About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.
About the Project: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.
Specific Job Responsibilities of the National Program Specialist (Pediatric TB).

SAATHII is seeking the services of a pediatric TB expert with proven experience. The candidate should be deeply committed to assisting the country in meeting its national goal of TB elimination. He/she should have extensive experience and knowledge of decentralised pediatric TB care at public secondary and primary health care levels, and private health sector, Child Health programs including Rashtriya Bala Swasthya Karyakram, Rashtriya Kishor Swasthya Karyakram, Child Nutrition and health programs, and integration of TB with public health programs,. He or she should be knowledgeable about health system strengthening in order to ensure the seamless integration of TB services.

The responsibilities include, but are not limited to:
• Responsible for overall design and operationalization of the program implementation and achievement of the project’s overall outputs and outcomes
• Develop SOP for implementation of Pediatric TB integrated services in public and private health sector to improve the pediatric TB screening, diagnosis and treatment
• Provide strategic support for field level integration of pediatric TB services with child health programs and generate evidence for ongoing policy changes at national and state levels
• Promote collaboration with child health programs and professional medical associations
• Enable and ensure the implementation of all pediatric TB related strategies in public and private health sector in collaboration with National Health Mission, Child health programs, Professional Medical Associations such as Indian Academy of Pediatrics, etc. across seven states and at the national level
• Offer technical support to CTD, State TB Offices through development of implementation plan, capacity building, building dashboards, and joint monitoring of progress
• Responsible for advocacy with concerned stakeholders to achieve the desired targets.
• Undertake periodic assessments and process evaluations to improve program quality and addressing gaps in progress
• Assisting the CTD, National and State Technical Support Unit, State TB Cell in national and state level consultations on Pediatric TB
• Contribute to establishing systems for Management Information Systems (MIS) related to the ACF activities and enhance use of data for operational efficiency
• Coordinate with the M&E team to ensure systems in place for streamlined reporting to CTD and GFATM; and conduct monthly review jointly with M&E team ; and implement robust systems for tracking of project targets
• Provide technical support to the regional program specialists (RPS) at PR and where needed with SR teams for ensuring smooth implementation and target achievement;
• Ensure the performance tracking of RPS and build their capacities through capacity assessments
• Coordination with diverse national team members from the areas of program, technical, monitoring and evaluation and finance
• Coordinate with other component leads and managers for integrated implementation
• Program Management
o Conduct annual, quarterly, monthly review and planning processes with the partners;
o Staff recruitment and management
o Develop program management systems to facilitate smooth implementation
o Coordination with finance and conduct program finance review at PR and SR level and facilitate re-budgeting / reprogramming as required
o Conduct monthly and quarterly planning and monthly program monitoring at national level and weekly reviews with the partners; conduct monthly progress review and ensure tracking of progress
o Ensure adherence to the program and financial systems of compliance of the GFATM, CTD and the organisation

• Develop and finalize high quality technical and project reports, process documents and IEC materials
• Preparation of monthly and quarterly reports to CTD; and six-monthly report to GFATM and ensure timely submission to diverse stakeholders
• Stakeholder management
• Interact independently with leadership of State TB program, and other implementing partners
• Advocate with the government for policy changes
• Represent the project at the state and at national level forums
• Undertaking any additional tasks associated as required to achieve the desired outcomes.

Qualifications and Skills:
o Postgraduate in Medicine, Management, Public health, Social Work or allied fields
o Atleast six years of experience in design and management of health sector projects, especially child health, nutrition, and TB projects
o Proven experience of working at national level
o In-depth knowledge of pediatric TB, child health and nutrition programs, and health systems
o Proven abilities in all areas which are detailed under roles and responsibilities section
o Excellent oral and written communication skills in English
o Additional knowledge of Hindi and regional language will be an advantage
o Proven ability to develop policy drafts, government directives, and reports that influence decision making and strengthening implementation
o Proven ability to train and mentor staff in program and technical areas and on evidence-based decision making
o Experience in and acumen for use of data (statistical inference) for program improvement and strategy formulation
o Sound computer skills, including use of Internet and MS Office™ software
o Ability to work independently and as a team player in a complex, multicultural environment
o Willing to travel, around 12-15 days, extensively across the country
o Aptitude and proven skills to manage several multi-cultural teams

SAATHII works on first, third and fifth Saturdays in a month.
Remuneration: Salary will be commensurate with skills, qualifications, years ‘of experience, and current pay scale.
