TENDER NOTICE
1. Background
The United Nations Sustainable Development Goal 6 (SDG 6) focuses on ensuring availability and sustainable management of water and sanitation for all. A key target (6.2) emphasizes achieving adequate and equitable sanitation and ending open defecation, with special attention to women, children, and vulnerable groups.
In India, significant progress has been made under programs like Swachh Bharat Mission (Gramin), where most rural areas have been declared Open Defecation Free (ODF). However, field evidence shows that:
Many existing toilets are non-functional, poorly designed, or lack water supply Issues like pit filling, structural damage, poor containment, and lack of maintenance persist In several cases, toilets are constructed but not used due to usability and hygiene concerns Vulnerable households still face accessibility and dignity issues Studies highlight that availability of toilets alone is insufficient—quality, safety, and sustainability of sanitation systems are equally important.
Objectives and Block Profile
- Upgrade non-functional or partially functional toilets
- Improve structural stability, ventilation, and user safety
- Ensure water availability and proper drainage
In peri-urban and rural areas like Chahaniya Block (Chandauli), rapid population growth, water stress, and inadequate fecal sludge management further aggravate sanitation challenges. This creates a need to upgrade (retrofit) existing sanitation infrastructure rather than only constructing new units.
In Block Chahaniya, the villages Bisupur, Chakara, and Derwa Kala are affected by floods from the Ganga River. During floods, the leach pits of toilets get submerged in water, which causes water pollution and makes the toilets non-functional. As a result, villagers must travel to distant and higher places arranged by the government for toilet use, causing inconvenience and difficulties to the community.
To solve this problem permanently, it is proposed to construct bio-digester tanks and carry out retrofitting work of toilet rooms. This will help keep the toilets functional even during floods, prevent water pollution, and provide safe and convenient sanitation facilities to the community.

- The Proposal must be on the company letter head with date, signature and company seal. (It is to be signed by the authorized person).

- The Proposal to be submitted as two separate attachment – 1. Technical proposal as per the BOQ and Financial proposal in non-editable PDF Format.
- The proposal must have the subject mentioning the village name given in the table below of point 12.
- THE PROPOSAL MUST BE SUBMITTED AS A SEPARATE ATTACHMENT FOR EACH VILLAGE
- (four attachments). Kindly recommend the BOQ given.
- Proposals received after due date will not be considered.
- Financial proposals must be submitted with inclusive of applicable taxes and mentioning the validity of the quoted rate.
- All terms and conditions must be clearly mentioned in the proposals.
- Incomplete proposals shall not be considered.
- The work shall be completed on or before 20 July 2026
- Payment shall be released based on the actual work completed and verified.
