Transport and Infrastructure Advisor

 VACANCY ANNOUNCEMENT

• Design and develop pilot demonstration projects with private sector and public sector as required for the successful implementation of similar initiatives under the Urban Freight Project.
• Provide technical advisory, lead in collaborating with city and state partners and steering consultants in implementing the project outputs effectively.
• Responsible for technical scoping, tendering and procurement of equipment and services as required during project implementation.
• Track deliverables and payment schedules; coordinate with finance teams for timely disbursements.
• Support in complete project planning, implementation and maintaining budget lines of project.
• Provide technical expertise in City Logistics Plan (CLP) planning, preparation and implementation. Integration of CLP with other city plans.
• Contribute to conceptual and strategic development of project goals, activities, operational planning, implementation and monitoring. 

• Engage with different stakeholders like last mile logistics operators, e-commerce companies, Electric vehicle fleet operators, etc. to codesign and co-fund innovative pilot solutions for clean and smart urban freight solutions.
• Develop synergies between stakeholders involved in pilot demonstrations to ensure successful delivery, scalability / replicability of these solutions.
• Promote the pilot demonstration of smart digital solutions for urban freight transport and city logistics optimization such as cargo consolidation, new distribution networks, route planning, real time monitoring, freight friendly public transport, etc.
• Oversee operational aspects of pilots including milestone tracking, risk identification, and course correction in coordination with external stakeholders and GIZ’s finance and administrative teams.
• Provide technical guidance to consultants and grantees involved in the pilots to ensure high-quality and coherent implementation.
• Advise on data governance frameworks for logistics data, including data ownership, access controls and alignment with applicable data policy frameworks. 

• design and implementation of digital infrastructure for freight data collection, analysis and city logistics planning, including integration with government digital portals.
• planning, design and implementation of pilot demonstrations of smart, green urban freight solutions in partnership with the private sector.
• Lead the preparation of City Logistics Plans (CLPs) in selected Karnataka cities using data-driven and participatory planning approaches.
• Align CLPs with other plans, policies at city, state and national levels for comprehensive planning and holistic development.
• Maintain continuous engagement with relevant stakeholders, partners, and think tanks to ensure smooth project implementation and delivery of outputs.
• Identify and implement project activities in selected cities, ensuring alignment with project indicators, outputs and outcomes.
• Represent the project at national and international platforms through conferences, workshops, and technical forums.
• Conduct technical reviews and ensure quality assurance of deliverables from national and international consultancy teams and grantees. 

• Prepare Terms of Reference (ToRs), Request for Proposals (RFPs) and related procurement documents for project activities in line with GIZ rules and guidelines.
• Coordinate the tendering process including publication, pre-bid meetings, clarifications, and evaluation procedures.
• Facilitate contracting procedures including negotiation, documentation, and compliance checks.
• Provide technical oversight and guidance to contractors, grantees ensuring coherent implementation and quality reporting of deliverables.
• Monitor payment schedule to ensure timely submission and disbursement. Coordinate with finance and administration teams to process payments based on verified outputs. 

• Facilitate establishment of Freight Quality Partnerships (FQPs) and working groups involving logistics operators, city planners, and civil society organizations.
• Ensure inclusive city logistics planning processes by promoting active participation of women and disadvantaged groups.
• Establish partnerships with industry associations, startups, government partners, think tanks, development agencies, and NGOs to support smart green freight transport and logistics development and achieve project outputs.
• Formulate project action plans and align planning and budgeting processes with partner systems.  

• Contribute to the development of guidelines, handbooks, and policy briefs on urban freight and digitalization.
• Support the dissemination of project learnings to other Indian cities and national stakeholders.
• Coordinate with related GIZ projects within the SUID Cluster, as well as with consultants and partners, to ensure knowledge exchange and policy coherence. 

• Manage all communication, reporting and coordination with internal and external stakeholders in consultation with supervisor.
• Coordinate with national and international experts and think tanks to identify and evaluate proposals for grants, finance agreements, and local subsidies.
• Explore and facilitate collaboration with other GIZ projects on shared indicators and thematic areas.
• Coordinate with stakeholders to monitor project progress and assess impact. 

• Postgraduate in Transport Planning / Civil Engineering / or other relevant disciplines from a reputed institution.
• Experience with digital tools for freight/ transport management.
• Demonstrated experience in designing or managing technology enabled pilots or demo projects.
• Familiarity with public private partnership models for urban mobility or logistics.
• Excellent oral and written communication skills in English and preferably in Kannada.
• 5 - 7 years of relevant work experience post-qualification.
• Candidates with experience in preparation of City Plans or private sector cooperation will be an advantage.
