- Qualification: Master’s degree in Social Work, Rural Management, Development Studies, Gender Studies, or related field
- Experience Required: 8–12 years of experience in development sector programs.
- Strong experience in at least two of the following areas:
- Women’s livelihoods and women-led enterprises
- Gender equality and GBV prevention
- Community institution strengthening
- SRLM/SHG ecosystem
- Demonstrated experience managing field teams and multi-location programs.
Skills and Attributes
- Strong understanding of gender, GBV, and women’s empowerment frameworks
- Experience working with SHGs, federations, and community institutions
- Program management and team leadership

Key Responsibilities
Program Implementation & team management
- Lead the implementation of project activities across selected tea garden communities.
- Develop detailed field-level operational plans, implementation calendars, and monitoring mechanisms.
- Supervise field teams including community mobilizers, facilitators, and project coordinators
- Ensure timely and quality implementation of community training, group sessions, and awareness campaigns.
- Support operationalization of community-based platforms such as SHGs, adolescent groups, and leadership forums.
- Drive integrated delivery of livelihoods, gender equality, and GBV interventions at the community level.
- Strengthen women’s economic participation through enterprise development, financial literacy, and market linkages.
- Lead interventions on gender norms transformation, rights awareness, and GBV prevention and response.
Capacity Building & Training Systems
- Ensure community mobilizers deliver regular training sessions through SHG and group platforms as per the project training plan.
- Support training of Gender Facilitation Centre staff and local leadership structures.
- Ensure use of participatory tools and community learning methods.
District-Level Planning, Representation and Institutional Convergence
- Build partnerships with key stakeholders.
- Facilitate joint planning meetings,. district coordination meetings.
- Strengthen engagement with SRLM district units and tea garden management, local administration and key stakeholders to ensure accessible services for women and adolescents.
- Represent the project in district-level coordination forums with government departments, SRLM structures, and other relevant stakeholders.
Monitoring, Learning & Reporting
- Track program progress through field monitoring systems.
- Ensure quality data collection through project MIS and monitoring tools along with reviewing the data from field teams and support course correction.
- Based on the data received and learnings, develop monthly field reports.
- In addition to the documents above, prepare the following documents: case studies, community success stories, learning insights.
- Contribute to donor specific reports, review meetings, and learning documentation.
About the Project
PCI India is implementing a multi-year initiative to build safe spaces and strengthen agency, wellbeing, and economic participation of women and adolescent girls in tea garden communities of Darjeeling.
The district Lead will anchor end-to-end field implementation, ensuring high-quality execution of interventions related to women’s livelihoods, gender equality, GBV prevention and response, community engagement, and institutional convergence.
The role requires strong leadership in community systems building, field team management, partnerships with government systems, and program monitoring.
She/he will supervise field teams, ensure implementation of training and community processes, and strengthen linkages between livelihood pathways, safe spaces, and gender-responsive support services.
The role will also support operationalization of the Gender Facilitation Centre model, which functions as a community hub for counselling, rights awareness, livelihood linkages, and referrals.

Recruitment Process
- Applications will be shortlisted based on the criteria mentioned in the job description.
- The process may include a presentation of the assignment.
- Shortlisted candidates will be invited for one or more rounds of panel interviews.
The complete process usually takes 2–3 weeks. Candidates moving to the final round will hear from the People & Culture team. In?person meetings are preferred, but virtual meetings are conducted where distance is a constraint.
