Role summary
The Programme Lead (TB Projects) is a senior programmatic and technical role within The Union India Office. Reporting to the Head of Programmes, the postholder will provide day-to-day leadership for TB-related projects, ensuring high-quality implementation, timely delivery of workplans and donor commitments, strong technical oversight, and effective coordination across programme, finance, monitoring and evaluation, operations, and technical teams.

The Programme Lead (TB Projects) will support the Head of Programmes in translating The Union’s TB strategy into well-managed country-level programmes. The role will contribute to programme development, partner engagement, technical quality assurance, reporting, learning, and the development of new opportunities aligned with The Union’s priorities in India and, where relevant, the South-East Asia region.

Role and responsibilities
• Lead the planning, coordination and implementation of TB-related projects in the India Office, ensuring that activities are delivered on schedule, within scope and in line with approved workplans and budgets.
• Work closely with the Head of Programmes, technical and project teams to develop and review annual workplans, implementation plans, monthly updates, quarterly progress reports and donor deliverables.
• Monitor project deliverables, milestones, risks and dependencies, and proactively identify corrective actions where implementation is delayed or off-track.
• Provide technical oversight to ensure that project activities are aligned with national TB priorities, relevant Government of India guidance, donor requirements and The Union’s global technical standards.
• Support the monitoring, evaluation and learning function, including routine data review, use of a knowledge management system, reporting requirements, documentation of learning and synthesis of project results.
• Supervise, guide and mentor project staff and consultants, including local and international short-term technical assistance, to ensure effective delivery, strong team performance and professional development.
• Work in close collaboration with finance and operations colleagues to support budget monitoring, forecasting, procurement planning, contract management and timely operational support to programme teams.
• Coordinate with government counterparts, including relevant national and sub-national TB programme stakeholders, and maintain effective working relationships with donors, technical partners, civil society organizations, NGOs and private-sector partners.
• Support the Head of Programmes in representing The Union in selected meetings, workshops, technical consultations and stakeholder engagements, as required.
• Contribute to the development of new programme concepts, proposals, budgets and strategic partnerships that strengthen The Union’s TB portfolio in India and within the South-East Asia region.
• Work closely with The Union’s global scientific and technical teams to ensure country-level learning informs global technical work and that global guidance is appropriately reflected in India Office programming.
• Support knowledge translation and dissemination, including preparation of technical briefs, learning products, presentations, abstracts and manuscripts, where relevant.
• Perform other relevant duties as required by the Head of Programmes.

Key relationships
• Internal: Head of Programmes, project managers and technical leads, operational research, finance, HR and operations, monitoring and evaluation, communications, and The Union’s global scientific and technical teams.
• External: Government of India and national/sub-national TB programme stakeholders, donors, technical partners, NGOs, civil society organizations, academic partners and private-sector partners.

Qualifications and Skills:
• Minimum 10 years’ professional experience in TB, programme management, preferably a Medical Doctor with a Post Graduate degree in public health or other relevant degree and in leadership role.
• Proven capabilities in leadership, management and programme development at national and regional level.
• Strategic planning skills with sound analytical ability and good judgment.
• Highly developed theoretical and practical knowledge of a wide range of work procedures and practices of technical/scientific programmes.
• Demonstrated experience in data analysis, monitoring and evaluation (M&E), including the ability to interpret complex data sets, generate insights, and support evidence-based decision-making
• Strong negotiation and advocacy skills to interact with people at all levels in a multicultural and multi-disciplinary environment.
• Comprehensive knowledge and experience working with donor and technical agencies such as, but not limited to, USAID, The Global Fund, Gates Foundation and the World Health Organization, as well as with host-country governments.
• Significant experience in programme sustainability and capacity building, project monitoring and evaluation.
• Strong business acumen to strengthen the financial sustainability of programs and operations through resource development effort, striking healthy financial ratios, and effective budget administration
• Proven expertise in finance, budgets and auditing.
• Experience in resource-limited countries, mainly acquired in South-East Asia and the Pacific.
• Excellent leadership qualities managing a wide and diverse team.
• Ability to collaborate, motivate and retain staff effectively.
• Fluency in written and spoken English. Ability to speak a local language a strong advantage.
• Willingness and ability to travel throughout India and outside the country if necessary.
