B. Project Background
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Housing and Urban Affairs (MoHUA) are jointly implementing the project titled ‘Climate Friendly Smart Green Urban Freight Transport in India / Karnataka (Urban Freight)’ commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project implementation partner is Directorate of Urban Land Transport (DULT) under the Urban Development Department (UDD) State Government of Karnataka.
Urban freight transport in India is growing rapidly due to the increase in e-commerce and consumer demand. This growth is accompanied by challenges, including lack of coordination between service providers and regulators, inadequate infrastructure, etc. This contributes to inefficiencies such as traffic congestion, longer delivery times, higher costs, and increased emissions.
The project aims to better integrate urban freight into urban planning processes in select cities in Karnataka by preparation of city logistics plans through participatory and data-driven approaches. These learnings shall benefit Indian cities in developing low-emission urban freight transport and logistics integrated with urban transport and mobility systems.
C. Responsibilities
- Planning, facilitation and quality assurance of City Logistics Plans (CLPs) in selected cities of Karnataka; data-based analyses, last-mile concepts, micro-hubs, delivery zones, emission reduction.
- Systematic involvement of DULT/UDD, city administrations, industry associations, logistics companies, start-ups, civil society actors; Establishment and maintenance of resilient working formats (round tables, working groups, MoUs).
- Responsible for collecting, classifying, storing and monitoring project related documentation in compliance with GIZ regulations and data protection protocols.
- Conception, planning and implementation of workshops, trainings, public campaigns and communication measures to raise awareness of climate-friendly urban delivery transport.
- Preparation of ToR/RfP, participation in awards in accordance with GIZ rules, management of external service providers, deadline and quality control, acceptance of deliverables.
- Progress and impact monitoring (indicators, outputs/outcomes), reports to partners and clients, knowledge management and internal/external communication.
- coordination with SUID cluster projects, policy coherence, identification of scaling potentials.
D. Core scope of tasks:
- Leading the creation of urban CLPs and relevant sub-plans; Derivation of catalogues of measures including emissions/cost-benefit considerations.
- Implementation of participatory processes (needs assessments, co-design workshops, consultations).
- Planning and implementation of knowledge formats
- Planning of campaigns including coordination with GIZ PR requirements.
- Coordination with Finance/Admin; Compliance with donor and GIZ requirements.
- Stakeholder mapping; Establishment of formalised cooperation structures.
- City logistics instruments: demand/route analyses, micro-hub concepts, delivery zones, regulatory design, last-mile solutions (e.g. e-commercial vehicles, cargo bikes).
- Geodata/GIS, tabular and visualization tools; Basic understanding of emission and cost models.
- Preparation of ToR/RfP, bid evaluations, performance and contract management in accordance with GIZ specifications.
- Logframe/Indicator Tracking, Results Documentation; secure report generation.
- Audience segmentation, content planning, event logistics, KPI tracking; Secure application of GIZ publication standards.
E. Required Qualifications, Experience and Competencies
- Master's degree in Transport Planning/Engineering/Urban Planning with a focus on urban logistics or related disciplines from a recognized university.
- Experience in Project Management, Data Analytics/GIS, Public Participation/Facilitation.
- Excellent oral and written communication skills in English and Kannada.
- 5 - 7 years of relevant work experience post-qualification with relevant professional experience in:
- Urban logistics/city logistics, urban traffic/transport planning or urban planning with a focus on freight transport.
- Development/implementation of urban plans (e.g. CLP, CMP, logistics master plans), including participatory processes.
- Stakeholder process design and moderation at the city/state level; Cooperation with public authorities, private sector, associations.
