CONTENT OF TERMS OF REFERENCE(TOR)
Title of Consultancy: Background:
The Jal Jeevan Mission (JJM)—launched in 2019—aims to provide safe and adequate drinking water to every rural household through Functional Household Tap Connections (FHTCs). As the Mission transitions from rapid infrastructure expansion to ensuring service quality, reliability, and sustainability, the focus is increasingly on source sustainability, robust operations and maintenance, water quality monitoring, climate-resilient water supply systems, and strengthening institutional capacities at state and local levels.
This new phase is centred on strengthening service delivery systems, building institutional capacity, enabling rigorous water quality monitoring and surveillance, and developing climate-resilient water supply systems. At the heart of this transformation is community ownership—empowering local populations to manage, maintain, and lead the operation of their own water infrastructure.
