A. About GIZ India
B. Project Background
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Housing and Urban Affairs (MoHUA) are jointly implementing the project titled ‘Climate Friendly Smart Green Urban Fright Transport in India / Karnataka (Urban Freight)’ commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project implementation partner is Directorate of Urban Land Transport (DULT) under the Urban Development Department (UDD) State Government of Karnataka. Urban freight transport in India is growing rapidly due to e-commerce and consumer demand, while limited coordination, inadequate infrastructure and other systemic challenges contribute to congestion, longer delivery times, higher costs and increased emissions. The project aims to better integrate urban freight into urban planning in selected Karnataka cities through participatory and data-driven City Logistics Plans.
The Component Manager will provide strategic and technical leadership to implementation, stakeholder coordination, quality assurance, knowledge management and institutionalisation of project approaches so that lessons can contribute to low-emission urban freight transport and logistics integrated with urban transport and mobility systems in Indian cities.
Urban freight transport in India is growing rapidly due to the increase in e-commerce and consumer demand. This growth is accompanied by challenges, including lack of coordination between service providers and regulators, inadequate infrastructure, etc. This contributes to inefficiencies such as traffic congestion, longer delivery times, higher costs, and increased emissions.
The project aims to better integrate urban freight into urban planning processes in select cities in Karnataka by preparation of city logistics plans through participatory and data-driven approaches. These learnings shall benefit Indian cities in developing low-emission urban freight transport and logistics integrated with urban transport and mobility systems.
C. Responsibilities
- Ensure effective project management, quality assurance including planning, budgeting, monitoring, evaluation, communications, knowledge management, communication, risk management and compliance.
- Provide strategic and technical leadership for City Logistics Plans and related climate-friendly urban freight planning, capacity building and implementation in selected Karnataka cities.
- Manage all project components, ensuring timely, high-quality and sustainable achievement of agreed outputs, outcomes and indicators
- Ensuring strategic integration into national, state and urban policies and plans, the GIZ Country portfolio and delivery of high-quality compliant project results.
- Oversee procurement, tendering, contracting and consultant management, including quality assurance of deliverables and compliance with GIZ procedures.
- Lead communication, stakeholder engagement and institutional cooperation, promoting project visibility, documenting lessons learned, and supporting the scaling and institutionalisation of successful approaches.
D. Core scope of tasks:
Project Management, Coordination and Advisory
- Lead implementation of the project component and translate project objectives into annual and operational work plans, implementation schedules and milestones.
- Coordinate activities with the supervisor, project team and implementation partners and ensure alignment with project outputs, outcomes and indicators.
- Support planning and monitoring of project budgets, identify implementation risks and propose mitigation measures, and ensure quality, timeliness and sustainability of results.
- Providestrategic advice and contribute to project planning and decision-making.
Technical Leadership – City Logistics
- Lead the planning and preparation of City Logistics Plans (CLPs) and sectoral plans in selected Karnataka cities using data-driven and participatory approaches.
- Provide technical advice on integrating urban freight into urban planning, transport and mobility systems.
- Review technical studies, strategies, plans and recommendations and ensure quality assurance of deliverables from national and international consultancy teams and partners.
- Identify opportunities for climate-friendly, smart and low-emission urban freight solutions consistent with project objectives.
Procurement, Tendering and Consultant Management
- Prepare and review Terms of Reference (ToRs), Request for Proposals (RFPs) and related procurement documents in line with GIZ rules and guidelines.
- Coordinate tendering, including publication, pre-bid meetings, clarifications and evaluation procedures.
- Support transparent and competitive consultant selection and facilitate contracting, negotiation, documentation and compliance procedures.
- Monitor consultant performance, review deliverables, track payment milestones and coordinate with finance and administration teams for timely processing of payments based on verified outputs.
Knowledge Management, Communication and Capacity Development
- Coordinate knowledge management across project activities and with related GIZ projects within the SUID Cluster, consultants and partners.
- Lead documentation and dissemination of publications, good practices, success stories and project results.
- Manage monitoring and evaluation requirements using GIZ procedures to track activities, indicators, outputs and outcomes.
- Organise and document training events, workshops, forums, stakeholder consultations and team meetings.
- Conduct or coordinate capacity-building activities for city officials, consultants and logistics professionals on City Logistics Plan development and implementation.
- Support communication and visibility activities in coordination with the relevant GIZ communications/public relations functions and in compliance with GIZ publication protocols.
- Prepare progress updates, activity reports and monitoring information for project management and relevant stakeholders.
Partnerships, Networking and Stakeholder Engagement
- Manage relationships and communication with internal and external partners at local, urban, state, national and international levels as applicable.
- Establish and maintain partnerships with government partners, urban local bodies, industry associations, startups, think tanks, development agencies and NGOs to support smart green freight transport and logistics.
- Facilitate stakeholder consultations, coordination and consensus-building around project activities and outputs.
- Support institutional anchoring of City Logistics Planning and project approaches within relevant urban planning and mobility systems.
- Facilitate uptake of successful approaches by government and partner institutions and identify opportunities for replication and scaling.
- Document transferable approaches and lessons and promote sustainability beyond the project period.
Other duties/additional tasks, if any:
- Undertake other project-related responsibilities assigned by the supervisor that are consistent with the position’s responsibilities, donor / partner expectations and project objectives.
- Represent the project in relevant events such as meetings, workshops, technical forums etc. as appropriate.
E. Required Qualifications, Experience and Competencies
- Postgraduate in Transport Planning / Engineering / Urban Planning from a reputed institution.
- Demonstrated experience managing consultants and complex/large-scale assignments.
- Strong stakeholder-management, facilitation, negotiation and partnership-building skills across government, private sector, academia and civil society.
- Excellent oral and written communication skills in English and Kannada.
- At least 8 - 10 years of relevant professional work experience post-qualification, preferably including substantial experience in urban transport/mobility planning, urban freight/city logistics, sustainable transport, strategic project management, stakeholder coordination and consultant management.
- Prior experience in City Mobility Plan, City Logistics Plan, urban freight or related sustainable urban transport planning is preferred.
- Experience in climate-friendly/low-emission transport, data-driven planning or institutional capacity development is desirable.
