Job Description
1 Project Overview
Impact Assessment Study on Mixed Land Use Provisions in the Uttar Pradesh Model Building Construction & Development Byelaws & Model Zoning Regulations 2025: The Government of Uttar Pradesh has introduced provisions for mixed land use under the Model Building Construction & Development Byelaws and Model Zoning Regulations 2025 to promote efficient land utilization, reduce travel demand, and support compact urban growth. Given the recent introduction of these provisions, there is a need to assess the: (1) Extent of adoption by Development Authorities (3) Effectiveness of implementation (4) Early impacts on spatial planning, economic activity, and citizen experience. This study aims to provide an evidence-based assessment and actionable recommendations.
2 Qualification
Master’s Degree in Urban Planning / Town Planning / Regional Planning (M. Plan) from a recognized university or institution.
3 Experience
• Minimum 10 years of professional experience in:
o Urban planning and development control regulations
o Zoning regulations and land use planning
o Building byelaws and policy analysis
o Master plan preparation and review
o Spatial planning and GIS-based assessments
o Urban policy evaluation and regulatory frameworks
• Experience working with development authorities, urban local bodies, state governments, or urban planning projects will be preferred.
4 Roles and Responsibilities
1. Policy and Regulatory Review: The Senior Urban Planner shall support the review and assessment of the UP Model Building Byelaws 2025, Model Zoning Regulations, Master Plans of selected cities, URDPFI Guidelines, and other relevant state planning policies. The role will involve analyzing the integration and implementation of mixed land use provisions within statutory planning and regulatory frameworks.
2. Byelaw Benchmarking and Comparative Analysis: The selected expert shall undertake benchmarking of existing zoning regulations and building byelaws against national guidelines and best practices. This will include identifying variations, regulatory gaps, implementation challenges, and inconsistencies across selected cities and development authority areas.
3. Spatial Planning and GIS Assessment: The Senior Urban Planner shall support GIS-based spatial analysis related to land use mix, density, accessibility, transport connectivity, and infrastructure capacity. The role will include assessment of mixed-use zones, land development trends, and spatial implications of policy implementation across the study areas.
4. Field Assessment and Stakeholder Coordination: The Senior Urban Planner shall participate in field assessments, stakeholder consultations, focus group discussions, and key informant interviews with government officials, planners, developers, businesses, and residents. The role will support validation of field findings and documentation of implementation challenges and stakeholder perceptions.
5. Data Analysis and Impact Assessment: The Senior Urban Planner shall contribute to the analysis of baseline indicators, policy adoption trends, outputs, outcomes, and beneficiary satisfaction. The role will involve interpretation of planning and regulatory impacts on land use patterns, accessibility, economic activity, and urban development.
6. Reporting and Recommendations: The Senior Urban Planner shall support preparation of inception, interim, draft, and final reports, including preparation of maps, analytical notes, policy assessments, and technical documentation. The role will also contribute to formulation of recommendations related to policy refinements, zoning improvements, institutional strengthening, and monitoring frameworks.
5 Required Skills
• Strong understanding of zoning systems, development control regulations, and urban planning frameworks.
• Experience in policy analysis, land use assessment, and spatial planning.
• Familiarity with GIS tools, planning standards, and urban data analysis.
• Strong analytical, coordination, and technical report-writing skills.
• Ability to work effectively with multidisciplinary teams and government stakeholders.
6 Location of position
Based at the office of the NIUA, Core 4B, India Habitat Centre, Lodhi Road, New Delhi, with travel as and when required.
7 Reporting
The Senior Urban Planner will report to the Team Lead of the project at NIUA.
8 Remuneration
Remuneration will be commensurate with qualifications and experience, in accordance with NIUA norms.
