Introduction

Our journey began in 2003 with focused initiatives to reduce the prevalence of HIV in Karnataka, and since then, our work has expanded to address a wide range of public health issues across the country. In places where health remains out of reach, held back by stigma, silence or systemic gaps, we have worked to change that reality. KHPT has been selected as a Non-Government Principal Recipient (NGPR) for The Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund), for the grant cycle 2024-2027, for the TB grant in India. The key project elements include community engagement, capacity building and technical assistance. The major interventions of the project encompass (i) TB Champion Engagement across 14 states and one UT (ii) TB Mukt Grama Panchayath activities in 13 states (iii) Nationwide Technical Assistance for Direct Beneficiary Transfer (DBT) and Pradhan Mantri TB Mukt Bharat Abhiyan (PMTBMBA) - Sustaining the adoption initiative and strengthening service delivery linkages (iv) Strengthening counselling and patient support systems. KHPT will partner with suitable organisations as Sub Recipients (SRs) in implementing the project. The Major Stakeholders include The Global Fund, The Central TB Division (CTD), State National TB Elimination Program (State NTEP) and Local Funding Agent (LFA).
KHPT is seeking applications for the following position.

State Program Officer - PMTBMBA

Total Positions: 3

Location*: 1. New Delhi
2. Assam, Nagaland, Manipur & Arunachal Pradesh
3. Tamil Nadu & Puducherry

(*All locations mentioned are tentative and can be modified at any time in consultation with the States/UT's.)

Project Period: 01-Apr-2026 to 31-Mar-2027

8-10 days travel to project locations in a month.

Qualification, Skills & Competencies
• Advanced master's degree in Social Sciences, Sociology, Program Management, Rural Development, or Public Health with more than 3 years of experience in a key position in technical assistance or managing health programs or social development programs and commendable experience in leading multi-state/national programs
• Working experience in THE GLOBAL FUND funded projects
• Working experience in collaborating with government departments, preferably health
• Experience in managing, designing, implementing, and evaluating national-level projects
• Technical/clinical expertise and/or program management skills in health-related projects, with a strong preference for candidates with experience integrating the two
• Strong preference for candidates with expertise/experience in health systems strengthening and integrated health service delivery
• Proven ability to write technical reports and program documents and deliver presentations
• Excellent oral and written communication skills in English and the ability to communicate cross-culturally
• Willingness to travel.

Roles and Responsibilities
The role of the State programme Officers PMTBMBA (Pradhan Mantri TB Mukt Bharat Abhiyan) is vital in providing Technical Assistance (TA) for the Karnataka Health Promotion Trust (KHPT) THE GLOBAL FUND Project in the State. The State programme Officers PMTBMBA (Pradhan Mantri TB Mukt Bharat Abhiyan) will be placed in the state headquarter. The position involves collaboration with the respective PMTBMBA point persons (nodal officers) of the allocated state and supporting the state through the Technical Assistance (TA) based on directions from the State and/or National Consultant.

1. Geographical Responsibility:
a. Be stationed at the state headquarters.
b. Oversee and be responsible for providing TA to the state.

2. Technical Assistance Provision
a. Provide technical assistance to the respective State National TB Elimination Programs (NTEPs) in line with the goals and objectives of Pradhan Mantri TB Mukt Bharat Abhiyan.
b. Work as part of the TA team for the KHPT THE GLOBAL FUND Project, contributing to the overall success of the project.

3. Collaboration with PMTBMBA Nodal Officers:
a. Collaborate closely with the PMTBMBA point persons (nodal officers) of the allocated states.
b. Establish effective communication channels and collaboration mechanisms to align TA efforts with state-level objectives.

4. Coordination with National Consultant:
a. Work in coordination with the National Consultant to receive and implement directions related to the Pradhan Mantri TB Mukt Bharat Abhiyan.
b. Ensure that TA activities align with the overall strategy and guidelines provided by the CTD/National Consultant.

5. Technical Assistance project implementation
a. Translate and implement strategies for providing technical assistance to the state developed by the State as well as CTD/ KHPT TA team.
b. Oversee the implementation of activities outlined in the KHPT THE GLOBAL FUND Project related to the PMTBMBA in the assigned state.
c. Ensure that the assigned state is aligned with the goals and objectives of the PMTBMBA.
d. Offer strategic direction, guidance and support to state teams in the PMTBMBA activities especially the Nikshay Mitra engagement
e. Support State NTEPs for capacity building of NTEP key officials on PMTBMBA
f. Implement quality assurance measures to ensure the effectiveness and impact of project activities in the respective states
g. Work towards achieving the desired outcomes of the PMTBMBA in the assigned states.
h. Engaging new Ni-kshay Mitras - Identify and engage with new organizations/institutions/individuals, etc and register them as Ni-kshay Mitras
i. Develop a mechanism to follow-up with existing Ni-Kshay Mitras and ensure they provide support as per their commitment
j. Encourage existing Ni-kshay Mitras to continue support once their commitment ends
k. Identifying NGOs/SHGs/Distribution & implementing partners and ensure they are linked to Nikshay Mitras and deliver nutrition kits
l. Create an institutional mechanism for receiving donations from Ni-Kshay Mitras who would like to provide only certain amount of money one time
m. Strengthen and establish robust food basket distribution channel and ensure timely delivery of food kits as well as ensuring quality food kits
n. Engage with existing and new Ni-kshay Mitras and for providing vocational training/rehabilitation to TB patients/families
o. Ensure efficient data recording and reporting in Ni-kshay
p. Data analysis and feedback to districts on KPIs related to PMTBMBA

Reporting
The State Consultant will be reporting to the National Consultant PMTBMBA, KHPT, Delhi.

The compensation for the above-mentioned position/s will adhere to internal policies and market standards, determined by qualifications, relevant experience, budget availability, internal parity, and interview performance
