Position Overview:
 
Manager, Literacy position will be based at New Delhi, Country Office, and report directly to the Director, Literacy. The position will play a critical role in strengthening and implementing RtR’s Literacy Program by providing high-quality technical support, contributing to program design, and enabling effective system strengthening in partnership with state governments. This position will involve frequent travel to field offices, as well as regular interaction with education officials, partners, school administrators, teachers, and students.
 
Responsibilities:
 
Program Design and Technical Support:
  • Develop a thorough understanding of RtR’s Literacy program design.
  • Contribute to the preparation of conceptual notes, logical framework/results framework, operation manuals/guidance and related tool kits in local language.
  • Contribute to contextualizing the Worldwide Implementation and Professional Development
  • Modules and other documents/guidance provided by the Global Professional Development and
  • Technical Assistance team.
  • Carry out necessary revisions in program design and activities based on feedback from the field and results emanating from reading assessments and library indicators.
  • Determine topics for research and further analysis, both at the local/field level as well as at the country level.
System Strengthening and Government Engagement:
  • Provide technical support to the states in System Strengthening and knowledge transfer.
  • Provide technical support and assistance to the state team in system strengthening, Effectively conceptualizing and executing I Do/We Do/You Do interventions.
  • Contribute in the co-creation of foundational literacy resources with State Education Department.
  • Support in developing state strategy for teacher capacity building, monitoring, and assessment systems based on the revised design.
  • Contribute in policy (NEP/NIPUN/NCF) level strategic discussions with State Officials and State
  • team and represent the organization and its approaches.
  • Develop detailed implementation plans for program interventions and support the state in negotiation of such plans with the respective state governments.
  • Develop/refine state team capacity building on policy level, pedagogical level, and teacher training facilitation skills with the Facilitator Guides.
Training and Capacity Building:
Develop training plans, growth frameworks, training content, trainer manuals, and participant handbooks for all the various types of trainings planned for the teachers and head teachers.
Attend training and review meetings for teachers and field team. World Change Starts with Educated Children® Monitoring, Assessment, and Data Use:
  • Keep track of progress towards the agreed outcomes.
  • Analyse data from reading assessments and library rating indicators to determine trends and identify areas that need more focused attention. Review and revise program design, materials, and training content accordingly.
Coordination, Communication, and Documentation:
  • Regularly communicate with Operations, RM&E, Administration, Finance, and HR teams at the Country Office and State levels to ensure smooth implementation of program activities.
  • Communicate with Global Office and other external stakeholders as needed.
  • Contribute to the preparation of various reports, budget reviews, forecasts, and documentation of good practices.
  • Miscellaneous:
  • Undertake any other work assigned from time to time to meet the technical needs of the organization.
Qualifications:
 
Required:
  • Minimum of a Bachelor’s degree in any discipline; a B.Ed. or a specialized degree in Education/Training will be an added advantage.
  • At least 10-12 years of professional experience in the development sector, particularly in government engagement, with relevant experience in school education or large-scale education projects.
  • Proven experience of working with government stakeholders at the district and/or block levels is essential.
  • Strong understanding of government systems, protocols, administrative processes, and education governance structures.
  • Demonstrated ability to analyze data and generate actionable insights for planning, monitoring, and decision-making.
  • Excellent verbal and written communication skills in Hindi and good proficiency in spoken and written English.
Preferred:
  • Ability to work collaboratively with multiple stakeholders, adapt to dynamic environments, and travel frequently to blocks and districts as required.
  • Prior experience of working in a non-profit organization that is focused on maintaining high quality work and low overhead.
  • Prior experience in a fast-paced, growth-oriented global or regional organization.
