1. Background:
Every third child in Bihar is stunted (35.7%, NFHS-6), and every fifth child is wasted (19%, NFHS-6). 4.7% of children are Severely Acutely Malnourished. Undernourishment levels remain among the highest in India, and there is a need for targeted interventions to improve health and nutrition services.
The State Health Society, Bihar, is implementing several national programmes to improve the status of child health and nutrition. The Child Health Cell in SHSB is managing key programmes, including MAA (Mother’s Absolute Affection), IYCF, and the Integrated Management of Severe Acute Malnutrition. Vitamin A Supplementation has been included alongside routine immunisation to reach all children aged 9 months to 5 years every 6 months. To reach out to all children, it is necessary to support SHSB in budgeting and planning the key activities in the NHM PIP, and in their further implementation. The technical assistance is mostly at the state level, with a focus on 13 Aspirational districts and intensive intervention support in 2 Aspirational districts (Purnea and Araria). At the state level, the technical assistance would amount to support in budgeting key activities in the NHM PIP for the state, developing state guidelines, concept notes, job aids, etc. for different programmes, coordinating with the Centre of Excellence for IMSAM & IYCF to ensure their support in capacity building and monitoring of programmes and data management & analysis for the state. In 2027, the focus will be on strengthening screening, referral, and management of SAM cases; strengthening the quality of facility-based management of SAM; supporting the rollout of CMAM; supporting Vitamin A supplementation along with routine immunisation; and supporting facilities in having an enabling environment for IYCF through capacity building, monitoring, and periodic assessments. The consultant will work closely with the Child Health cell in the State Health Society to achieve the highest programme coverage with impeccable quality.
