies under the National AIDS Control Programme. The role will focus on identifying learning needs, developing competency-based training resources, supporting digital learning initiatives, documenting best practices, and monitoring the effectiveness of capacity development interventions.
Key Responsibilities:
• Develop and implement a comprehensive capacity development strategy and annual work plan aligned with project objectives and NACO priorities.
• Conduct capacity needs assessments to identify knowledge and competency gaps among supply chain personnel across different levels of the NACP.
• Design, develop, and update training curricula, facilitator guides, participant manuals, job aids, SOP-based learning materials, and other capacity development resources.
• Coordinate the implementation and utilization of the project's Learning Management System (LMS) and promote blended learning approaches, including e-learning and virtual training.
• Plan and facilitate national, regional, and state-level training programmes, workshops, and orientation sessions in collaboration with project teams and stakeholders.
• Develop practical guidance materials, including "How-to" guides and reference tools, to support implementation of standardized supply chain practices.
• Establish mechanisms for documenting lessons learned, best practices, and knowledge products, and facilitate cross-learning among NACO, SACS, and other stakeholders.
• Monitor and evaluate the effectiveness of capacity development interventions, track key performance indicators, and recommend improvements based on evidence.
• Prepare high-quality technical reports, training summaries, and periodic progress reports for Plan International (India Chapter), NACO, and the Global Fund, as required.
• Participate in project review meetings, technical discussions, and stakeholder consultations, and undertake any other responsibilities assigned by the supervisor in support of project objectives.
Qualifications and Experience:
Education:
• Master's degree/ PG Certification in Supply Chain Management, Operations Management. Candidates with education in Public Health, Health Management, Health Systems Administration, Rural Management, Social Work, Sociology will be given preference
• Certification in Training, Learning and Development, or Instructional Design will be an added advantage.
Experience:
• Minimum 7–10 years of professional experience in supply chain management, preferably within public health programmes.
• At least 3–5 years of experience in designing and implementing capacity development or training programmes, preferably under donor-funded projects.
• Demonstrated experience in conducting capacity needs assessments, developing learning materials, facilitating trainings, and documenting learning outcomes.
• Experience working with government institutions, particularly NACO, SACS, NHM, or similar public health programmes, will be an advantage.
Skills and Competencies:
• Strong understanding of public health supply chain systems and capacity development methodologies.
• Demonstrated expertise in adult learning principles, facilitation, curriculum development, and instructional design.
• Excellent report writing, documentation, presentation, and communication skills.
• Experience with Learning Management Systems (LMS) and digital learning platforms.
• Strong analytical, planning, coordination, and stakeholder management skills.
• Proficiency in Microsoft Office applications.
• Willingness to travel as required.
