Role Summary
Implementation Officer will lead the end-to-end execution of Sahyog's field projects: from identifying the right sites and engaging stakeholders, to selecting vendors, procuring goods and services, and delivering projects on time, within budget and to quality standards. The role requires a hands-on professional who is equally comfortable in a community meeting, a vendor negotiation and a donor report.

Key Responsibilities
1. Site Identification & Assessment
• Identify and shortlist project sites based on need, feasibility, accessibility and alignment with program objectives.
• Conduct field visits, needs assessments and baseline surveys; document findings with photographs, maps and reports.
• Evaluate site readiness, including land or premises availability, permissions, utilities, safety and logistics.
• Prepare site selection recommendations with clear justification for management and donor approval.

2. Stakeholder Engagement
• Build and maintain relationships with beneficiaries, community leaders, local authorities, government departments, institutional partners, CSR donors and implementing partners.
• Secure the necessary approvals, MoUs, permissions and no-objection certificates.
• Represent Sahyog in meetings, site inaugurations, review sessions and coordination forums.
• Handle grievances and feedback from stakeholders promptly and professionally.

3. Project Planning
• Develop detailed project plans, timelines, work breakdown structures, budgets and resource requirements.
• Define milestones, deliverables and risk mitigation measures in consultation with the program team.
• Align project design with donor requirements, applicable guidelines and organisational policies.

4. Vendor Identification & Selection
• Identify, empanel and evaluate vendors, contractors and service providers.
• Issue RFQs/RFPs, collect and compare quotations, and conduct technical and commercial evaluations.
• Negotiate prices, terms and delivery schedules to ensure value for money.
• Maintain a vendor database with performance records, and carry out due diligence on credentials, compliance and past work.

5. Procurement
• Manage the full procurement cycle: requisition, quotation, approval, purchase order, delivery, inspection and payment.
• Ensure all purchases follow Sahyog's procurement policy, donor norms and statutory requirements, with a transparent audit trail.
• Draft and review work orders, contracts and service agreements in coordination with legal and finance teams.
• Verify quality, quantity and specifications on delivery, and process vendor payments against verified milestones.

6. Project Implementation
• Oversee day-to-day execution at project sites, ensuring work progresses as per plan, specifications and timelines
• Coordinate with field staff, volunteers, vendors and partners to resolve operational issues quickly.
• Conduct regular site inspections and quality checks; escalate risks, delays and cost overruns early.
• Ensure adherence to safety, environmental and ethical standards on all sites.
• Manage handover of completed projects to beneficiaries or partner institutions, including training and documentation where needed.

7. Reporting
• Track project expenditure against budget and maintain accurate financial and procurement records.
• Prepare progress reports, utilisation certificates, completion reports and impact documentation for donors and management.
• Support internal and external audits and ensure compliance with FCRA, CSR and other applicable regulations, where relevant.
• Contribute photographs, data and case material for impact stories and communications.

Qualifications & Experience
• Bachelor's degree in Social Work or Rural Development or a related field; a master's degree is an advantage.
• 2-5 years of experience in project management, program implementation or procurement, preferably in the NGO, CSR or development sector.
• Demonstrated experience in site assessment, vendor management and contract administration.
• Working knowledge of procurement procedures, project management tools and budgeting.

Skills & Competencies
• Strong project planning, organisation and problem-solving abilities
• Excellent negotiation and vendor management skills
• Confident communicator with the ability to engage diverse stakeholders, from community members to senior officials
