JobPurpose
To deliver comprehensive primary eye care services at facility and community levels, support outreach and school screening programs, and contribute to reduction of avoidable blindness through early detection, treatment and referral.
Key Accountabilities
Support effective field-level implementation of project activities across assigned blocks.
Contribute to reducing avoidable blindness through coordination with frontline workers and community mobilization.
 
Ensure efficient use of resources while following program guidelines and ensuring timely delivery of services.
Organization STRUCTURE
 
The position of Optometrist / Ophthalmic Assistant reports to the District Project Manager and is responsible for overseeing all management of the vision centre and community outreach activities in their assigned block. Work closely with CHWs, ASHAs, local health facilities, and community stakeholders to ensure effective delivery of comprehensive eye health services. The role requires regular reporting, coordination, and engagement with the block team, block health officials, and the local community.
 
 
PrimaryResponsibilities


A.               Quality Service Delivery
  • Conduct comprehensive quality eye examination at the CHCs/PHCs/Camps and Schools.
  • Conduct fresher and refresher training sessions on primary eye care for frontline workers focusing on screening, referral and awareness generation.
  • Ensure all spectacles dispensed spectacles are checked and verified before dispensation to adults and children.
  • Ensure >90% of the cataract follow-up cases are assessed and data is captured in the MIS, flag issues faced on quality visual outcomes and refer to the district hospital.
  • Visit to the 100% of the BLBC operated cases for data validation and verification to ensure quality documentation of the CBBF process.
  • Assess the spectacles compliance data filled by Health workers and flag issues to the District Project Manager.
  • Ensure all identified cases and referral patients are counselled for reporting and aware of the eye problem detected and the next line of treatment. 
B.               Planning and Coordination
  • Assist in developing and implementing monthly and quarterly plans of the vision centre.
  • Work with the District Project Manager to prepare and execute activity plans tailored to the vicinity of the vision centre. Ensure timelines, targets, and available resources are clearly mapped and followed.
  • Participate in planning meetings with the district/block team and ensure block-level alignment.
  • Attend regular coordination meetings to stay updated on project goals and contribute local insights. Align vision centre activities with the broader block/district strategy for eye health services.  
C.                  Project Implementation and Engagement
  • Coordinate with CHWs and frontline workers, work closely with frontline health workers to ensure timely identification and referral of individuals with eye conditions to vision centre.
  • Facilitate regular communication and coordination between community and health facility staff.
  • Conduct regular field visits to monitor awareness, referral, and treatment processes. Visit villages, schools, and health centers to observe the effectiveness of awareness and service delivery activities. Identify gaps and provide on-the-spot support or report issues to the DPM.
  • Support the CHWs on mobilization of communities for outreach camps, screenings, and follow-ups. Organize and lead local efforts to inform and encourage people to attend eye camps and follow-up visits. Ensure special focus on hard-to-reach areas and priority populations.
  • Facilitate counseling of identified patients to undergo surgeries.
  • Ensure quality and comprehensiveness of eye health services at the vision centres and community outreach of eye health services.
  • Extend support to the trainings of the frontline workers, PRI members and other stakeholders on primary eye care services.
  • Facilitate the data verification of CBBF declaration process in the field.
  • Ensure follow-up of the cataract patients and quality surgical outcomes.
  • Document and maintain all vision centre records, update regularly and quality data capturing.
  • Conduct outreach and school screening through Mobile Eye Van by organizing community and school screening camps, facilitating early detection of refractive errors, cataract, and other eye conditions and supporting transportation of cataract patients to base hospitals for surgery.
D.               Monitoringand Reporting
  • Track daily/weekly progress of screening, referrals, and surgeries of the vision centre.
  • Support data collection and timely entry into the MIS. Collect accurate data from field activities and coordinate with the data entry team or enter directly into the MIS. Ensure timely reporting to avoid delays in project tracking.
  • Assess the quality and consistency of eye care activities carried out by frontline workers. Provide feedback and support for improved performance when necessary.
  • Submit monthly reports to the District Project Manager and compile activity updates, challenges, and success stories into a structured monthly report.
  • Identify problems such as low turnout or referral dropouts and report them promptly. Propose practical solutions to improve programme efficiency and service delivery.
E.               Communication and Documentation
  • Capture success stories, photos, and community feedback. Collect real-life stories, testimonials, and visuals that highlight the impact of the program. Gather honest feedback from beneficiaries to reflect community experiences.
  • Document key activities, field challenges, and good practices and maintain clear records of major events, issues faced, and innovative solutions used in the field. Use these records to inform reporting and future planning.
  • Maintain a database of key statistics and beneficiaries at the block level. Keep updated records of screened individuals, referrals, surgeries, and follow-ups. Ensure data is organized and easily accessible for reporting and analysis.
F.               Capacity Building
  • Facilitate block-level training sessions for ASHAs and other health workers. Conduct structured training programs to build the knowledge and skills of ASHAs and health workers in primary eye care and community engagement. Ensure active participation and practical demonstrations during sessions.
  • Participate in training programs organized by the block/district team. Attend capacity-building workshops and orientation sessions conducted by higher-level teams. Apply the learning to strengthen field implementation and support other team members.
  • Conduct refresher training and awareness sessions at the village level. Periodically, revisit villages to provide follow-up training and reinforce key messages. Address any knowledge gaps and update workers on new practices or tools.
  • Ensure knowledge dissemination to local health volunteers and workers. Share updated information, guidelines, and materials with health workers to keep them informed and capable. Use simple and effective communication methods to support learning.
G.     Qualifications/KnowledgeandExperience
  • Diploma or Degree in Optometry from recognized institution or University.
  • Minimum 3-5 years of experience in health/community-based projects, preferably at reputed eye care institutions or government.
  • Well versed with all the clinical protocols of eye care
  • Knowledge of local language and context is essential

  • Excellent Communication Skills: Demonstrated proficiency in both oral and written communication in English, including the ability to create and deliver clear, compelling presentations for diverse audiences.
  • Strong Analytical Abilities: Ability to synthesize data and insights to inform strategy, monitor progress, and evaluate outcomes effectively.
  • Interpersonal and Networking Skills: Strong ability to build and maintain relationships with internal teams, external stakeholders, and partners; adept at collaboration and stakeholder engagement.
  • Technical Proficiency: High-level competency in MS Office tools (Word, Excel, PowerPoint, Outlook), including the ability to create professional documents, analyze data, and design presentations.
  • Multitasking and Problem-Solving Abilities: Demonstrated success in managing multiple priorities in dynamic environments, with a proactive approach to identifying and resolving challenges.
 
WorkingConditionsandJobRequirements
  • Based at Singrauli district / block head quarter
  • Will be required to travel to intervention villages for community outreach, data verification for CBBF declaration and review meetings.
  • Will represent Operation Eyesight at the local level and must uphold its values in all community engagements.
  • Personal two-wheeler for field travel or prepared to travel using public transport mode
  • Personal smart mobile phone to be used for the following: -
  • recording and monitoring project data on platforms like Google Forms and any other apps
  • being part of various official groups on phone apps
  • recording photographs/videos for project’s success story documentation
