IHAT PURPOSE AND PRIORITIES
India Health Action Trust (IHAT) was instituted in 2003 and our vision is to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Karnataka, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
ROLE PURPOSE
The M&E Specialist will lead and provide strategic oversight and technical leadership to strengthening data driven decision making across IHAT supported programs. The role will be responsible for integrating data systems, leading advanced analytics, ensuring data quality, and translating insights into program and policy action.
The position will work closely with government counterparts and program teams to institutionalize data-driven decision-making and enhance program performance across RMNCHN, TB, CPHC, NCD and health systems strengthening.
DIMENSIONS OF THE ROLE
Strategic Data Analysis and Program Insights
- Conduct strategic analyses to generate programmatic insights that support improved service delivery for RMNCHN, TB, CPHC, HSS & Tribal health initiatives in Madhya Pradesh.
- Formulate and address key strategic questions to guide program design, using insights derived from data analysis.
- Lead data synthesis from various sources—primary (internal program assessments, program generated data), administrative data on service statistics and secondary (NFHS, AHS, DLHS, NSSO, DHS, SRS etc.)—to develop program intelligence and guide program design
Knowledge Generation and Technical Documentation
- Lead/coordinate key programme reviews, baselines and evaluations/end-line surveys and action research commissioned in the state.
- Collaborate with program teams (State, divisional and district levels) to generate actionable data insights, identify opportunity gaps, and design research questions to inform program strategy and planning
- Develop study designs and robust M&E frameworks, while systematically tracking and analysing outcomes to inform program teams for adaptive strategy and continuous improvement.
- Collaborate with program and knowledge management team in preparing technical documents, policy briefs, and infographics based on evidence from analyses, supporting knowledge sharing and advocacy efforts.
- Maintain a comprehensive repository of health data sources to aid IHAT and government stakeholders in data-driven decision-making.
- Contribute M&E content for IHAT’s website and knowledge management initiatives, enhancing the visibility of program outcomes and insights.
- Contribute to the development of peer-reviewed scientific publications and manage technical publication agenda for IHAT’s team in Madhya Pradesh.
Program and Government Collaboration
- Provide targeted support to strengthen government data systems and ensure quality data for decision-making during review meetings
- Conceptualise, plan and lead data quality assessments to strengthen data systems and catalyse training of government data managers on data quality
- Coordinate with key stakeholders within the State NHM (M.P), Department of Public Health & Medical Education, intervention medical colleges, and relevant departments like Tribal Welfare, to align M&E activities with program objectives.
- Engage with internal and external stakeholders to ensure effective M&E processes, supporting IHAT’s objectives and enhancing government data systems where necessary.
- Design monitoring tools, prepare reports and dashboards for programme monitoring, donor reporting and for supporting government reviews
Data Management and Reporting
- Oversee data management, including downloading, compiling, cleaning, matching, triangulation, analysis, and presentation, using government data systems such as HMIS, RCH-ANMOL, Nikshay, and NCD portal and program data sets
- Support the team in designing M&E frameworks and reporting structures for IHAT’s programs, aligning with program priorities and donor requirements.
- Identify and address data quality issues, ensuring the accuracy and reliability of information used for monitoring and program improvement.
Capacity building and mentorship
- Guide and mentor internal M&E staff ensuring adherence to quality standards in data collection, management, and analysis to strengthen project outcomes
- Strengthen the capacity of program teams at district and block levels by training them on effective use of data.
Additional Responsibilities:
- Adhere and contribute to organization’s Gender Equality, Diversity and Inclusion and safeguarding and PSHEA initiative.
- Any other work given by the line manager or organization from time to time
QUALIFICATIONS
Experience
- Post graduate degree in Statistics, Demography, Population Studies, Economics or a related field.
- Minimum 5-6 years of relevant experience of working as M&E, data analytics in public health programs.
- Demonstrated experience in leading data analysis, generating actionable insights, and translating evidence into program and policy recommendations.
- Strong hands-on experience with government health data systems such as HMIS, RCH/ANMOL, Nikshay, and NCD portals, including data validation, and triangulation.
- Strong analytical, communication, and technical writing skills.
- Proficiency in data analysis tools (e.g., Excel, Power BI/Tableau, STATA/R or similar) will be an added advantage.
- Experience in designing M&E frameworks, indicators, dashboards, and data quality assurance mechanisms.
- Good understanding of the structure and functioning of NHM and state health systems.
- Proven experience in supporting data-driven reviews and decision-making processes.
- Fluency in Hindi and English.
