Expression of Interest (EOI)
Child in Need Institute (CINI) is looking for EOI for a study on Impact Evaluation and Value for Money Analysis of CINI’s Maternal and Child Health Programme. CINI has been working for over five decades to improve maternal and child health outcomes among vulnerable populations in India. CINI currently implements programmes across seven states, including urban sites such as Kolkata and Siliguri, focusing on underserved communities.
The programme follows a 1,000-day life cycle approach, covering the period from conception to two years of age, with continued follow-up for immunization and growth monitoring.
CINI’s implementation model includes three core components:
1. Case Management
- Home visits to pregnant women and families
- Cohort tracking of mothers and children
- Individualised follow-up across the first 1000 days
2. Community Mobilization
- Mothers’ groups and fathers’ groups
- Community volunteers
- Behaviour change communication
3. System Strengthening
- Capacity building of frontline government workers
- Convergence meetings with public health systems
- Support to improve service uptake
CINI works in close alignment with government programmes, aiming to strengthen service uptake rather than duplicate public services.
Objectives of the Assignment
CINI seeks to commission a research partner to do Impact and Value Assessment.
Generate rigorous evidence to assess:
- The impact of CINI’s intervention model on maternal and child health outcomes
- The cost-effectiveness and value generated by the programme when layered onto existing government services
Central Evaluation Question
To what extent does CINI’s intervention model generate measurable improvements in maternal and child health outcomes, and does it represent a cost-effective investment when layered on existing government services?
Scope of Work
The selected partner will design and conduct a study covering the following components.
Kolkata Program Evaluation
A rigorous evaluation will be conducted in urban programme areas of Kolkata.
1. Impact Evaluation
Assess programme impact on:

- Early pregnancy registration
- Maternal nutrition practices
- Infant and young child feeding practices
- Health service utilization
- Immunization uptake
- Any other suitable
Health and Nutrition Outcomes
- Child growth indicators

2. Value for Money Analysis
- Programme costs
- Cost per beneficiary reached
- Cost per outcome achieved
- Incremental cost-effectiveness
- Equity considerations
- Social Return on Investment (SROI)

Methodology
- Quasi-experimental design (PSM / DiD/ similar preferred)
- Matched comparison communities
- Mixed-methods approach (quantitative and qualitative)
Expected Deliverables
- Impact evaluation report
- Value for Money / cost-effectiveness and SROI report
- Final synthesis report with recommendations
- PowerPoint presentation
Study Timeline
The selected partner will be expected to deliver the final report and presentation by 30th November 2026.
