Duty Station: The consultant can be based anywhere in India, will work with the UN ORGANISATION team in Delhi, with regular travel to supported states and Behavioral Insights Units (BIUs), including Telangana, Assam, Rajasthan, Jharkhand, and Chhattisgarh, as well as to partner academic institutions in Madhya Pradesh, Odisha, Uttar Pradesh, and Bihar.

CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
UN ORGANISATION is institutionalizing use of Behavioral Insights (BI) within Social and Behavior Change (SBC) programming across multiple states in India. This includes strengthening Behavioral Insights Units (BIUs) in states such as Telangana, Assam, Rajasthan, Jharkhand, and Chhattisgarh, while also building technical capacity of academic institutions in Madhya Pradesh, Odisha, Uttar Pradesh, and Bihar to support evidence generation, research, and training on SBC and BI.
Despite progress in sectoral outcomes, several states in India continue to face persistent challenges in nutrition, health, education and child protection indicators, driven in part by gaps in the design and delivery of behavior change interventions. SBC efforts often remain fragmented, with limited integration of behavioral science, inadequate use of data for decision-making, and insufficient institutional capacity to design, test, and scale interventions.
Behavioral Insights offers a structured, evidence-based approach to addressing these challenges by applying behavioral science principles to SBC programme implementation. The establishment of BIUs within government systems provides an institutional mechanism to embed behavioral diagnostics, human-centered design, rapid experimentation, and adaptive learning into programme cycles.
In parallel, strengthening academic institutions as technical partners is critical for sustaining these efforts. Academic partners can play a key role in advancing research, supporting intervention design and evaluation, and building a cadre of skilled practitioners in SBC and BI.
In this context, UN ORGANISATION seeks to contract a consultant to provide technical assistance to both government and academic partners to strengthen BIU functionality, enhance the quality of SBC programming, and build sustainable systems for evidence generation, capacity development, and scale-up of behaviorally informed interventions across states.
