Bid Document for hiring of agency for providing Ultra-Portable X Ray Machines
About The Union:
Founded in 1920, the International Union Against Tuberculosis and Lung Disease (The Union), is a scientific non-profit institute with five scientific departments and several offices worldwide, as well as a federation of close to 3,000 organisations and individuals, who are committed to the same goals. 1. PURPOSE OF THE TENDER.
1.1 The Union hereby invites bids from eligible and qualified bidders for the supply, installation, and commissioning of Ultra?Portable X?Ray Machines. Bids are solicited under two commercial options:
(a) rental of the devices, and
(b) purchase of the devices, as detailed in the Bid Documents.
1.2 Bidders shall also furnish comprehensive cost proposals covering, at a minimum:
1.2.1 replacement of parts and consumables,
1.2.2 any additional related items or accessories, and
1.2.3insurance coverage for the machines for both rental and purchase scenarios
1.3 The Union seeks bids from original manufacturers and/or their authorized agencies duly empowered to supply, install, and service such equipment, for both the rental model and the alternate purchase model.
All bids shall be submitted under the Two?Bid System, comprising a Technical Bid and a Financial
Bid, and shall clearly bear the subject line: “Hiring of Agency for Providing Ultra?Portable X?Ray Machines.
BID SUBMISSION:
- Bids through email are invited from the reputed bidders for the aforesaid purpose. The proposal should include the "Technical & Financial" details.
- Two separate bids are required to be submitted - Technical and Financial Proposal. The interested bidder must submit their proposals in two separate emails, your email should clearly state in the subject line - "Technical Proposal – Hiring of agency for providing Ultra-Portable X Ray Machines” and "Financial Proposal - Hiring of agency for providing Ultra-Portable X Ray Machines” with all relevant documents as listed in the bid Document to procurement.usea@theunion.org latest by 31 March 2026.
- The "Technical Proposal" should include the description of the firm/organization, the firm’s general and recent experience in the field of assignment. The bidder shall ensure the preparation of Detailed Technical Bid in accordance with documentation as listed below. The Technical Bid should not contain any cost information whatsoever.
- Letter of Technical Bid as per Form provided in Section A – Bidding Forms
- Bidder Information Form as per Form provided in Section A: Bidding Forms
- Technical Compliance Sheet as per Form provided in Section A: Bidding Forms
- Documents establishing the compliance of Goods as per technical specification (i.e. Technical Brochure, Data Sheet, Certificates).
- Documents establishing bidders’ qualification in accordance with Section 6.2
- Documents establishing bidders’ qualification in accordance with Section 6.3
- Self-attested copy of GSTIN registration.
- Power of Attorney in favour of signatory of Bid.
- Disclosures on bidder letter head as per Section.3. General Disclosure.
- Any other document as required in the Bid document.
- The Financial Proposal shall include a detailed and itemized cost breakdown strictly in accordance with the instructions provided in the Financial Bid section of this RFP. Bidders shall submit pricing for the following categories:
- Rental / Leasing Option – Monthly rental or leasing cost for a contract period of twelve (12) months, inclusive of all applicable services, accessories, operational support, and obligations as defined in the Scope of Work. ii. Purchase Option – One?time capital cost for the supply of the equipment, inclusive of all accessories, installation, commissioning, and any other components specified in the Bid Documents.
- It will be at discretion of The Union to adopt either of the option or alternatively mix of machines for both options.
- Prices shall be entered in the following manner:
- The unit and total price of the Goods on DDP (Delivered Duty Paid) – Consignee Location basis.
- The price of related services as specified in Schedule of Requirements;
- Goods and Services Tax (GST) payable on the Goods and related services if the contract is awarded.
- The bidder should submit its quote in Indian Rupees only. Bids, where prices are quoted in any other currency shall be treated as non-responsive and rejected.
- Financial Proposal” shall remain password-protected, and such password will be requested from the bidder by The Union after the Technical Qualification of the Proposal submitted by the bidder.
- Bid Validity: The bid submitted by the bidders must have bid validity period of 180 days from the date of submission of proposal.
