Maharashtra Village Social Transformation Foundation (MVSTF) is a Government of Maharashtra’s initiative to encourage private sector participation to achieve sustainable development Goals in Maharashtra. MVSTF is implementing a 1000 villages program across 25 districts of Maharashtra and program outcomes are prenominal and noted by various development agencies. The Foundation is also implementing thematic projects in certain districts of the state of Maharashtra. The ethos of social transformation program is localisation of development goals at gram panchayat level and fostering partnerships to achieve it.

The Government of Maharashtra alongside India’s leading private and social sector organizations envisaged a uniform and collaborative vehicle for socio-economic rural transformation. The Foundation will unite Government efforts with activities undertaken by corporates under the Corporate Social Responsibility (CSR) Act.

As a first of its kind convergence, the Foundation’s objective is to bring about the total reform of rural Maharashtra by providing hard & soft infrastructure and quality last mile service delivery. All initiatives under the foundation will centre on empowering villages to practice self-sustainable development.

The Foundation intends to engage the professionals for the implementation of the project; the engagement of the professionals will be purely on the contractual basis initially for 11 months and subject to renewal based on performance and availability of funding.

Key roles and responsibilities to be performed by State Program Manager (SPM) are:

|
State Program Manager shall oversee the planning, execution, and evaluation of housing initiatives in rural areas, ensuring they align with strategic goals and community needs. This role involves managing multiple related projects, coordinating diverse stakeholders, and ensuring efficient resource utilization within specific regulatory and budget constraints.
Key Roles and Responsibilities
Strategic Planning and Development:
- Define program scope, goals, objectives, and success criteria in alignment with the organization's mission and the specific needs of the rural community. This includes developing both short and long-range plans.
Program Management and Oversight:
- Supervise the day-to-day operations of the housing program, ensuring all interconnected projects are on track, meet quality standards, and adhere to established timelines.
Financial and Budget Management:
- Prepare, manage, and monitor program budgets, ensuring efficient and economical use of funds. This also involves funding sources, managing grants, overseeing contract spending, and ensuring compliance with financial regulations.
Stakeholder and Community Engagement:
- Act as the primary liaison between various stakeholders, including government agencies, community members, non-profit partners, contractors, and internal teams. Building trust and maintaining effective communication channels is crucial.
Compliance and Reporting:
- Ensure all program activities comply with relevant federal, state, and local laws, codes, and regulations pertaining to housing and construction. This includes preparing and submitting detailed reports on program progress, outcomes, and financial status to senior management and funders.
Resource and Team Management:
- Oversee the allocation of resources (personnel, materials, facilities, funds) across project. This includes hiring, training, motivating, and evaluating program staff and coordinating with project managers and cross-functional teams.
Monitoring and Evaluation:
- Design and implement performance metrics, collect data, and evaluate program impact to inform data-driven decision-making and continuous improvement.

Age Criteria:
|
|
- Not less than 25 years and not exceeding 40 years’ as on 30th April, 2026
|
|
|
Experience:
|
|
- Minimum 06 years of relevant experience in rural housing, CSR Projects, Maharashtra’s Chief Minister Rural Development Fellowships and other social fellowships
|
|
|
Education:
|
|
- Graduate degree/ Diploma in civil engineering. Preference will be given to candidates holding in experience in implementing rural housing schemes and MBA/ Post-Graduate Diploma in Civil Engineering. Graduate degree in Arts, Science, Commerce with adequate experience shall also be considered.
|
|
|
Language:
|
|
|
Excellent command of written and spoken English and Marathi is required.
|
|
|
Duty Location:
|

Mumbai at VSTF HQ with frequent travel to project villages.
|
|
|
Required skills
|
|
- Experience in preparing CSR proposals, designing projects, monitoring and evaluating CSR proposal shall be given preference;
|
|
- Experience with the design and/or implementation of development projects to promote sustainable development goals in partnership with Government and Private sector (Rural Housing) shall be given preference.
|
