CONTENT OF TERMS OF REFERENCE (TOR)
1. Background:
Odisha is the 11th largest state in India with 40% population belonging to SC and ST communities. Of the total population, 1.4 crore (33%) are children under 18 years with 83 lakhs (19.7%) between the ages of 10-19 years (adolescent). It is also noteworthy that 85% of all children in the state live in rural areas. Considerable progress is made in several social and development sectors as revealed by the recent NFHS 5 survey outcomes. Odisha has 20.5% child marriages compared to 21.3% in NFHS 4, which is lower than the national average of 23.3%. However, despite these achievements, according to the NITI Ayog’s Multi-dimensional Poverty Index, 30% of the State’s population is multidimensionally poor, with poverty levels significantly high in tribal areas. Poverty has a direct and adverse impact on children by increasing their vulnerabilities many folds. Therefore, Odisha is very high on distress migration, child labour, child marriage, teen age pregnancy and violence against children. The sex Ratio at Birth (SRB), declined to 894 girls per 1000 males. 7.6% of adolescent girls in Odisha are pregnant or mothers by the age of 19. Crimes against children increased from 6330 in 2020 to 7899 in 2021 according to NCRB; sexual offences registered under POCSO increased from 2202 to 2498 in the same period. Similarly, crimes against women also witnessed an increase in number of registered cases from 25,489 to 31,352 from 2020 to 2021.
To address the above-mentioned vulnerabilities and ensure protection of Children in Odisha, there is a need to strengthen both institutional preventive and response mechanism. Including, quality coverage, linkage, and implementation of various government schemes and sponsorship programs for vulnerable children. Further, facilitate and strengthen alternative care and aftercare programs, develop, and monitor state-specific action plans aligned to the state child policy while ensuring the implementation of child protection programs and schemes through trained and capacitated functionaries. Therefore, the consultant will work with the Department of Women and Child Development (DWCD) to support and strengthen the below -mentioned child protection schemes, initiatives and institution.
Under Mission Vatsalya - District Child Protection Units (DCPU), Child Welfare Committees (CWC), and Juvenile Justice Boards (JJB) across all 30 districts of the State; 230 childcare institutions (CCIs) in the state that house children in need of care and protection and children in conflict with law. Special targeted schemes and programmes for reaching out to vulnerable children like Biju Kanya Ratna Yojana, Ashirbad Scheme, sponsorship, foster care, Advika.
