CONTENT OF TERMS OF REFERENCE(TOR)
1. Background:
Bihar continues to face complex child protection challenges linked to poverty, seasonal migration, porous interstate borders, and entrenched socio?economic vulnerabilities. Large numbers of children move within and outside the state for labour, domestic work, marriage, or in search of livelihood opportunities with their families. This mobility places children at heightened risk of exploitative labour, trafficking, unsafe migration, family separation, and exposure to physical, emotional, and sexual abuse.
At the same time, Bihar continues to report concerns related to child abuse in homes, schools, communities, workplaces, and digital spaces. Limited awareness of reporting mechanisms, social stigma, and inadequate linkages between community structures and formal protection systems often result in under?reporting and weak follow?up of cases.
