Background
Doctors Without Borders India (DWBI)/Médecins Sans Frontières provides medical assistance during natural and manmade disasters through establishment of healthcare centres, implementing medical programs for critical illnesses on its own or with partners, working for creating medical awareness and capacity building and carry out/sponsor research to provide strategic input on relevant medical treatment options in India.

DWBI offers assistance to people in need, irrespective of race, religion, gender or political affiliation.

GENERAL

Location: New Delhi

Number of positions available: 1 (full-time position)

Availability: 12 months, with possible extension

Starting date: ASAP

HR & Benefits:
Salary: INR 95,900 gross/ month (NON-NEGOTIABLE) and secondary benefits (pro rata) as per policies:
• 30 days annual leave, 12 days of National Holidays (all leave types will be pro-rated based on hire date) & Sick leaves are as per the Medical guidelines of DWBI
• 13th month salary benefit (pro-rated based on hire date)

Main purpose of Post:
Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to DWBI protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medi-cal care for patients and their communities as well as to improve the health conditions of the targeted population

Functional and Hierarchical Lines:

The position is hierarchically and functionally answerable to Medical Coordinator

Responsibilities/Accountabilities:

• Assisting in the implementation of DWBI protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
• Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
• Support the projects for ensuring proper medical follow up of referred patients in collaboration with the projects.
• Supporting the project teams and participating in the management of the medical team (recruitment, training, mon-itoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the medical team members and promoting communication.
• Applying the employee health policy and participating in the evaluation of hospital structures that can serve as ref-erence structures for national and international staff. Participating in the medical monitoring of DWBI personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
• Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports.
• Performing other duties at the request of Medical Coordinator (exceptional strengthening- detachment of a field team, involvement in evaluations, etc.)

DWBI Section/Context Specific Accountabilities

Mission medical reporting and HMIS Technical Focal Point:
• Verification of data completeness and accuracy in project data entry.
• Qualitative and descriptive analysis of HMIS and Excel data of the projects.
• Analysis of epidemiological surveillance data and maintenance of up-to-date line lists in collaboration with the Project Medical Referent (PMRs) and Data staff
• Data correction, feedback to projects, and provision of formative supervision to PMRs on Health Management Information System (HMIS) as needed.
• Review and validation of HMIS data across all mission reports.
• Provision of weekly feedback and analyses to PMR based on HMIS and Excel mission data.
• Provide feedback to projects about all medical reports (Weekly point info, Monthly medical Sitrep etc) and share with Medical Coordinator (MedCo)

Mission focal point for referrals
• Support the MedCo in the validation and follow-up of patient referrals from project level to tertiary health care facilities, ensuring medical appropriateness and continuity of care.
• Act as a focal point for referral coordination from the capital, liaising regularly with field projects to review and validate planned referrals before or after transfer to higher-level care.
• Maintain regular communication with projects to follow up on referred patients, including clinical status, evolution, quality of care received, and any operational or medical challenges encountered.
• Monitor and collect information related to the cost and quality of care of referred patients, in collaboration with projects and administrative/finance teams when needed.
• Provide structured feedback to the MedCo, highlighting key issues, gaps in referral pathways, and opportunities for improvement.
• Support projects in the development of referral analysis, reports, and dashboards, ensuring data quality and facilitating evidence-based decision-making at coordination level.


Medico-Operational Strategy
• Monitoring the update and implementation of new DWBI medical protocols across the mission.
• Tracking updates to national protocols and disseminating relevant information to MedCo.
• Support for monitoring the implementation of various mission strategies and innovations (non-communicable disease (NCDs), Community activity, Mass Casualty Plan (MCP) Emergency Preparedness and Response (EPREP) in collaboration with MedCo and PMRs.
• Providing technical support to projects to ensure quality of care, including rational drug prescription, mortality review (death audits) and analyses, rational use of medical consumables items, encourage proper us of telemedicine (TLM), Celo AP, IPC measures, and patient safety.
• Support MedCo by giving inputs in the medical strategies based on national / regional context.
• Supporting mission epidemiology activities, including epidemiological analyses and surveillance
• Participation in the analysis of medical and non-medical needs for procurement by cross checking consumption versus data to ensure rational drugs use.
• Representing DWBI in external meetings with humanitarian actors and MoH, delegated by the MedCo.

Human Resources (HR) Support
• After certain period of coaching by MedCo ensuring coverage gaps for MAM/Medical Doctors across projects by ensuring daily and regular activities with close MedCo support.
• Support project in medical staff recruitment process, (updating JD, written examen, interview …)
• Conducting medical briefings for newly recruited locally hired staff,
• Participation in the analysis of human resource needs within the medical department.
• Support mission for responding to any medical humanitarian emergency (IDPs, outbreak, natural and manmade disasters in assessment / response activities)
• Supporting medical coordination in regular stakeholder mapping, including the Ministry of Health and other NGOs.

Staff Health and referral focal point:
• Support MedCo and PMRs for updating and implementing national staff health policies
• Support MedCo for checking and validating the medical reimbursement (invoices and prescriptions) with a proper follow up
• Support and orient International Mobile Staff (IMS) for any medical care needs in the mission and support MedCo for any Medical Evacuation (MEDEVAC) as required
• Support MedCo and PMRs for approving referral to Tertiary health facility in both projects and support for monthly analysis of referrals.

In collaboration with MedCo, monitor and implement the prevention policy for all staff and (prevention through advice, vaccination and preventives measures for air pollution, etc.)

Requirements:
Education
• Medical Doctor diploma or equivalent in a related allied health

Experience
• Training or experience in tropical medicine and/or public health
• Previous experience working with INGO or LNGO desirable
• Emergency experience
• Minimum 2 years’ experience

Languages
• Mission language essential (English). Local language desirable.

• Essential computer literacy (word, excel, internet)
