1. About the Project
The Bihar Protection Program aims to prevent and address bonded labour through community awareness, identification of vulnerable workers, hotspot mapping, case documentation, coordination for rescue, and strengthening linkages with government departments and other stakeholders for rehabilitation and access to entitlements.
The Project Coordinator will be responsible for the overall coordination and implementation of project activities in Nawada and Jamui.

2. Key Responsibilities
A. Project Planning & Implementation
• Prepare and implement monthly and quarterly field plans for Nawada and Jamui.
• Coordinate project activities as per the approved workplan, targets and timelines.
• Identify priority areas, vulnerable communities and potential bonded labour hotspots.
• Regularly review project progress and take corrective action where required.
• Ensure effective coordination between field staff, volunteers and project management.
• Ensure that project activities are implemented in accordance with organizational policies and project requirements.
B. Identification & Case Follow-up
• Lead the identification and documentation of suspected bonded labour cases.
• Conduct regular field visits to brick kilns, agricultural areas, construction sites, stone quarries, factories and other potential labour hotspots.
• Support the team in conducting preliminary case assessments and documenting relevant information.
• Maintain updated records of identified cases and follow up on cases until appropriate action is taken.
• Ensure confidentiality and sensitivity while dealing with vulnerable workers and families.
• Support the field team in assessing risks and identifying appropriate referral and intervention mechanisms.
C. Rescue & Government Coordination
• Coordinate with relevant government authorities for appropriate action on bonded labour cases.
• Develop and maintain regular liaison with the District Administration, Labour Department, Police, District Legal Services Authority (DLSA), Child Welfare Committee and other relevant authorities, as applicable.
• Support the organization during rescue and intervention activities.
• Ensure proper documentation of rescue cases and follow-up actions.
• Coordinate with relevant stakeholders for the release, protection and further support of rescued workers.
• Maintain regular communication with concerned officials regarding the progress of cases.
D. Rehabilitation & Entitlement Linkages
• Facilitate linkages of rescued workers with relevant government schemes and entitlements.
• Follow up with concerned departments regarding rehabilitation support and other benefits.
• Coordinate with legal service providers and other partners wherever required.
• Track the progress of each case after rescue and maintain case-wise follow-up records.
• Support rescued workers and families in accessing available government services and social protection schemes.
E. Community Mobilization & Prevention
• Conduct awareness meetings with workers, communities, youth, local leaders and other stakeholders.
• Develop and strengthen community-based mechanisms for prevention and early identification of bonded labour.
• Build and maintain a network of community volunteers and local informants.
• Promote awareness about workers' rights, legal provisions, government schemes and available support mechanisms.
• Identify emerging risks and vulnerable communities through regular field engagement.
F. Team Management
• Supervise and support project field staff and volunteers working in Nawada and Jamui.
• Conduct regular review meetings with the field team.
• Provide guidance to field staff on case identification, documentation, community engagement and follow-up.
• Monitor staff field plans, activities and outputs.
• Identify capacity-building needs and facilitate necessary training.
• Ensure that field staff maintain proper documentation and follow project protocols.
G. Documentation, Reporting & Data Management
• Maintain accurate project records, case files and supporting documentation.
• Prepare monthly, quarterly and other project reports as required.
• Maintain databases of identified cases, interventions, rescues, referrals and follow-up.
• Collect and verify field-level data and ensure timely reporting.
• Document significant cases, field experiences, success stories and learning.
• Ensure proper use of project monitoring and reporting formats, including digital tools where applicable.
• Ensure that all case-related documentation is updated and securely maintained.
H. Coordination & Representation
• Represent the organization in relevant district-level meetings, consultations and coordination platforms with approval from the supervisor.
• Establish and maintain professional relationships with government officials, police, labour officials, legal service providers, community representatives and civil society organizations.
• Participate in district-level and state-level meetings, consultations, trainings and workshops related to bonded labour, labour rights and protection of vulnerable communities.
• Support the organization in building and strengthening district-level networks for prevention, identification, rescue and rehabilitation of bonded labourers.
• Coordinate with partner organizations and other stakeholders for case referrals, technical support and follow-up, as required.

3. Key Deliverables
The Project Coordinator will be responsible for ensuring:
• Regular identification and mapping of bonded labour hotspots.
• Timely identification, documentation and follow-up of suspected bonded labour cases.
• Effective coordination with government authorities for rescue and protection.
• Regular follow-up of rescued workers and facilitation of rehabilitation and entitlement linkages.
• Active community-level mechanisms for prevention and early identification of bonded labour.
• Effective supervision and support of field staff and volunteers.
• Timely and accurate project documentation and reporting.
• Strong coordination with government departments, legal service providers and other relevant stakeholders.
• Achievement of project targets within the approved timeline and budget.

4. Required Qualification
• Master's degree in Social Work, Rural Development, Sociology, Development Studies, Public Administration, Law or a related field.
• Candidates with relevant field experience in social development, labour rights, human trafficking, bonded labour, child labour or community development will be preferred.

5. Required Experience
• Minimum 2 years of relevant experience in project coordination or field implementation.
• Experience working on bonded labour, labour rights, human trafficking, child labour, migration, child protection or community development will be an advantage.
• Experience in coordinating with government departments and district-level stakeholders is preferred.
• Experience in rescue, case follow-up, rehabilitation or entitlement linkage will be an added advantage.

6. Skills & Competencies

• Good understanding of field-level project implementation.
• Ability to handle sensitive cases with confidentiality and professionalism.
• Good report writing and documentation skills.
• Working knowledge of MS Word, MS Excel, Google Sheets and digital data collection tools.
• Ability to analyse field data and prepare reports.
• Strong problem-solving, coordination and follow-up skills.
• Valid driving licence and own/use of a two-wheeler are compulsory.
• Willingness to travel extensively across Nawada and Jamui, including rural and remote areas.
• Willingness to relocate to and be based in Nawada is compulsory.
• Fluency in Hindi; knowledge of local dialects will be an advantage.
• Ability to work in challenging field conditions and flexible working environments.

7. Preferred Knowledge
The candidate should have a basic understanding of:
• Bonded Labour System (Abolition) Act, 1976
• Relevant labour laws and government schemes
• Procedures relating to identification, rescue and rehabilitation of bonded labourers
• Child Labour laws and child protection mechanisms
• Human trafficking and safe migration
• Role and responsibilities of District Administration, Labour Department and Police
• Legal aid and DLSA mechanisms
• Government rehabilitation and social security schemes

9. Reporting
The Project Coordinator will report to the Program Manager / Project Head and will be responsible for coordinating project implementation across Nawada and Jamui districts.
