Background
Under Global Fund for fight against AIDS, Tuberculosis and Malaria (GFATM) Round 2024-27, National AIDS Control Organization selected Family Health India (FH India) as a Sub Recipient (SR) for Capacity Building Project in two regions of India (South and Northeast). Capacity building Project will contribute to strengthening key components under NACP-V to enhance its effectiveness in addressing the HIV/AIDS epidemic across India's diverse landscape especially in the Southern states. Through strategic investments in prevention, treatment, stigma reduction, capacity building, and research, Capacity Building Project can make significant strides towards achieving its goals of reducing HIV incidence, improving the quality of life for those affected, and ultimately ending the epidemic in India.
 
Goal:Enhance the training skill, knowledge, and capacity of all the cadres under NACP to strengthen the Current phase of program implementation across 36 Indian States/Union Territories to achieve 95:95:99 targets.
 
Objectives:  
  1. Create, collate and consolidate comprehensive and customized training packages designed to address the specific needs and roles of all the cadres involved in current phase of NACP. 
  2. Enhance the holistic knowledge of all Cadres on NACP as well as build technical knowledge and skillbased competencies on different thematic areas to achieve a uniform level of knowledge across different regions of the country.
  3. Develop strategies to ensure the continuity and sustainability of training initiatives beyond the project phase through institutionalizing training programs, and ensuring a robust system of program implementation within healthcare systems.  
Role Overview
 
The Documentation & M&E Specialist will provide overall technical oversight for all data management, documentation, and monitoring & evaluation (M&E) activities under the GFATM Capacity Building Project of FH India.
 
The incumbent will be responsible for systematically receiving, compiling, validating, and analyzing data related to capacity-building activities conducted across 16 States/Union Territories. This includes reviewing training reports, Monthly Progress Reports (MPRs), and other technical documentation.
 
H/She will support the Central Technical Team in ensuring the quality, accuracy, and consistency of data across reports and will provide technical guidance to state teams to strengthen data quality and documentation standards.
 
The position will be based in New Delhi and will report to the National Team Leader of the project.
 
Key Responsibilities
 
1. Ensuring Quality and Timely Submission of Training Reports  
  • Coordinate with State/UT teams to ensure submission of training reports within agreed timelines following each training. 
  • Review and verify data included in reports against original supporting documents. 
  • Ensure all training reports meet required standards in structure, format, language, and presentation.  
2. Ensuring Quality and Timely Submission of Monthly Progress Reports (MPRs)  
  • Coordinate with State/UT teams to ensure timely submission of MPRs in accordance with project protocols.
  • Validate data for accuracy, completeness, and consistency with previous submissions and related reports from SACS. 
  • Ensure MPRs adequately capture program gaps, progress, and areas for improvement based on realtime data and contextual analysis.   
3.Documentation of Good Practices and Innovations  
  • Support State teams in drafting reports on good practices and innovations for review by the Central Technical Team. 
  • Provide guidance on identifying and conceptualizing innovative practices within program implementation. 
  • Collaborate with the Central Team to develop well-structured, high-quality documentation for dissemination and showcasing. 
  • Identify opportunities for innovation through data analysis and guide State teams in implementing them. 
      4. Preparation of Analytical Reports and Forecasting for Gap-Filling Activities  
  • Guide State/UT teams in quality assurance and analysis of critical data to identify program gaps and support needs. 
  • Facilitate technical discussions on data-driven forecasting and strategies for addressing identified gaps. 
  • Support the National Technical Team in preparing analytical reports on emerging challenges and recommended interventions.  
5. Analysis of Epidemiological and Program Data to Achieve 95:95:99 Targets  
  • Collaborate with the Central Team to conduct in-depth analysis of state-level data to identify gaps in achieving the 95:95:99 targets. 
  • Provide technical guidance to State/UT teams in prioritizing and tailoring training interventions based on data insights. 
  • Identify unmet and emerging capacity-building needs across thematic areas through systematic data analysis.   

Qualifications & Experience   
  • Master’s degree in Health Sciences, Social Sciences, Biostatistics, or a related field.  
  • Minimum of 8 years of experience in M&E, data management, or related roles in HIV/AIDS or public health programs, preferably within national programs. 
  • Demonstrated expertise in data quality management, data triangulation, and evidence-based program planning. 
  • Advanced proficiency in MS Office and working knowledge of statistical analysis software. 
  • Strong documentation skills, including the ability to produce high-quality reports and presentations within tight deadlines.   

Desirable Skills and Attributes   
  • Sound understanding of systems and operations within NACP, including service delivery outlets, SACS, and NACO. 
  • Strong interpersonal and teamwork skills. 
  • Willingness to travel extensively as required. 
  • Fluency in English and Hindi; knowledge of regional languages is an added advantage.  
COMPENSATION
 
Compensation levels at Family Health India are equivalent to market rates within the development sector. However, offers shall be based on salary history, relevant experience, and qualifications.
